The Grant County Commissioners session began at 9:00 a.m. with Commissioners Stone and Carter in
attendance. Commissioner Jones was out from 8:00 a.m. —1:00 p.m. then attended via Webex until
3:30 p.m. Commissioner Stone attended via Webex from 1:00 p.m. — 3:30 p.m.

to go until 10:20 a.m. regarding Job Applicant/Evaluation. In attendance were Commissioners Carter,
Stone, Kirk Eslinger, Human Resources and Barbara Vasquez, Clerk of the Board. The session was
continued to 10:26 a.m. Commissioner Stone closed the session at 1026 a.m.

• Evacuation Plan /Single Point of Entry (CC) Tom Gaines stated that he went out to bid for it
a few years ago but the cost was so high that the BOCC said no. There were many other
factors as well. Have a meeting with the key stakeholders? There is currently a
guard/security shortage. GR36 —Superior Court -Courthouse Security plan.
• Courthouse Notification System (CC) Everbridge is a possibility per Technology Services and
Emergency Management. They could look into putting a notice out to employee's cell
phones as well.
• Emergency Operations Center EOC Placement (CC) Should the EOC be so close to the
courthouse? Ryan Rectenwald stated the stakeholders talked and it was appropriate for
the time. Usually, the Mobile Command Center would be used.
• ARPA Grant Process Discussion Regarding Columbia Basin Foundation (CC) Columbia Basin
Foundation would like to assist the county by helping the ARPA process to non -profits.
• Veteran Service Officer vs Veteran Service Coordinator (JG) "Officer" handles VA Claims and
"Coordinator" was only for County Assistance Funds. Soon the policy can be amended
and have Anthony Garcia, our new Veteran Service Officer will be both.
• Wild Horses Monument Discussion (JG) The son of the creator would like to complete the
project. Has potential to be a State asset/park.
• Horticultural Pest and Disease Board Members (JG)
• McKay called again about their ARPA application, they cannot start their new facility project
until they get funding from the county.
Pursuant to RCW 42.30.110(1)(f) Commissioner Stone called an Executive Session to order at 1:47 p.m.
to go until 1:55 p.m. regarding Personnel Disciplinary Matters. In attendance were Commissioners
Carter, (Stone and Jones via Webex) Kirk Eslinger, Human Resources, Barbara Vasquez, Clerk of the
Board and Sam Castro and Sam Dart, Public Works. Commissioner Stone closed the session at 1:55 p.m.
2:00 p.m. — 3:00 p.m. N Poplawski, 2022 Fireworks Discussion
Nathan Poplawski, Fire Marshal, gave the commissioners a draft amendment to Grant County
Chapter 6.04 titled Fireworks, for their consideration. He is proposing to shorten the time that
individuals can discharge fireworks to only one day during the 4t" ofJUlyand one day for New
Years Eve. The Board took his draft for review and consideration.
3:00 p.m. — 3:30 p.m. District Court Update
• Grant application — hope to use grant funds to upgrade their courtroom, may need to be able
to provide matching funds, using Trial Court Improvement Funds.
• Potential future request to use trial court improvement funds — currently there is $468,000
• Soundproofing in 301 update
• Mental Health continues to be an issue in their Courtroom.
• Once they get the amounts in from Central Services, they will schedule another meeting.

The Commissioners approved and signed the Public Works County Payroll Salary Fund for their June 3,
2022 payroll.
TUESDAY, JUNE 7, 2022
The session was continued to 8:30 a.m. with all Commissioners in attendance.

• Building Department:
o Building Division Update: implementing the plan review process; color coding the
building permit process and training all staff to do commercial/residential;
recommends the health district and public works also use SmartGov permitting
software; amend to title 14, a letter requesting a public hearing is forthcoming;, Health
District- schedule a meeting with Commissioner Jones and DS staff
o 1500 sq. ft. accessory limit
• Shoreline Master Program Update — contract is coming through to begin the process: Ben
Floyd. There will be interlocal agreements coming through with a few cities who wish to join
the process with the county.
• Comprehensive Plan Amendments Update — City of Moses Lake is withdrawing their
application, letter is forthcoming.
• Open Recruitments — GIS position is still open
• Water Banking (CC) —Tyler Lawrence stated after talking with the Department of Ecology, the
water bank that was originally discussed as being donated to the county, isn't currently
available.
• Grazing contract: keeping ground for shrubsteppe mitigation (Fletcher donated property), what
is the percentage of shrubsteppe required per county?
1:00 p.m. — 2:00 p.m. Public Works Update
1.0 Solid Waste (15 min.) - WA Assoc of County Solid Waste Managers conference is the week of
6/13 and their meeting will need to be cancelled; wage disparity.
2.0 Public Works General Update (15 min.) District 1 needs new quarry site; District 2 needs new
quarry site, District 3 needs a new quarry site; retirements of key employees: Commissioner
Jones asked of HR for comparable accounting positions within the county.
3.0 Public Works Engineering/Roads (15 min.)
Discussion Items:
➢ M.5 NW Reduction in Speed Limit Report (Reyes) —Speed study doesn't support the
speed reduction (primitive road, site distance, no accident data to support); primitive
road policy is being constructed.
➢ 5 -NW (R -NW to T -NW) Speed Reduction —one area was reduced but not the entire part.
➢ Loss of employees: emergency stop loss program 2022-2023 — MOU w/ Association
(overtime- courses offered; Heavy equipment training; longevity adjustment; Annual
Leave buy back/holiday cash out of annual leave; unpaid leave per year)

• Approval of Agenda: A motion was made by Commissioner Jones, seconded by Commissioner
Carter, to approve the agenda as presented. The motion passed unanimously.

