The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:00 a.m. — 8:15 a.m. D Stone w/ S Castro, Public Works Personnel Discussion
8:30 a.m. — 9:00 a.m. K McCrae, Prosecuting Attorney's Office Update
Pursuant to RCW 42.30.110(1)(i) Commissioner Stone called an Executive Session to order at
8:31 a.m. to go until 8:41 a.m. regarding Litigation. In attendance were Commissioners Carter,
Stone and Jones, Rebekah Kaylor and Tara Renick, Prosecuting Attorney's Office, Sam Castro,
Public Works Director, and Barbara Vasquez, Clerk of the Board. The session was continued to
8:46 a.m. and then again to 8:52 a.m. and finally 8:58 a.m. Commissioner Stone closed the
session at 8:58 a.m.
9:00 a.m. —10:00 a.m. Commissioners Round Table — Miscellaneous Discussion
• Review of Consent Agenda Items —Heath Board appointments: Need a sewer representative
• Duplexes near Moses Lake (RJ) — In Code Enforcement Hands
• Animal Outreach Emails (DS) —schedule meeting w/ Animal Control Officer
• BOE Configuration /Alternate Member Vacancies (JG) —Make positions equally around
county.
• Printers in the BOCC Offices (JG) — Commissioners do not want them.
• Meeting w/ City of Ephrata (BV) —Clerk will schedule
• Tom Gaines: Behavioral health beds at the new jail, set meeting with new candidates?
10:00 a.m. —10:30 a.m. Conservation District Update
• Kristina Ribellia, Executive Director, stated their new office will be out Rd 2 -NE and
shared with Fire District 5 at their training center.
• Columbia Basin Conservation District is their new name as they are going to be shared
with Adams County.

• Voluntary Stewardship Program (VSP) — Shrub steppe was discussed. State Fish and
Wildlife would like the county to utilize current county property with shrub steppe on it
and make it better.
• Critical Areas — State Comments — are they recommendations or requirements?
• Odessa project — East High / NRCS is in support
• ARPA Funds- MLIRD has not asked for funding yet. They can do an "assessment" but not
a tax.
• Received a complaint in Soap Lake regarding algae. They are going to work with the
Health District and take samples.
• Large area of chicken waste in an area of the county. Vector control is needed.
11:00 a.m. —12:00 p.m. Development Services Update
• Workload Report —overview
• Community Assistance Visit — Compliance Plan: Flood plain permits were issues and processes
will be tightened up.
• Title 14 Amendment —1500 square feet accessory structures: Clerk to schedule public hearing
• Desert Diamond Short Plat
• GIS Position Discussion: Position is desperately needed. Will repost the position. Contracted
services?

Discussion:
➢ Annual Bridge Report to Commissioners and Bridge Crew Recognition —Andy Booth
discussed the bridges within Grant County.
➢ Mutual Aid Agreements Update —Emergency Aid and Local Aid: Washington State
Department of Transportation (WSDOT), this would take place of Interlocal Agreements.

Pursuant to RCW 42.30.110(1)(i) Commissioner Stone called an Executive Session to order at
1:03 p.m. to go until 1:13 p.m. regarding Litigation. In attendance were Commissioners Carter,
Stone and Jones, Rebekah Kaylor, Prosecuting Attorney's Office, Sam Castro and David Bren,
Public Works, Kirk Eslinger, Human Resources, and Barbara Vasquez, Clerk of the Board. The
session was continued to 1:19 p.m. Commissioner Stone closed the session at 1:19 p.m.
Pursuant to RCW 42.30.110(1)(f) Commissioner Stone called an Executive Session to order at
1:37 p.m. to go until 1:47 p.m. regarding Personnel Disciplinary Matter. In attendance were
Commissioners Carter, Stone and Jones, Sam Castro and David Bren, Public Works, Kirk Eslinger,
Human Resources, and Barbara Vasquez, Clerk of the Board. Commissioner Stone closed the
session at 1:47 p.m.

