Discussion was held about the new resolution that needs to be adopt regarding new make-up of
the Health Board. Commissioner Stone suggested a nomination process for the city elected
position, and the BOCC appoint that person. Ms. Adkinson is concerned with that process. The
cities should be empowered to make the choice. It was recommended to use the Association of
Grant County Cities and Towns (AGCCT) to vet the city members.

Commissioner Jones asked about a normal day of the Director of Public Defense.
2:30 p.m.- 3:00 p.m. Museum Services Meeting
The museum buildings are owned by the County, and we contract with the Historical society and
reimburse for their costs to run the museum. County pays for utilities and maintenance of the
buildings. The Historical Society pays for grounds keeping. There are currently 5.5 employees
and the historical society sends the county an invoice for salary reimbursement.
• Should the utility bills be submitted to Maintenance, like the other county
buildings?
• Do buildings need maintenance?
• Jerry Gingrich pays invoices, Historical Society should be paying them and the
county reimburse.
• Payroll/other invoices should be itemized, paid, then reimbursed.

Pursuant to RCW 42.30.140(4)(x) Commissioner Stone called an Executive Session to order at
9:14 a.m. to go until 9:30 a.m. regarding Negotiations. In attendance were Commissioners
Carter, Stone and Jones, Barbara Vasquez, Clerk of the Board, and Kirk Eslinger and Decorah
Anderson, Human Resources. The session was continued to 9:35 a.m. Commissioner Stone
closed the session at 9:35 a.m.

• Staffing: Had 2 employees quit
• They have 4 outside seasonal positions.
• Because of being busy, there are some employees working fair events and grounds keeping. A
new event hired employee will help alleviate the stress.
• Schedule meeting w/ Tom Gaines, Chris Turner and Jim McKiernan

• We are going to cross train the event crew to all be proficient at the dirt set up for various
events. Currently that expertise is really with one person.

11:33 a.m. to go until 11:55 a.m. regarding Job Applicant/Evaluation. In attendance were
Commissioners Carter, Stone and Jones, and Kirk Eslinger, Human Resources. Commissioner

1:00 p.m. — 2:00 p.m. Public Works Update
• Solid Waste: Pre/Post Closure funding and liability; 21 Tons of Tires collected at this year's
events; Diesel costs for picking up waste at outside facilities is increasing; recycling discussed
• Public Works General Update: Grants applied for: WSDOT Congressional Grant $3.3 million to
replace bridge.
• Public Works Engineering/Roads: Frenchman Hills canal break: will be getting reimbursement on
expenses; County Engineer is working on Policies (Nighttime reflectivity, Memorial Signs,
Implementing Fees); Grant Transit Authority need for Bus Stop Engineering; White Trail/Hwy
281— entrance is too close to the highway, need to move the entrance. Due to a septic line the
golf course does not want to move the entrance.

3. Approval of Agenda A motion was made by Commissioner Carter, seconded by Commissioner
Jones, to approve the agenda as presented. The motion passed unanimously.
4. Correspondence (ie. Emails that have come in that need response, letters of support etc)
Summer meals program proclamation request; Toyoyama letter; "Bridges" would like to be
reactivated.
5. Commissioners Roundtable —Miscellaneous Discussion Discussion on new jail bonding; Grant
County Museum; Juneteenth
6. Consent Agenda- (Items 1 through 23) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Carter, seconded by Commissioner Jones, to approve the consent
agenda, withdrawing #20. The motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and
those expense reimbursement claims certified by the auditing officer as required by
RCW 42.24.090, as recorded on a listing and made available to the Board. In the amount
of $611,,080.48.

2. Ballot Drop Box Property Use Agreement- City of Electric for the use of a portion of the
City of Electric City's property on Parcel No. 010076000 for the location and
maintenance of a ballot drop box in order to facilitate and encourage electoral
participation by local residents. Term of agreement is May 17, 2022 through December
31, 2032.
COMMISSIONER'S OFFICE
3. Approval of April 18 and May 2, 2022 Commissioners Minutes.
4. Invoices
5. Reimbursement request #10 from Housing Authority of Grant County on the
Department of Commerce Consolidated Homeless Grant (CHG) No. 22-46108-10 in the
amount of $50,387.69 for April 2022 expenses.
6. Agreement amending the Washington State Department of Commerce Community
Services & Housing Division Emergency Solutions Grant -Covid-19 (ESG-CV) No. 20-
4613C-100 subrecipient agreement between Grant County and Housing Authority of
Grant County signed the 29th day of September, 2020. Amendment decreases the
maximum total payable amount by the County to the subrecipient by $248,065.46.
7. Request for extension on the Strategic Infrastructure Program No. 2020-06 for the Port
of Quincy Intermodal Yard Container Expansion- Phase 2. The waiving of the notice
requirement must be approved. New extension date would be June 1, 2022.
8. Consulting Services Agreement Regarding Housing/Homeless Programs Guidance with
Sandra Van Osten. Term of agreement is upon signature until terminated by either party
with 10 days' notice.
9. Ordinance No. 22 -051 -CC amending Chapter 2.04 of the Grant County Code titled
"Board of County Commissioners". The amendment will allow all commissioners to
attend a meeting virtually.
10. Reimbursement #3, request #3 from Opportunities Industrialization Center on the
Department of Commerce CDBG Grant No. 21-62210-005 in the amount of $16,314.21
for March 2022 expenses.
11. Reimbursement #2 request #2 from Opportunities Industrialization Center on the
Department of Commerce CDBG Grant No. 21-62210-005 in the amount of $15,077.66
for February 2022 expenses.
12. Reimbursement request from Opportunities Industrialization Center on the Department
of Commerce CDBG Grant No. 21-62210-005 in the amount of $16,781.51 for January
2022 expenses.
13. Request from the Ephrata Chamber to use County Property. If approved, a contract will
be signed: 2022 Agreement Regarding Use of County Property for Public Purpose
between Grant County and Ephrata Chamber for their annual Sage N Sun event being
held June 10-11, 2022.
14. Reimbursement request #7 from the Housing Authority of Grant County on the
Department of Commerce Eviction Rent Assistance Program (E -RAP 2.0) Grant No. 21-
4619C-108 in the amount of $687,.067.58.