• Consent Agenda — (Items 1 through 19) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision.
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to approve
the consent agenda but placing item 3 on hold until a meeting can be held with the Hospital
District. The motion passed unanimously
ASSESSOR'S OFFICE
1. Request to hire an Interim Geographical Information Service (GIS)/Segregation Employee.
Franklin County has an employee that their office can use on a limited basis to assist Grant
County with these duties, as these 2 positions are currently vacant.
AUDITOR'S OFFICE
2. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. In the amount of $1,070,670.80.
3. Recommendation from the Grant County Finance Committee to reduce the registered warrant
amount for Quincy Valley Medical Center / Hospital District No. 2 from $2 million dollars to zero.
Hold until a meeting with the Hospital District is held.

6. Proclamation for the Almira-Coulee-Hartline (ACH) High School Warriors Boys Baseball Team
and their 2022 State 113 3rd place finish.
7. Reimbursement request from Grant County Fire District #10, Royal City in the amount of
$100.,000.00 for American Rescue Plan Act (ARPA) funds that were previously approved. This is
a reimbursement of their purchase of a Deep South Fire Truck.
8. Request from Grant County Fire District #13, Ephrata in the amount of $100,000.00 for
American Rescue Plan Act (ARPA) funds that were previously approved. This reimbursement

would assist them with the purchase of a Quick Response Aid Vehicle/4-wheel drive long box
pick-up with canopy and pull-out tray.
DEVELOPMENT SERVICES
9. General Agreement and Provisions of Contract for White Bluffs Consulting, LLC for the project to
develop an updated Shoreline Master Program. The amendments to the SMP will be completed
by no later than June 30, 2023 and not to exceed $75.,000.00.
FACILITIES AND MAINTENANCE
10. Request to proceed with the Air Handler 5 project (FM2209) at Juvenile Court and Youth
Services facility that was approved in the 2022 Capital Expenditure plan. Basin Refrigeration was
the one (1) responsive bidder for the amount of $16,260.00 (including tax).
Funds will be paid from REET 1(126.168) in the amount of $7,000.00 and the balance will be
paid from Facilities and Maintenance Repairs (001.112) in the amount of $9,260.00. If approved,
a contract will be signed.
JUVENILE COURT AND YOUTH SERVICES
11. Request authorization from the Administrator for the approval to digitally sign a Washington
State Department of Children, Youth and Families contract No. 2163-22119, Amendment No. 1,
Consolidated Contract in the amount of $2.,200.00 to purchase Concrete Goods (gas and food
cards) for youth and families.

12. Request authorization from the Director for the approval to digitally sign an amendment to their
Washington State Coalition Against Domestic Violence (WSCADV) that will increase the grant by
$3,057.00. Contract expires on September 30, 2022.
13. Request authorization from the Director for the approval to digitally sign Amendment A to their
Washington State Department of Commerce Grant Agreement No. 22-31310-165 with Office of
Crime Victims Advocacy Community Services and Housing Division for core and specialized
Sexual Assault Services SFY 2022 in the amount of $294.,127.00. Term is July 1, 2021 through
June 30, 2022. This amendment will reduce the match requirement on this grant.
14. Request authorization from the Director for the approval to digitally sign Amendment B to Grant
Agreement No. F19-31219-401 with the Washington State Department of Commerce Office of
Crime Victims Advocacy Community Services and Housing Division through New Hope for
children's advocacy center child centered services VOCA initiative. This amendment will reduce
the match requirement on this grant.

15. Authorization to Call for Bids on the 3 -NE Phase 4 Reconstruction Project (CRP 22-01). Bid
opening will be held at Public Works on June 28, 2022.

16. Interlocal Agreement between Grant County and the Regional Board of Mayors (Electric
City/Grand Coulee/Coulee Dam/Elmer City) to sub -grant funds from a Washington State
Department of Ecology Local Solid Waste Financial Assistance grant to encourage woody yard
debris diversion from the Ephrata Landfill. Funds shall not exceed $4,000.00 and the term is
April 1, 2022 —June 30, 2023.
SHERIFF'S OFFICE
17. 2022-2024 Law Enforcement Services Agreement with Live Nation Worldwide, Inc. for the
Sheriff's Office to provide law enforcement services at the Gorge Amphitheater and Gorge
Campground. Term is January 1, 2022 through December 31, 2024.
18. Washington State Department of Ecology Agreement No. SPPREG-2123-GrCoSO-00042 for spill
prevention, preparedness, and response equipment. Term is July 1, 2021 — June 30, 2023 in the
amount of $248,.500.00.
19. Request for payment of invoices in the amount of $30.,036.25 from Perteet who is a consultant
that provides support and planning services in the development of an update to the 2015 Grant
County Multi -Jurisdictional Hazard Mitigation Plan (001.114).
