In attendance were Commissioners Stone and Jones, Kirk Eslinger and Decorah Anderson,
Human Resources, Jen Homer, Attorney at Clear Risk, and Sam Dart, Public Works. The session
was continued to 3:25 p.m. Commissioner Stone closed the session at 3:25 p.m.
MISCELLANEOUS ITEMS
The Chair of the Board was authorized to sign the Cowin Gorge Property LLC C/o Jake Cowin (Ronald
Kreger Short Plat FU 103, Blk 77 Amendment) Final Plat Submission and Review.

Pursuant to RCW 42.30.110(1)(f) -Personnel Disciplinary Matters, RCW 42.30.110(1)(g) -Job
Applicant/Evaluation, and 42.30.140(4)(a) —Negotiations, Commissioner Stone called an
Executive Session to order at 9:03 a.m. to go until 10:00 a.m. In attendance were Commissioners
Stone and Jones, Kirk Eslinger and Decorah Anderson, Human Resources. The session was
continued to 10:15 a.m. Commissioner Stone closed the session at 10:15 a.m.
A motion was made by Commissioner Stone, seconded by Commissioner Jones, to sign the
following documents as presented by the Human Resources Director. The motion passed with 2
Commissioners in attendance.
o County Road Engineer Position — Benefits Negotiations Request for David Bren
o Personnel Action Request (PAR) for the salary, wage and/or position change for Decorah
Anderson, Human Resources
o Working Agreements with the following Grant County Public Employee Associations:
Courthouse Unit, District Court Unit, and Solid Waste Unit, for 2021-2022.

and location.

believes 9 is a good number of committee members.

2. Open Forum for Citizen Input (3 minutes per person, 15-minute time limit) None
3. Approval of Agenda A motion was made by Commissioner Jones, seconded by Commissioner
Stone to approve the agenda as presented. The motion passed with 2 Commissioners in
attendance.
4. Correspondence (ie. Emails that have come in that need response, letters of support etc)
Department of Ecology meeting re: Flood Zone —May 19.
5. Commissioners Roundtable —Miscellaneous Discussion New Hope/Suzi Fode discussion about
wage enhancements that were discussed at the morning Human Resources Meeting. The
Board rescinded an earlier decision during the Human Resources update regarding and pay
the wage enhancements. (see item#7) Janice Flynn discussed State funding going to be made
available with a pass thru OIC of Washington for Ukrainian Refugees.
6. Consent Agenda- (Items 1 through 24) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion.
If separate discussion is desired, that item may be removed and placed under Board
Discussion/Decision. A motion was made by Commissioner Jones, seconded by Commissioner
Stone to approve the consent agenda, amending item #21 to a new amount of $4,,883.72 (the
amount should have been for 2 individuals). The motion passed with 2 Commissioners in
attendance.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and
those expense reimbursement claims certified by the auditing officer as required by RCW
42.24.090, as recorded on a listing and made available to the Board. In the amount of
$3,p832,p873.18.
COMMISSIONER'S OFFICE
2. Approval of March 21, 2022, March 28, 2022 minutes as well as amended minutes from
March 14, 2022 and February 7, 2022.

representing local, elected officials as primary voting member.

Rail and Road Infrastructure Expansion Project —Road Design and Engineering project for
the Port of Warden (Grant County Port District No. 8) for a new completion date of May
18, 2023.
8. Reimbursement request from the City of Moses Lake on the Department of Commerce
Emergency Solutions Grant (ESG) No. 20-4613C-100 in the amount of $87,387.56.
9. Reimbursement request from HopeSource on the Department of Commerce Eviction
Rent Assistance Program (E-RAP 2.0) No. 21-4619C-108 in the amount of $85,314.58.
10. Reimbursement request from HopeSource on the Department of Commerce Shelter
Program Grant (SPG) No. 21-4610C-104 in the amount of $42,532.00.
11. Reimbursement request from the City of Moses Lake on the Department of Commerce

CENTRAL SERVICES
12. Request to proceed with Standard Plumbing &Controls for the installation of HVAC
controls at the fairground bathrooms in the amount of $11.,174.85. This purchase will be
funded from the capital budget 126.168.00.9112.594186210.
CLERKS OFFICE
13. Request for authorization for County Clerk, Kim Allen to sign Paragon Rental Agreement
for the housing of a Superior Court Clerk in Benton County for the State v. Nickels trial.
Rental agreement amount is $3,150.00 per month.
FAIRGROUNDS
14. Request to purchase stall mats for the White Gate stalls from Basin Farm and Feed in
the amount $15,166.00 plus tax and freight. This was approved in the 2022 capital
budget and will be purchased from budget line REET 126.168.00.9116.573703500.