DEVELOPMENT SERVICES
15. Agreement No. SEAS MP-2123GrCoDS-00162 Shorelands Shoreline Master Program
Agreement with the Washington State Department of Ecology in the amount of
$117,600.00 to form a shoreline coalition of jurisdiction within Grant County and
conduct period reviews of the Shoreline Master Program. Term of agreement is July 1,
2021 through June 30, 2023.
PLIRLIC WORKS
16. Request to the County Road Department for the reimbursable work between Grant
County and the Town of Hartline. Grant County Road Department to crack seal the
streets. Cost of work to be done is a maximum of $58,000.00 and must be completed by
September 2022.
17. Request to purchase a Phantom 4 Pro V2 Drone in the amount of $2,500.00 and annual
software cost of $3,000.00 for a total of $5,500.00. Also a policy approval request for
Unmanned Arial Systems (Drone) Policy (PW #22-01).

18. Out of state travel request for Renew Coalition Members (Non-employee), Crystal
Espinoza, Katelyn Nungaray, Karla Nunez, Enrique Hernandez, Gerardo Guzman, and
Adriana Luna -Reyna to attend the Community Anti -Drug Coalition of America (CADCA)
Mid -Year Institute in Orlando, FI. July 17-22, 2022. Cost of travel is $3,250.50 per
traveler for a total cost of $19,503.00.
19. Out of state travel request for Megan Watson and Ashley Avalos to attend the
Community Anti -Drug Coalition of America (CADCA) Mid -Year Institute in Orlando, Fl.
July 17-22, 2022. Cost of travel is $3,250.50 per traveler for a total cost of $6,501.00.
SHERIFFS OFFICE
20. (Heldfrom the 5/10/2022 Consent Agenda) Services contract with Dennis Fountain, for
Leadership and Personal Growth Consultation for the Grant County Sheriff's Office.
Fountain will provide one on one meetings with all Sheriff's Office staff for officer
wellness and provide feedback to the leadership team to introduce programs to assist
employees. This item is being withdrawn/denied.
21. Out of state travel request for Cari Craghead to attend training in Las Vegas, NV October
21-27, 2022 for the National Conference on Correctional Healthcare. Travel cost is
$2,980.00.
22. Out of state travel request for John Wallace to escort inmate from TX to WA for the
Nickels trial. Estimated travel to take place June 10-24, 2022. Cost of travel is $1,700.00
and will be paid for from funding source 9086.
23. Out of state travel request for Kim Cook to escort inmate from TX to WA for the Nickels
trial. Estimated travel to take place June 10-24, 2022. Cost of travel is $2,000.00 and will
be paid for from funding source 9086.

Agenda. These items will be acted upon together) A motion was made by Commissioner Carter,
seconded by Commissioner Jones, to approve the six (6) walk-on items as presented. The
motion passed unanimously

o Public Works -County Road Administration Board (CRAB) Rural Arterial
Program Project Agreement for Construction Proposal: 9 -NW Road (SR 283
to Dodson) for Rural Arterial Trust Account (RATA) funds in the amount of
$1,,801.,600.00.
o Crum and Forster Storage Tank Pollution Application for insurance coverage
in the amount of $1.,000,000.00.
o Facilities and Maintenance —Request to proceed with the Hand Rail Repair
project for the Historic Courthouse Steps and hire Specialty Welding for the
approximate amount of $17,500.00.
o Facilities and Maintenance —Request to purchase a new mower for the
courthouse campus, from Outdoor Power and Repair in the amount of
$9,512.80 with tax.

