District to discuss the Frenchman Hills Road Reconstruction.
This meeting will be held onsite near 7877 SW Frenchman Hills Road.

'Re.- Frenchman Hills Rd. — Damage Assessment
This Memorandum is to document the condition of Frenchman Hills Road due to nearby irrigation canal
failure,. The failure of the canal caused water and earth debris to flow from south to north and over
Frenchman Hills Rd. I performed a visual assessment of the washouts on -Saturday, March 19,, 2022,
Notes,, measurements, and photographs are summarized within this Memorandum,
The damage to Frenchman Hills Road between D SW and G.5 SW is significant, Eight areas of visible
damage were documented along a 2.6 mile stretch of Frenchman Hills Road.
There are two locations of canal -failure that caused the most severe roadway damage:
1. Area A (0..6 miles east of G.5 SW) — Total roadway washout with dee

2. Area F (near. intersection of E SW) — Heavy roadway damage and debris field.
Other areas 'Include. damage to asphalt pavement, roadway slopes, utilities, and a buildup of silt. adjacent
to and over the road.
In total, roadway reconstruction and repairs will be required for a minimum. length of 2100 -ft.
Additional Assessment Recommendations
To ensure long-term performance of the roadway, Itis recommended to perform non-destructive testing
of the pavement to check for any potential structural damage due to saturation. In consulting with a
Geotechnical Engineer, the recommendation would be to check for voids in the sandy subgrade by using
GPR (ground penetrating radar) which is a cost-effective option to ensure all areas are repaired and no
voids remain below the roadway. A utility locating company could be retained for this technology for
approximately $80 per hour and a survey could be performed prior to the repair work to identify any
problem areas,
It is also recommended to perform a site visit to any bridges downstream of the flow paths to check for
scour issues or buildup of debris,
