Advisory Committee —Project Review/Recommendations
Dear Commissioners:
The SIP Committee met Friday, August 12th and reviewed 1 project application. Committee members
present for the meeting were Corinne Isaak, Curt Morris, Scott Hunter, Chuck Allan and Brant Mayo.
Absent was Tony Massa.
SIP #2022-03: Town of Coulee City (requested $40,,000 grant)
Utility design and plan for Coulee City Park, Campground and Marina
Applicant: Town of Coulee City — Utility Design and Plan
Recommendation: The committee voted to recommend a $40,.000 grant for the Town of Coulee City
regarding their need for a utility design for Coulee City Park, pending approval of the Town's previous
request that this be included in the County's Comprehensive Plan. This study would include water
system design, sewer system design and electrical system design. Once this plan and project are put in
place it will greatly increase the tourism opportunities for Coulee City and the surrounding areas,
increasing sales tax revenue, creating/retaining jobs and increased revenue to the city. The committee
views this as a vital step for the continued operations and sustainability for the Coulee City Park as well
as, future expansion of the facility.
The recommendations were given a motion by Curt Morris and seconded by Scott Hunter. The
remaining committee voted in unanimous favor of recommendation, pending approval of this project in
Grant County's Comprehensive Plan.

Grant County Strategic Infrastructure Program Application
Eligibility Requirements
The Strategic Infrastructure Program fund is available because of a state program authorized by the legislature
in 1997 (RCW 82.14.370). The legislature has established eligibility requirements for using these funds:
FIRST: Funds can only be used to finance "public facilities" such as "bridges, roads, domestic and
industrial water facilities, sanitary sewer facilities, earth stabilization,, storm sewer facilities,
railroads, electrical facilities, natural gas facilities., research, testing,, training., and incubation
facilities in innovation partnership zones designated under RCW 43.330.270, buildings,
structures, telecommunications infrastructure, transportation infrastructure, or commercial
infrastructure, and port facilities in the state of Washington." RCW 82.14.370(3) (c)(i).
SECOND: The public facility must also serve "economic development purposes," which is defined as
"those purposes which facilitate the creation or retention of businesses and jobs in a county."
RCW 82.14.370(3)(a), (c)(ii).
THIRD: Finally, to be eligible for funding: "The public facility must be listed as an item in the officially
adopted county overall economic development plan, or the economic development section of
the county's comprehensive plan, or the comprehensive plan of a city or town located within
the county for those counties planning under RCW 36.70A.040. For those counties that do not
have an adopted overall economic development plan and do not plan under the growth
management act, the public facility must be listed in the county's capital facilities plan or the
capital facilities plan of a city or town located within the county." RCW 82.14.370(3)(a).

Economic Impact of the Project
1. What economic goals and/or objectives (identified in the comprehensive plan) does this project help the
community achieve?
By completing a Utility Design for the Coulee City Campground and Marina, the Town will continue to
move forward with meeting the following goal in the Economic Development section of the Town's
Comprehensive Plan:
"Policy ED 1.4: Actively support efforts to promote trade and tourism by participating in regional
economic development programs.
Policy ED 1.5: Promote the growth of tourism -related businesses and services, particularly for
recreational -type uses that capitalize on the natural amenities of the area, while still recognizing
the importance of diversification to the stability of the economy of the community."
2. How will this project foster economic growth, development, and address future economic needs?
An increase in tourism due to improvements at the Coulee City Campground and Marina will result in
more people staying in the community and more people spending money in the community. Multiple
existing businesses are dependent on attendance numbers in the campground and facilities.
Additionally, future businesses may be needed to serve the campground users.
3. How will this project improve local infrastructure capacity?
Infrastructure improvements within the Campground will include electrical distributions system for site
lighting, and modernized RV hookups and camping facilities; potable water and wastewater piping
systems for RV and camp sites. This utility design and layout will increase efficiency in providing utility
services to the improved campsites and facility buildings.
4. Will the project result in training or other opportunities for the local workforce? 0 Yes 13 No

An increase in tourism due to improvements at the Coulee City Campground and Marina will result in
more people staying in the community and more people spending money in the community, which will
lead to an increase in jobs at restaurants,, motels,, grocery stores, and shops.
In addition, the future construction of recommended Campground and Marina improvements will result
in new job opportunities for the local workforce, as well as a need for additional maintenance staff for
the facilities.

