MONDAY, APRIL 11, 2022
The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m. — 9:00 a.m. K McCrae, Prosecuting Attorney's Office Update
Mr. McCrae met with the Department of Fish and Wildlife to discuss sand dunes property that
the county currently manages/leases. The Board would like to continue the lease and the
Prosecuting Attorney will draft up a letter of acceptance.
Pursuant to RCW 42.30.110(1)(1) Commissioner Stone called an Executive Session to order at
8:45 a.m. to go until 8:58 a.m. regarding Litigation. In attendance were Commissioners Carter,
Stone and Jones, and Kevin McCrae, Prosecuting Attorney. Commissioner Stone closed the
session at 8:58 a.m.
9:00 a.m. — 9:30 a.m. R Escure, Sand Dunes Property Discussion (Anticipated Executive
Session)
Ryan Escure came in to discuss the Moses Lake Sand Dunes and proposed a RV Park. Mr. Escure
showed a PowerPoint presentation.
Pursuant to RCW 42.30.110(1)(b) —Real Estate Acquisition, RCW 42.30.110(1)(c) —Real Estate
Sale, and RCW 42.30.110(1)(d) —Ongoing Contract, Commissioner Stone called an Executive
Session to order at 9:11 a.m. to go until 9:25 a.m. In attendance were Commissioners Carter,
Stone and Jones, Kevin McCrae, Prosecuting Attorney, and Ryan Escure, Pam Escure and Harold
Moberg. Commissioner Stone closed the session at 9:25 a.m.

Pursuant to RCW 42.30.110(1)(g) Commissioner Stone called an Executive Session to order at
10:11 a.m. to go until 10:25 a.m. regardi.ng Job Applicant/Evaluation. In attendance were
Commissioners Carter, Stone and Jones, Kevin McCrae and Rebekah Kaylor, Prosecuting
Attorney's Office, and Kirk Eslinger, Human Resources. The Clerk of the Board left, and
Commissioner Stone continued the session until 10:37 a.m. and then again until 10:55 a.m.
Commissioner Stone closed the session at 10:55 a.m.

Missy McKnight discussed a complaint she received about Development Services. She also
discussed how levies will be processed in the future using T2 for 2022 and Packs in 2024.

• SHARPS Containers (Safety Committee) —Moved to future round table
• American Lands Council- Membership Program (DS) —Moved to future round table
• ORV/Sand Dunes funding for signage and fencing (CC) -Better fencing options and signage
were discussed.
• Health/Wellness Incentive Funding (CC) — It was decided to pay this from the 505 fund.
Accounting will amend their request letter and resubmit.
• Noxious Weed Board Insurance Refund (JF) —Processed
• Columbia Basin Foundation (DS) —schedule meeting? Not yet.
• ARPA funds: are they available for the Boys and Girls Club to add location at Larson?

MISCELLANEOUS ITEMS
The Commissioners approved and signed the Public Works County Payroll Salary Fund for their March 25
and April 8, 2022 payroll.
TUESDAY, APRIL 12, 2022
The session was continued to 2:00 p.m. with Commissioners Stone and Jones in attendance.
Commissioner Carter was out and excused.

1. Call to order
2. Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) None
3. Approval of Agenda — A motion was made by Commissioner Jones, seconded by Commissioner
Stone to approve the agenda as presented. The motion passed with 2 Commissioners in
attendance.
4. Correspondence (ie. Emails that have come in that need response, letters of support etc) A letter
from the Moses Lake/Ephrata Kennel Club was discussed.
5. Commissioners Roundtable —Miscellaneous Discussion —The upcoming appointment of a new
Health Board was discussed and how that should look. Commissioner Jones mentioned 2
commissioners and 2 other elected officials.

6. Consent Agenda- (Items 1 through 24) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If separate discussion is desired,
that item may be removed and placed under Board Discussion/Decision. A motion was made by
Commissioner Jones, seconded by Commissioner Stone to approve the consent agenda as
presented but withdrawing #2 (per accounting) and amending #5 to remove Grant Nos. 2022-
17 and 2022-18 for the Moses Lake Spring Festival. These 2 items will be held till the 4/26/22
Consent Agenda. The motion passed with 2 Commissioners in attendance.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and
those expense reimbursement claims certified by the auditing officer as required by RCW
42.24.090, as recorded on a listing and made available to the Board. In the amount of
$1,3081785.88.
2. Budget extension request for Current Expense (001) in the amount of $21,500.00, Other
Payroll Benefits fund (508) in the amount of $21.,500.00 as well as a budget transfer from
Current Expense (001) to Other Payroll Benefits fund (508) in the amount of $21,.500.00
due to Health/Wellness Incentive disbursement to employees that was not included in
the 2022 budget. This item is being withdrawn by Accounting.
COMMISSIONER'S OFFICE
3. Award recommendation for Paper of Record for Legal Notices and other Publication
Services with Hagadone- News Network, dba The Columbia Basin Herald at the rate of
$5.50 per column inch. Term is July 1, 2022 through June 30, 2023. If approved, contract
will be signed. Agreement for Paper of Record for Legal Notices and Other Publication
services signed.

