Pursuant to RCW 42.30.110(1)(g) Commissioner Stone called an Executive Session to order at
10:01 a.m. to go until 10:31 a.m. regarding Job Applicant/Evaluation. In attendance were
Commissioners Carter, Stone and Jones, Kirk Eslinger, Human Resources, and Chris Young,
Development Services. The session was continued to 10:42 a.m. and then again until 10:55 a.m.

Memorandum of Understanding with the Public Employees Association /Solid Waste Division
Bargaining Unit, stating holiday closures for 2022 that will include Juneteenth (June 20, 2022)
and other items regarding pay and certifications.
Personnel Action Request (PAR) for the salary, wage and/or position change for Tom Jones,
Sheriff.

• Call to order
• Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) None
• Approval of Agenda A motion was made by Commissioner Carter, seconded by Commissioner
Jones, to approve the agenda as presented. The motion passed unanimously.
• Correspondence (ie. Emails that have come in that need response, letters of support etc.)
• Commissioners Roundtable — Miscellaneous Discussion: It was decided to remove all Martin
Hall meetings from the calendar for all future meetings; Tom Gaines stated the purchase of
property in Ephrata is now "off the table"; 2 walk-on items will be added.
• Consent Agenda — (Items 1 through 25) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Carter, seconded by Commissioner Jones, to approve the consent
agenda but amending the amount of item 12 from $6 million to $4 million. The motion passed
unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. Approved in the amount of
$1,175,958.52.

5. Reimbursement request #8 from the Housing Authority of Grant County on the Department of
Commerce Eviction Rent Assistance Program (E -RAP 2.0) Grant No. 21-4619C-108 in the amount
of $959,,563.97 for May 2022 expenses.
6. Reimbursement request #11 from Housing Authority of Grant County on the Department of
Commerce Consolidated Homeless Grant (CHG) No. 22-46108-10 in the amount of $37,347.63
for May 2022 expenses.
7. Recommendation from the Strategic Infrastructure Committee (SIP) to appoint Chuck Allen to
the Committee.
8. Recommendation from the Strategic Infrastructure Committee (SIP) to award Application SIP#
2022-0402 (per Janice Flynn, this number should be 02), Grant County Public Hospital District
No. 4/McKay Healthcare and Rehabilitation Center, Phase 1 Capital Improvement Plan —
Emergency Generator Expansion project in the amount of $500,000.00 (grant).
9. Special occasion liquor license applications for Desert Aire Country Club and their event being
held July 9, 2022 at Desert Aire Columbia Room and Pool; and Columbia Basin Rodeo
Association and their August 16-20, 2022 event at the Fairgrounds, from the Washington State
Liquor and Cannabis Board.
10. Assumption liquor license for Cl Midway Shell, Quincy, WA from the Washington State Liquor
and Cannabis Board.
11. Reimbursement request from HopeSource on the Department of Commerce Eviction Rent
Assistance Program (E -RAP 2.0) No. 21-4619C-108 in the amount of $64,,826.38.
CENTRAL SERVICES
12. Request for a budget amendment and amendment to the Capital Facilities Plan to construct a
new Coroner's Office in the amount of $6 %.1 (amended to a new amount of
$4,000.,000.00) using REET funds;

FACILITIES AND MAINTENANCE
13. Recommendation to contract with Convergint Technologies for Fire Alarm and Life Safety
Testing at certain courthouse properties. They are a part of the OMNIA Partners Purchasing
Cooperative No. R170601. Term is June 1, 2022 — May 31, 2027.
JUVENILE COURT AND YOUTH SERVICES
14. Amendment A to Washington State Department of Commerce Grant No. F19-31219-456
Community Services and Housing Division, Office of Crime Victims Advocacy, VOCA Victims of
Child Abuse and Neglect Initiative. Grant amount is $74,992.00 with a term of July 1, 2021
through June 30, 2022. The amendment reduces the match requirement on this grant.

PUBLIC WORKS
15. Resolution notice of hearing to consider an ordinance modifying Ch. 11.34 of the Grant County
Code titled Operation of Golf Carts allowing the use of Golf Carts upon certain county roads.
Specifically, upon Moore Road and Blue Lake Roads. Public Hearing will be scheduled for July 5,
2022 at 3:15 p.m. (Note from the Clerk of the Board 7/10/22, this public hearing was never
advertised, therefore this Resolution No. 22 -058 -CC is null and void)
16. Washington State Department of Transportation Local Agency Agreement No. LA 10364 for the
Dodson Rd Overlay Ph 2, Ph 3, and Ph 4 project (4 -NW to SR 282). Project total is $65.,000.00.
RENEW
17. Request to Appoint Ricardo Gamez, Virginia Baccellia-Ziegler, Jonathon Muck, and Shannon
Fulkerson as individuals to be designated to provide the services of a Designated Crisis
Responder for Grant County.
18. Service Order Form and Software License and Master Services Agreement from Credible
Behavioral Health for Qualifacts for their electronic health record program. Agreement ends
June 30, 2027.
19. Washington State Health Care Authority Professional Services Contract No. K6046 for Fidelity
Review Services through their Supported Employment program. Contract total is $10,000.00
with term ending July 31, 2022.
20. Request for staff to attend a Nonviolent Crisis Intervention Training from July 19-21, 2022 in
Spokane, WA. The cost is $5,284.00 per person.
SHERIFF'S OFFICE
21. Request to surplus a Glock 22 duty pistol (Asset# 105185) used by Sheriff Tom Jones.
(Resolution No. 22 -059 -CC)
22. Guardian RFID System Agreement — Leased Services for inmate management, monitoring, and
tracking.
23. Agreement with Nicole Avila -Parker ARNP, FPMHNP, LLC to provide psychiatric consulting
services including evaluation, medication management and therapy. Term is for one year after
signature.
TECHNOLOGY SERVICES
24. Purchase Order No. 420 to SHI International Corp. for Microsoft Windows Exchange Online Plan
and Microsoft Office 365 PRO in the amount of $106.,429.72.
25. Purchase Order No. 421 to SHI International Corp for Azure Active Directory Prem in the amount
of $14.,856.22.

passed unanimously.