Project Readiness
1. When did or will you start work on the project?
The Coulee City Campground and Marina was established after the U.S. Bureau of Reclamation (USBR)
completed the Banks Lake Equalization Project in 1951. Banks Lake was created as part of the Columbia
Basin Federal Irrigation Project. The Lake is 30 miles long and provides a variety of recreational activities
and attracts people to Grant County and the Coulee Corridor region, from around the world. The Coulee
City Campground and Marina are situated on the south end of Banks Lake and provides overnight
camping with both full hook-up and dry sites; day -use picnicking; playground equipment; walking trails;
bird watching; fishing; beach swimming; boat launch and moorage. The facility, consists of a park,
campground, and marina located on land owned by USBR. The Town of Coulee City operates and
maintains the park, campground, and marina under a lease agreement from USBR. The facility covers
approximately 300 acres, with 50 acres developed and 250 acres undeveloped.
Standing as a gateway to the community on State Highway 2, the Coulee City Campground and Marina
serves as a popular recreational area for residents, a destination facility for the County and the State,
as well as visitors from around the world.
In 2019, the Town updated its Comprehensive Plan. The Park Element of the Comprehensive Plan
determined that the Town would benefit by having a Park Master Plan in place to provide a working
guideline for improving the Coulee City Campground and Marina, establish year-round programs,
develop budget decisions,, secure funding, and enhance activities for visitors.
In addition, community surveys were conducted in 1998 and 2005 that identified the improvements
that were desired at the Coulee City Campground and Marina.
In 2018 and 2019 the Town completed planning efforts to identify how the park could be reconfigured
to better meet the needs of the park users. The resulting Park Master Plan provided a reconfigured
layout of the facility's activity sites, as well as the RV and camp sites. This new layout provides improved

green spaces, and better configures the RV and camp sites to improve the experience for users. It also
suggested improving the ageing electrical facilities to provide a larger, more standardized electrical
service for RV connections, and full water and sewer connections.
Improvements to utilities for full hookup sites will help attract and serve more RV users. Additionally,
the camp sites would be reconfigured to better define site areas and separate them from the busy US
Highway 2 that borders the south side of the park and other campers. These improvements are needed
to remain competitive with other campgrounds that already provide these amenities.
The Coulee City Campground Utility Design completes the design of the electrical, water, and sewer
infrastructure needed to support the redesigned campground. The design will include plans,
specifications, and cost estimates associated with these improvements, should the Town choose to
publicly bid the work. The design will also identify phasing for water and sewer improvements that the
Town could install on their own. When completed the design will provide the Town with a shovel -ready
design that can be bid, or built with Town crews.

The Town looked into whether the Campground Utility Design would be eligible to receive funding from
Grant County Tourism's Lodging Tax fund. It was determined that since the Campground Utility Design
did not directly promote tourism it would not be eligible for these funds.

to better meet the needs of the park users. The resulting site plan provided a reconfigured layout of
the Park's activity sites, as well as the RV and camp sites. This new layout provides improved green
spaces, and better configures the RV and camp sites to improve the experience for users. It also
suggested improving the ageing electrical facilities to provide a larger, more standardized electrical
service for RV connections, and full water and sewer connections.
6. What permits are necessary for the project? (Please list with approval dates)
The design of the utilities will not require any permits. Subsequent construction of the utilities will
require completion of a NEPA. The Town has coordinated the park improvements with the USBR and
has listed the utilities in a NEPA permit already obtained by the USBR. The approved NEPA will include
a shorelines permit that is managed by the Town. No additional permits are anticipated. Some
additional coordination with Grant County PUD is anticipated for the electrical services and lighting
improvements.
7. Are there other factors significant to this project that we should be aware of?

9. Identify funds (General Fund,. Utility Fund, Property taxes, etc.) that are eligible to repay a SIP loan.
The Town's general fund, water fund, and sewer fund would be the source of any costs not covered by
an SIP grant for the utility design, however, because these funds are also being used to repay
outstanding USDA -Rural Development, Department of Health Drinking Water State Revolving Fund,
Department of Ecology State Revolving Fund loans and a Fire Station Bond totaling $2.,462,,048., the
Town is unable to repay any additional loan amount at this time.
10. In the context of the local government's overall annual budget, explain the need for SIP assistance. It the
applicant has reserve funds or budget reserves, please explain why these funds are not available for the
project.
The Town of Coulee City has experienced economic depression and population growth stagnation as a
result of a number of factors. These factors include a large agriculturally based economy, and negative
economic impacts from reductions in harvests of salmon and timber. Because of these factors, the
Town has experienced unemployment levels well above the state average for the past fifteen years. In
addition, Covid-19 restrictions have placed an additional burden on the Campground from lower than
anticipated revenues from reduced use in 2020, and 2021.
According to the State Employment Security Department, the unemployment rate in Grant County was
5.1 percent in October 2020, compared to the state unemployment rate of 6.0 percent. The
unemployment rate in Coulee City is approximately 7.2 percent. These numbers are heavily influenced
by the Covid-19 pandemic. Because of the Town's rural character and agriculturally based economy,
the unemployment rate is lower than typical comparisons to state and national averages as many
agricultural jobs are considered "essential" work.
Assistance programs are prevalent within the Town of Coulee City due to the economic conditions
where approximately 16% of the households are on food stamps. The poverty rate in the community
was approximately 11.4% in 2019. Per capita and median household income levels in the Town of
Coulee City ($46,424 in 2019) and in the surrounding County are also far below the state average
($78,,687 in 2019).
To help the Town to recover from these economic conditions, it is recognized that tourism resulting
from the use of the Campground will play a significant role in both retaining and creating businesses.
To foster this economic growth, the Town's recently completed Park Master Plan has generated a list
of capital improvements at the Coulee City Campground and Marina. The Town is actively seeking
funding for these projects from numerous sources, however, the Town realizes that each project will
require matching funds to make them attractive to the funding agencies. The Town plans to use existing
funds to provide the local matches for these various projects. As such, the Town's reserve funds will
not be available for funding the Campground Utility Design project.