2:00 p.m. -3:00 p.m. Commissioner's Meeting
• Call to order
• Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) Carmen Deming of
Hands and Paws Animal Assistance is looking for funding, like Animal Outreach. They
currently are fostering 90 animals. They offer aspay/neuter voucher program. Their annual
budget is approx. $60k to $70k with between 8-15 volunteers. They work within Grant and
Adams County. /Jim Hoersch discussed White Trail Road, traffic issues and the round -a -bout.
• Approval of Agenda A motion was made by Commissioner Jones, seconded by Commissioner
Carter, to approve the agenda as presented. The motion passed unanimously.
• Correspondence (ie. Emails that have come in that need response, letters of support etc.) Letter
from Korea informing the commissioners of the new mayor elected.
• Commissioners Roundtable —Miscellaneous Discussion Health Board configuration.
Commissioner Carter feels that South Grant County should be represented.
• Consent Agenda — (Items 1 through 12) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Carter, seconded by Commissioner Jones, to approve the consent
agenda but move item 4 to the discussion/decision area and hold item 7 until 7/12/22. The
motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (In the amount of $536,,224.49)

2. Approval of Commissioners May 30, 2022 Minutes.
3. Invoices — No invoices this period.

5. Tourism Commission request for "Off -Site" 2023 Planning Retreat and provide lunch at this 2023
budget planning meeting to be held on July 20, 2022, in Grand Coulee, WA.
6. Letter of appointment to Laurissa Perez for the Health and Wellness Committee as the primary
voting member representing Human Resources.
7. Recommendations from the Grant County Board of Health for appointments to serve on the
Board as outlined in HB 1152. (Hold until 7/12/22)

8. Request from Grant County Fire Protection District 6 (Hartline) to utilize the $100,000.00 ARPA
funding granted by the Commissioners to purchase a 2019 RAM 5500 vehicle with upfitting and
training.
9. Professional Liability Insurance quote in the amount of $9,472.84 from CRC Group for the Public
Works Department to provide coverage for work performed by Dave Bren, County Engineer.
NEW HOPE
10. Washington State Department of Social and Health Services Contract 1863-31475 Amendment
No. 04 for their DVPA Domestic Violence Services contract to increase the amount by
$69,897.00 to a new total of $616.,816.00 and extend the term to December 31, 2022.
11. Request for the Director to DocuSign the Washington State Department of Commerce,
Community Services and Housing Division, Office of Crime Victims Advocacy, Children's
Advocacy Center Child Centered Services VOCA Initiative, Grant Agreement No. F20-31219-401.
Term is July 1, 2022 —June 30, 2024 in the amount of $124.,214.00.

12. Recommendation to award the reconstruction project of Road 3 -NE from U -NE to X -NE
(Phase 4) to Tommer Construction in the amount of $1.,129,.111.00 (CRP 22-01).

Agenda. These items will be acted upon together)
o Item 4: A motion was made by Commissioner Carter, seconded by Commissioner
Stone, to approve the six (6) LTAC contracts listed above. Commissioner Jones
abstained from the vote as he sits on some of the event groups. The motion passed by
two commissioners.
o Tom Gaines, Central Services attempted to have a walk on item but the Board decided
to add it to the 7/12/22 Consent Agenda.

Franchise Application
The Commissioners held an Open Record Public Hearing to consider franchise agreement with
Ziply Fiber Northwest dba Ziply Fiber to enter upon, construct, operate and maintain
communications network over/under/across/along certain county roads in Grant County. The
Clerk of the Board Barbara J. Vasquez realized that she had advertised the public hearing for
3:00 p.m. but the agenda stated 3:30 p.m. The hearing was opened then continued to 3:30 p.m.

not fiber like their name would suggest. Public Works recommends approval.

A motion was made by Commissioner Jones, seconded by Commissioner Carter, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Carter, seconded by Commissioner Jones to approve the franchise agreement
as presented. The motion passed unanimously. (Franchise agreement signed and recorded)
MISCELLANEOUS ITEMS
The Commissioners approved and signed the Public Works County Payroll Salary Fund for their July 1,
2022 payroll.
