As of March 3 1 st'.. the Interfund Benefits ffind (505) was at a deficit of $91,071.25. Upon review
there appear to be several contributing factors, the first of which being high claim, costs. The first
quarter ctai*ms totaled approximately $-2,876,704.2S, nearly $700,000.00 more than. the first
quarter claims for 202-1., The average monthly net change for Interfund Benefits (notiudinncl
the previous transfer of $500,000 in February 2022) for the first quarter was ($259,0.00.00).
The second factor regards premium collection discrepancies caused by errors in HMA ..s
reporting of employee coverage. The Human Resources department is workii-igwith HMA to

review of premium accruals. Currently, thee appears to be a$1,000 deficitbetw

accrual expected (per HM.A) and collected premiums, however the
accuracy of HMA:s data

Additionally, the board approved A a 2021 well nes
s incentive of $250 for quallfying employees.
Eight, six county employees completed the wellness requirements and were eli%dble to receive the
incentive. The incentive vas disbursed on February 25t", 2022 froom. the Other Benef-sit, fund
(508) with a total disbursement amount of $21,750. Unfortunate I ly, this incentive disbursement
was not.fficluded in the 2022 budget but was intended to be paid from. Interfund Beriefits (SOS).
The $21,750 expense will be transferred from Other Benefits (508) to Interfund Benefits (505),
causing the Interffind Benefits (505) deficit to become $1.1.2,823.25.
As such, I am requesting to transfer $500,000 from the Healthcare Reserve fund (525-000) to
Interfund .Benefits (505-184). This should allow Interfund Benefits (5 05 to maintain apositive
balance for Apffl. I will continue to monitor this situation closely and keep the County
Commissioners apprised of the situation.
I am also requesting to transfer the expense of the wellness incentive, $21,750, from Other
Benefits (508) to Interfund Benefit's (505).
