Personnel Action Request (PAR) for the salary, wage and/or position change for Vanessa Brown,
Central Services.
Memorandum of Understanding with Grant County Public Employees Association representing
the recognized employees of the Renew -Admin Services Unit, Public Works Unit, and Youth
Services Unit regarding the 2022 Juneteenth Holiday.
Pursuant to RCW 42.30.110(1)(f) Commissioner Stone called an Executive Session to order at
9:53 a.m. to go until 9:58 a.m. regarding Personnel Disciplinary Matters. In attendance were
Commissioners Carter, Stone and Jones, Kirk Eslinger and Decorah Anderson, Human Resources,
Barbara Vasquez, Clerk of the Board. Commissioner Stone closed the session at 9:58 a.m.

• New Hope Contract Payment (approval needed/Accounting) —The Commissioners initialed
their approval to pay the contract month-to-month until a new contract is signed.
• ORV/Fish and Wildlife Meeting Update (CC) —Alcohol usage at the Sand Dunes is increasing.
• Employee Appreciation BBQ— October 5, 2022 date confirmed.
• Janice Flynn notified the BOCC that the State Funding for Ukranian refugees was not awarded to
Grant County.

• Call to order
• Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) None
• Approval of Agenda A motion was made by Commissioner Carter, seconded by Commissioner
Stone, to approve the agenda as presented. The motion passed with 2 Commissioners in
attendance. Commissioner Jones arrived late.
• Correspondence (ie. Emails that have come in that need response, letters of support etc.) None
• Commissioners Roundtable —Miscellaneous Discussion —Janice Flynn asked how do policies get
created? Human Resources will assist. Walk-on items were discussed.
• Consent Agenda — (Items 1 through 16) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Jones, seconded by Commissioner Carter, to approve the consent
agenda as presented. The motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and
those expense reimbursement claims certified by the auditing officer as required by
RCW 42.24.090, as recorded on a listing and made available to the Board. (In the
amount of $849,422.54)
2. Request to create a fund for Homeless Housing Administration (131.001) per RCW
36.22.179(1)(a); and additionally requests the following: (The public hearing was set for
June 21, 2022 at 3:20 p.m.) (Resolution No. 22 -056 -CC created the new fund)
• A transfer of $371.,302.18 from Current Expense (001.000) into the Homeless
Housing Administration fund (131.001) and
• A budget extension of $355.,600.66 for fund 131.001.00.0000.688100000 as well as
001.000.00.0000.588100000. This is the administration fee collected between 2008
and 2021.
• A budget transfer of $45.,000.00 from Current Expense (001.000) to the Homeless
Housing Administration fund (131.001).

5. Authorization for Release of the 2nd installment of BOCC Approved Funds for Strategic
Infrastructure Program SIP #2020 -06 -Port of Quincy —Intermodal Yard Container
Expansion —Phase 2 in the amount of $93,.618.54 to the Port of Quincy.
6. Reimbursement #19 request #6 from Opportunities Industrialization Center (OIC) of
Washington on the Department of Commerce Eviction Rent Assistance Program (ERAP)
2.0 Grant No. 21-4619C-108 in the amount of $48.,934.21.
7. Request for release of funds of 9th installment on Strategic Improvement Project (SIP)
#2021 -01 -Grant County Hospital District #4- McKay Healthcare, Phase 1 Capital
Improvement Plan in the amount of $611.54.

8. Reimbursement #20 request #7 from HopeSource on the Department of Commerce
Eviction Rent Assistance Program (ERAP) 2.0 Grant No. 21-4619C-108 in the amount of
$49,319.41.
9. Special occasion liquor license for the Columbia Basin Cancer Foundation and their
event at Ten Pin Brewery on August 27, 2022, from the Washington State Liquor and
Cannabis Board.
10. Vote of the Commissioners to begin the process of dissolving Intercounty Weed District
#51 due to inactivity for the preceding 5 years, per RCW 36.96 and setting a public
hearing for July 27, 2022.
NFW HOPF
11. Washington State Department of Social and Health Services Contract Amendment No. 1
for Contract No. 2112-22136 WorkFirst Family Violence Services. The amendment
increases the contract by $31,.000.00 to a new total of $62,,000.00.
PURLIC WORKS
12. Request for the adoption of a Public Works Services Fees Policy (PW #22-02) to provide
a formal fee policy. (A public hearing was set for June 28, 2022 at 3:15 p.m.)
13. Agreement 8, Change No. 5 to the Parametrix Consulting Services Agreement for the
Ephrata Landfill Remedial Investigation and Feasibility Study. The amendment will
increase the current budget by $80,000 to $1.,305.,144.00 and is extended through June
30, 2022.

