1) Financial: $16,713 for a total of 95.5 days in March 2022. Average Used Bed = 3.08. Compared to one year
ago, March 2021 we spent $24,338 for a total of 147.5 days.

Intakes: Today's Daily Population Report: We currently have 4 juveniles in detention. The juvenile with charges of
murder 1St/assault 1St that was originally charged as an adult, came back to the juvenile jurisdiction as a part of the
plea agreement and had disposition yesterday Monday, April 25., 2022. He is currently in Martin Hall awaiting for
Juvenile Rehabilitation Transportation.
We still have the Juvenile from Chief Moses Middle School in detention with the charges of four counts of Attempted
Assault 11t Degree with a firearm, Unlawful Possession of Firearm in the 2nd Degree and Possession of a Firearm on
School Facilities.
We also have one juvenile for a probation violation and a bench warrant for a FTA.

2) Courts:
OFFENDER/DIVERSION: All civil and criminal matters are still being held via WebEx, and we only
have in person court hearings for Dispositions and Trials.
We have a new prosecutor, Peter Hibbard came back to the Juvenile Court, and since he took over,
he has been working on our backlog and we have seen cases moving along.
The Supreme court recently adopted court rule GR 31 and CrR 2.1 regarding Access to Juvenile
Records and pleadings to use only initials in all documents filed with the court with an effective date
May 3, 2022. This is very concerning for many justice system stakeholders and a letter was sent to
Supreme Court on April 21, 2022, asking to delay the implementation.
Some of the main concerns are per RCW 10.97.045 courts are required to send dispositions to WSP,
if the disposition paperwork only has initials this creates a confusion as to whether courts will have
record of any juvenile offender's full name to report to law enforcement.
RCW 13.40.1002 outlines a process to serve a summons on a juvenile. A summons and a pick-up
order without a name, is useless.
RCW 13.40.192(1) requiring the Court Clerk to enter a judgment for unpaid legal financial
obligations. A judgment without a name is unenforceable.
RCW 10.77.075 provides that to request a competency evaluation, the Child Study and Treatment
Center must be provided with an order, charging documents and criminal history. Full and reliable
identification is essential to this process.
Without names of alleged offenders identified in the charging documents, the records become
generic and unidentifiable cases not associated with any person.
ii. TRUANCY: We currently have 106 active petitions, 68 total stays, 92 stays filed this school year, 22
stays lifted and sent to court and 22 contempt of court filed.
DEPENDENCY: The dependency unit is also doing regular docket hearings, via WebEx.
Since my last update, it was agreed by the parties and the court that we will start full day dockets
on May 17, 2022.
Our dependency unit currently have 220 active cases.
3) Martin Hall: There has been no issues with transportation or communication.
4) Administration:
I. The Juvenile Department will be having True Colors part 1 on Wednesday, May 4, 2022 from 8:30am to
11am.
II. In our last attempt to meet with the association in regards the Probation Counselor job description, Human
Resources had to cancel our meeting since we never received language proposal for an MOU requested
during our last meeting. Later that week, Decorah and I got an email from the Association stating that they
were not in favor of adding the GAL duties to the Probation Counselor job description. Since that has been
our main focus of changing some of the job duties since we started this process last year, I asked Decorah
to execute our management right to change the job description. Decorah wrote a notice to send to the
Association and she has provided it to Kirk for his approval. Once we have his authorization, Decorah will
send it to the union and then we will be able to proceed with the changes.
III. We currently don't have a set date for our next Negotiation.
5) Needs of the Department
I. Grant County Juvenile Court & Youth Services will be able to apply for VCAN grant funding for the upcoming
fiscal year. We will be submitting the application shortly. This is the grant that we got last year and with
these funds we were able to hire our GAL Volunteer Coordinator. Since we hired this position, the GAL
Volunteer Coordinator was able to get 16 new volunteers with 9 of them being bilingual.
II. We are still looking into the possibility on bringing the Casa Manager system for our GAL department
and our volunteers. As it right now they are using spreadsheets to keep their caseloads and they
don't have a proper system to put case notes. If we bring the new system moving forward, we are
able to bill our VCAN grant for it. We are having a demo of this new system tomorrow Wednesday
April 27, 2022 from 10:30am to 1:30pm.