9. Agreement Amending the Washington State Department of Commerce Community
Services and Housing Division Consolidated Homeless Grant (CHG) No. 22-46108-10
subrecipient agreement between Grant County and Housing Authority of Grant County
signed the 20th day of July 2021. Amendment purpose is to increase the total amount
payable by the County to the Subrecipient by $120,,060.00 for a new total of
$1,.308,.455.00.
10. Appreciation letter to Scott Lybbert for his services on the Grant County Planning
Commission.
11. Ferry County Resolution No. 2022-05 in the matter of the appointment of trustee to the
North Central Regional Library Board of Trustees, Nancy Churchill representing Ferry
County (replacing Katherine Meade). Term expires December 31, 2026.
12. Reimbursement request from the Housing Authority of Grant County on the Department
of Commerce Eviction Rent Assistance Program (E -RAP 2.0) grant No. 21-4619C-108, in
the amount of $869,662.78.
13. Reimbursement request from the Housing Authority of Grant County on the Department
of Commerce Consolidated Homeless (CHG) grant No. 22-46108-10, in the amount of
$48,843.12.
14. Appointment letter for Trevor Rollins (representing the Combat Veterans Motorcycle
Association (DVMA) Chapter 11-2 to the Grant County Veterans Advisory Board for a
term of April 12, 2022 through April 11, 2025.
15. Special occasion liquor license application for Desert Aire Golf and Country Club and their
event to be held at Snack Shack 504 Clubhouse Way, Mattawa, May 21St through May

FAIRGROUNDS
16. Request to proceed with fencing installation around the practice arena with lowest
bidder, Bishop Contracting in the amount of $37.,017.60 to be paid from budget number
132.178.00.9116.594756214. If approved, a contract will be signed with a term of April,
2022 through June 2022. Contract signed.
FACILITIES AND MAINTENANCE
17. Request to proceed with courthouse lobby HVAC improvement with McKinstry in the
amount of $10,452.22 including tax. This was included in the 2022 capital budget plan
and will be paid for out of the 308 -fund account.
PROSECUTING ATTORNEY
18. One Washington Memorandum of Understanding between Washington Municipalities
between the people of the State of Washington and its communities who have been
harmed by the entities with the Pharmaceutical Supply Chain who manufacture,
distribute, and disperse prescription opioids.

SHERIFF'S OFFICE
19. Request to purchase Forensic Phone equipment and software from Cellebrite in the
amount of $9,,804.79 to be paid from the 109.151.00.0000.494216400 INET Capital
Outlay account.
20. Request to purchase a 2016 Chevrolet Tahoe, VIN #1GNSKDEC4GR146766 from Grant
County Public Works in the amount of $15.,000.00 to utilize as a backup vehicle for the K9
unit. This will be purchased from budge line INET Capital Outlay account
118.19 5.00.0000.594216400.
21. Agreement for Mutual use of Jail Facilities with Benton County to provide each party
access to the other party's jail facilities when it is deemed to be in the best interest of
both Counties. (State vs. Nickels)
22. Request to re -allocate funding (budget transfer) from two of the previously approved
new Corrections positions for two new Support Specialist Positions due to increased
workload in the Administration and Corrections division. One support position would be
funded from (115) Jail fund, the second would be funded from (114) Sheriff fund.
TECHNOLOGY SERVICES
23. Purchase order No. 408 in the amount of $9,,702.09 from Lexipol, for annual law
enforcement policy manual and daily training bulletins for Grant County Sheriff's Office.
TREASURER'S OFFICE
24. Pursuant to RCW 54.28.090, request to distribute the PUD Privilege Tax funds as
provided on a listing by the Treasurer, in the total amount of $3,398,035.65. (Resolution
No. 22 -035 -CC)
7. Board Discussion/Decisions Items (Items to discuss and items that were removed from Consent
Agenda. These items will be acted upon together)
• 2 walk-on items were brought forth by Janice Flynn. The City of Moses Lake was
requesting separate letters of support to Dan Newhouse and Maria Cantwell in
favor of the Moses Lake Open Doors Sleep Center. After discussion, it was decided
that Commissioner Jones would sign letters from him only.
Pursuant to RCW 42.30.110(1)(f) Commissioner Stone called an Executive Session to
order at 2:29 p.m. to go until 2:39 p.m. regarding Personnel Disciplinary Matters. In
attendance were Commissioners, Stone and Jones, Barbara Vasquez, Clerk of the
Board, and Kirk Eslinger, Human Resources. Commissioner Stone closed the session
at 2:30 p.m.