3:00 p.m. ® 3:10 p.m. Open Record Public Hearing, CDBG 2022 Application and 2021 Closeout
The Commissioners held an Open Record Public Hearing to review community development and
housing needs, inform citizens of the availability of funds and eligible uses of the state
Community Development Block Grant (CDBG) funds, and receive comments on proposed
activities, particularly from lower income persons residing in the Grant and Adams County areas.
This will prepare for the closeout of the 2021 CDBG Public Services Grant No. 21-62210-005,
which provided $126,,580.00 in funding.
Janice Flynn, Administrative Services Coordinator stated that present at today's hearing is Isidra
Sanchez, Spanish interpreter, if needed. Is there any one present today that needs an
interpreter? (This was also asked in Spanish).
The following handouts are available today in both English and Spanish:
1) Grant County's CDBG Citizen Participation Plan with Grievance Procedure Form. (GC
has a high likelihood of applying for Community Development Block Grants in the future
and would welcome citizen participation. The plan outlines eligibility guidelines and
steps GC will take to procure CDBG funding and community involvement. The grievance
procedure form is included. Any input or grievances regarding CDBG grants can be
forwarded to me, Janice Flynn at GC Commissioner's Office, PO Box 37 or 35 C Street
NW, Ephrata, WA 98823.)
2) Dept of Commerce's Community Development Block Grant Program Handout (This
gives the purpose of CDBG grants)

3) Federal Citizen Participation Requirements for Local Government Applicants to the
State CDBG Program. (outlines requirements of the federal government to receive CDBG
funds)
4) Letter to Public Hearing Attendees (indicates the Citizen Participation Coordinator and
GC's open-door policy)
Any individuals interested in or requiring technical assistance to become knowledgeable with
the CDBG program or who desire to contribute ideas to solving some of the community's needs
will be provided assistance upon request to the County's CDBG Citizen Participation
Coordinator.
The purpose of the public hearing is to report on the County's use of 2021 CDBG funds, prepare
for the closeout of the 2021 CDBG Public Services Grant and state Grant County's intention to
apply for 2022 CDBG funds in the amount of $128,000.00. Janice Flynn, Grant County's
Administrative Services Coordinator, will provide additional information
Isidra Sanchez and Jeremy Lopez with OIC of Washington /Prosperity Center gave an overview
of the assistance they provided under contract No. 21-62210-005 and proposed activities for
anticipated CDBG funds awarded in 2022.
No proposed activities will result in displacement of any individuals.
The Title VI Certification and NEPA form 6-G is required and needs to be signed by the BOCC
Chair.
Grant County has adopted a policy to reduce greenhouse gases, a policy prohibiting the use of
excessive force and an anti -displacement plan.
The NEPA form determine exemptions from environmental review due to the nature of the
proposed use of funds.
A motion was made by Commissioner Carter, seconded by Commissioner Jones to close the
public comment portion of the hearing. The motion passed unanimously. Commissioner Carter
moved to accept the closeout of the CDBG Public Services Grant No. 21-62210-005 and begin
the application process for the grant year 2022, as presented. Commissioner Jones seconded
and the motion passed unanimously. The hearing adjourned.
3:10 p.m. — 3:20 p.m. Open Record Public Hearing, Cerna Minor Zone Change
The Commissioners held an Open Record Public Hearing to consider the Planning Commission's
recommendation for the Cary and Corey Cerna Minor Rezone application (P 22-0026) relating to
a minor zone change of a single parcel from Rural Village Commercial to Rural Village Residential
1. The proposal site is at 190 SW Davidson Pl, Mattawa, WA 99349. Also known as Lot 207
Desert Aire No. 9 Phase 5 and 6. (Parcel #02-1688-500).

A motion was made by Commissioner Jones, seconded by Commissioner Carter, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Carter, seconded by Commissioner Jones to approve the Minor Zone Change
with 10 Findings of Fact as presented. The motion passed unanimously. (Resolution No. 22-
052 -CC)
3:25 p.m. — 3:30 p.m. Open Record Public Hearing, Sheriff's Office & Coroner Budget
Extension
The Commissioners held an Open Record Public Hearing to consider the following budget extension
requests:
Sheriff's office in the amount of $75,521.12 to purchase qty. 55 —14" Panasonic Toughbook
computers for their vehicles. Technology Services will purchase the units and have agreed
to pay $194,880.00. The Sheriff's Office is requesting the balance be paid from Law and
Justice Funds (#121)
Sheriff's Office in the amount of $6,567.29 (118.195) to purchase a 2016 Chevrolet Tahoe
that will be utilized as the primary backup K9 vehicle.
Coroner's office in the amount of $9,111.21 to purchase lighting for the new Coroner's
vehicle. The Coroner's Office is requesting the balance be paid from Fund (#120). If
approved, an ABPA transfer will be completed.
There were no office representatives in attendance to discuss their requests.
A motion was made by Commissioner Jones, seconded by Commissioner Carter, to close the public
comment portion of the hearing. The motion passed unanimously. A motion was made by
Commissioner Carter, seconded by Commissioner Jones to approve the budget extensions as
presented. The motion passed unanimously. (Resolution No. 22 -053 -CC)
MISCELLANEOUS ITEM
Commissioners Stone and Carter signed a credit card payment approval and Paragon rental agreement
for Dan Durand in the amount of $4,.148.90 for his stay out of county during the Nickels re -trial.
