Re: Acceptance of property under the 2023-2025 Trust Lane Transfer Program
Mr. Gordon:
The Grant County Board of Commissioners hereby confirms our interest in the receipt of the 640 -
acre Parcel number 170100000, which constitutes all of Section 16, Township 18 North 28 East
W.M., Grant County, Washington.
The County intends to maintain its current use of open space for outdoor recreation as an ATV park.
Secondary uses and continuing public benefits will include the preservation of its natural geographic
features, water access and a buffer for nesting waterfowl and migratory shorebird areas.

recent Department ofNatural Resources work onthe Trust Land Transfer (TLT)legislative reforms and requests
proposed for DNR is exploring the potential nomination and funding request ofuptol2projects. One of
these proposed pilot projects is located in Grant County and is named Moses Lake Dunes. A map and short narrative
are attached for reference and for decision making for this Moses Lake Dunes project. DNR has conveyed astaheho|der
group that has been coming up with legislative suggestions for how TLT could be enhanced in the future and this same
Working Group will also score these pilot projects.

This interesting non -forested property is located in Grant County south of the City of Moses
Lake. This property has prominent sand dune features and attracts recreational visitors from
throughout Washington State for off road recreation.
BENEFITS:
The trust benefits from the transfer of this property that has high recreational values, but low
trust revenue opportunities. DNR currently manages the property for public recreation, but
Grant County would be a better steward of this property due to having nearby parks and law
enforcement staff. DNR will transfer the existing recreational contracts to Grant County who
will provide continuing recreational opportunities for the public. The land value of the
transferred parcel will be re -invested in property with potential for generating increased future
income for the Common School Trust beneficiary.
