3:30 p.m. — 4:00 p.m. Treasurer's Office discussion on Sneeze Guards
Discussion was held on the sneeze guards that are currently placed in the Treasurer's Office and
that Treasurer's 0&M Fund monies are available. They are requesting a hands-free microphone
option. Darryl Pheasant likes the setup that the Sheriff's Office and Clerk's Office has available.
Language line — Will decide once the new speaker system is installed.

• Approval of Agenda A motion was made by Commissioner Jones, seconded by Commissioner
Carter, to approve the agenda as presented and to include three (3) walk-on items.
• Correspondence (ie. Ernails that have come in that need response, letters of support etc.)
Commissioner Stone will draft a letter to send to Tribal Representatives for their position to
serve on the Health Board.
• Commissioners Roundtable — Miscellaneous Discussion: Commissioner Stone would like to
attend the NACO annual meeting virtually; Animal Outreach email request to increase the
funding from the county by another $58,000.00; email request to place a bus stop bench on
Highway, being referred to WSDOT; Fireworks proposal by Fire Marshal, it was decided to stay
with the status quo; Hold Bond meeting with Treasurer at later date.
• Consent Agenda — (Items 1 through 27) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item June be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Carter, seconded by Commissioner Jones, to approve the Consent
Agenda but withdrawing items 20 and 22. The motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. In the amount of $1,153,000.85
2. Cash transfer request in the amount of $500,000.00 from the Healthcare Reserve Fund #525.000
to Interfund Benefits #505.184 due to the increase in claims.

Emergency Solutions Grant (ESG), Subrecipient agreement with the City of Moses Lake (signed
November 16, 2020). This amendment to Contract No. 20-4613C-100 increases subrecipient

23. Request to the County Road Department for Reimbursable Work for the Town of Coulee City for

3:25 p.m. — 3:40 p.m. Open Record Public Hearing, Capital Facilities Plan Amendment and
Budget Amendment for New Coroner's Office; and Purchase Property
Located at 21 C -St SW, Ephrata
The Commissioners held an Open Record Public Hearing to consider an amendment to the Grant
County Capital Facilities Plan with concurrent budget amendment (extension). The original
request was to build a new Coroner's Office/Morgue and to purchase property located at 21 C
Street SW. REET 1 and 2 funds were proposed to be used, in the total amount of $6,500,000.00.
Tom Gaines, Central Services Director, described the request stating he would like to amend his
request and remove the purchase of the Ephrata building completely. The owner has decided
not to sell. He also is requesting to use only $3,000,000.00 in REET 1 funds for the new
Coroner's Office/Morgue. Therefore, he is requesting that the budget extension portion of the
hearing be amended to this new amount, using REET 1 funding only.
Tyler Lawrence, Interim Development Services Director stated that they are amending the
Capital Facilities Plan and are in compliance per RCW 36.70A.130.
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Jones, seconded by Commissioner Carter to approve Capital Facilities Plan
amendment (Resolution No. 22 -068 -CC) and concurrent budget amendment to the amount of
$3,000,000.00 using REET 1 funds (Resolution No. 22 -067 -CC). The motion passed unanimously.