PUBLIC WORKS
15. Local Agency Agreement and Local Agency Federal Aid Project Prospectus between
Grant County and the Washington State Department of Transportation to implement
the preliminary phase for Dodson Road Overlay Project, Phase 2, 3, and 4. This project
will resurface the existing Hot Mix Asphalt (HMA) pavement with HMA overlay. Total
project cost estimate is $60.,000.00.
RENEW
16. Group Participating Provider Agreement with UnitedHealthcare of Washington Inc. fee
for service agreement for services.
17. Amendment to the Participating Provider Agreement between County of Grant dba
Renew and Amerigroup Washington, Inc. for their Foundational Community Support
(FCS) program for Supported Housing effective May 1, 2022.
18. Amendment #15 to Beacon Facility Agreement with Beacon Health Options, Inc.
effective January 1, 2022. This agreement amends multiple sections of the agreement.
19. Request to purchase PAX GBG 4t" Ed. Foundational Virtual Training as well as PAX Good
Behavior Game Teacher Kit from PAXIS Institute in the amount of $12,,595.00. PAXIS
Master Services Agreement for Client Success will be signed upon approval.
SUPERIOR COURT
20. Out of state travel request for Tifini Fairbanks to attend Drug Court training in Nashville,
TN, July 24-28, 2022. Total cost of travel is $2,.763.86 to be paid for by the Office of
Justice Programs (OJP) Grant for Drug Court.
21. out of state travel request for Jamie Mullenix and Tyson Hill to attend Drug Court
training in Nashville, TN, July 24-28, 2022. Total cost of travel is $2,.441.86 to be paid for
by the Office of Justice Programs (OJP) Grant for Drug Court.
TREASURER
22. Request to transfer the Trial Court Improvement monies from the Law and Justice Fund
per SSB 5454. The amount is $16,875.00.
TECHNOLOGY SERVICES
23. Purchase order 409from equivant in the amount of $17,320.89 for the annual license
renewal of Northpointe Suite COMPAS. Renewal Notice will be signed.
24. Purchase order 410 from Lenovo in the amount of $5,928.48 for the purchase of a new
Thinkstation P920 for the new hire.

7. Board Discussion/Decisions Items (Items to discuss and items that were removed from Consent
Agenda. These items will be acted upon at once)
• Walk on items: A motion was made by Commissioner Jones, seconded by
Commissioner Stone to approve the walk-ons as presented. The motion passed
with 2 Commissioners in attendance.
o Resolution No. 22-036-CC relating to budget extensions for Central Services
and Superior Court (Drug Court Program) for a public hearing that was held
on 4/5/22.
o Request for budget extension for the Veterans Assistance Fund 104.146 in
the amount of $100,000.00 due to an increase in burial/cremation
assistance funds being used. The public hearing was set for 5/10/22 at 3:30
p.m.
o Human Resources Recommendation Memorandum regarding 2022 Wage
Enhancement Payments for New Hope/Kids Hope. The language "or offered
employment" was added to this memo.
8. Adjournment
3:15 p.m. — 3:20 p.m. Open Record Public Hearing- Isaak Land Inc. Franchise Application
The Commissioners held an Open Record Public Hearing to consider a franchise application from
Isaak Land Inc. for a period of fifty (50) years to construct, operate and maintain irrigation water
pipeline across certain County roads in Grant County, Washington lying within the following
described portion of the County, to -wit: Along and under Road 39-NE on the north side, located
within S 13, T 25 N, R 29 E, WM.
Sam Dart, Assistant Public Works Director stated Public Works is in favor of approving this
application.
Brad Isaak, Isaak Land Inc. was available to answer questions that the Board may have.
Discussion ensued.
A motion was made by Commissioner Jones, seconded by Commissioner Stone, to close the
public comment portion of the hearing. The motion passed with 2 Commissioners in
attendance. A motion was made by Commissioner Jones, seconded by Commissioner Stone to
approve the franchise as presented. The motion passed by 2 Commissioners. Franchise
Agreement signed and recorded.