14. Out of state travel request for Kayla Isaacson to attend the CADCA Mid -Year Training
from July 17 —July 22, 2022 in Orlando, FL.
15. Out of state travel request for Alfredo Aguilar and Alicia Devereaux (non -employees,
Prevention Members) to attend the CADCA Mid -Year Training from July 17 —July 22,
2022 in Orlando, FL.
TECNOLOGY SERVICES
16. Purchase Order No. 419 to CDW-GI in the amount of $6,869.04 for APC Smart UPS for
offsite storage.

2. Juvenile Court and Youth Services: State of Washington Department of
Children, Youth and Families (DCYF) contract Amendment No. 1 for
Contract No. 2163-22119 for a consolidated contract in the amount of
$1.,685.00 for concrete goods such as gas and food/grocery cards. (This
item it being withdrawn by the Administrator as the State is increasing
the amount of the grant and will submit a new agreement for
signature)
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to approve the
walk-on items as presented. The motion passed unanimously.
• Adjournment
3:05 p.m. — 3:20 p.m. Open Record Public Hearing, Moore Road Speed Limit Reduction
The Commissioners held an Open Record Public Hearing to consider an ordinance amending Ch.
11.04 titled "Speed Limits" and lowering the speed limit on Moore Road from 40 mph to 25
mph.
Sam Castro, Public Works Director described the request and stated the lowering of the speed
limit to 25mph will be the entrance way to allowing WATV and Golf Cart usage in the area.
.James McKiernan, petitioner and spokesman for the Homeowners Association stated the road is
40mph for about % mile. He is looking forward to it being a golf cart zone.
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Carter, seconded by Commissioner Jones to approve the ordinance amending
Ch. 11.04 as presented and lowering the speed limit on Moore Road. The motion passed
unanimously. (Ordinance No. 22 -057 -CC)
3:30 p.m. — 4:00 p.m. Live Nation — Law Enforcement Services Agreement Discussion
• Exempt employees —not eligible for overtime pay. L&I/County policy says no. Was this
previously approved?
• Exempt employees are working for private company but being paid through the county. W -2s
are being issued through the county.
• Commissioner Carter stated this was brought to our attention by the State Auditor previously.
She believed something was written into the policy.
• The Undersheriff explained that overtime detail is brought forward to the unions first, then to
administrative staff.
• Kevin McCrae clarified that it's a law enforcement function, to be able to arrest and transport.
• Undersheriff Rectenwald stated that finding deputies to work overtime is getting challenging.
He stated GCSO is using NovaTime and they pick the "Gorge" code.

• Rick Pitt is the Sgt liaison for LiveNation. GCSO handles law enforcement issues, not security.
Crowd Management Services (CMS) handles security. Sheriff's Office handles all law
enforcement within unincorporated Grant County.
• The term "overtime" should be replaced with "additional monies". Change the contract?
• Add an Administrative Fee for managing the contract? Payroll processing?
• State Auditor would like to work closely with Donna in the GCSO to monitor.
• Law Library is a "blind spot"

to Suspicious Package
This meeting was held via Webex by Emergency Management and in person. Kyle Forman
shared a PowerPoint presentation.
• Remember to take personal items with you as you leave (keys/cell/etc)
• Empower employees to restrict public access
• Safety/Security committee to hold trainings? More exercises needed
• Prevention: Single Point Access to the courthouse? Controlled points? Commissioner Carter
stated the discussion had been brought up.

• Prevention is needed. Security at Benton County is a great example; PUD at the beginning
of every meeting goes over evacuation plans; emergency clocks were never implemented.
• Make sure badges are on each employee; EverBridge? Recommended works screen and
personal phone notification system is best; include Ephrata fire & police.
• Burns: need for FTE accountability — make sure all employees are accounted for and can
report to the EOC; stated fire alarms are not the proper way to evacuate employees and is
not active between the 2 buildings; Fire & PD need the "secure" radio channel as well.
• Supervisors need to talk to their employees!
• Phone tree was in the past; need to implement a new alert system.
• Why wasn't a fire alarm pulled to evacuate the courthouse? Didn't want to cause mass
panic.
• Discussed EverBridge as a possible mass notification system.
• Nixel/Safety Center app only works when people put it on their phone. FTE don't want that
on their personal cell phones.
• Clerk's Office has a buddy system for evacuation system where they grab each other's
personal items if not in the office.
