Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) Doug Robins came to discuss zoning issues for a potential 12000 sq ft facility w/ truck parking. Ran into issues that could only build 6000 due to area zoning. Cannot sell spirits, bldg. has to be 10,000 sq ft. 3. Approval of Agenda A motion was made by Commissioner Jones, seconded by Commissioner Carter, to approve the agenda as presented. The motion passed unanimously. 4. Correspondence (ie. Emails that have come in that need response, letters of support etc) 5. Commissioners Roundtable —Miscellaneous Discussion 6. Consent Agenda- (Items 1 through 11) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Carter, seconded by Commissioner Jones, to approve the consent agenda as presented. The motion passed unanimously. AUDITOR'S OFFICE 1, Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. In the amount of $74,,870.82 and $1,,053,,578.14. COMMISSIONER'S OFFICE 2. Reimbursement #26 request #15 from the City of Moses Lake on the Department of Emergency Solutions Grant (ESG) No. 20-4613C-100 in the amount of $64,285.48. CENTRAL SERVICES 3. Contract with Black Rock Construction and Development in the amount of approximately $1,608,110.60 to complete the Fairgrounds Additions Project (CSD2201fg) for the bathrooms, plumbing/electrical etc. 4. Request for budget transfer in the amount of $23,440.09 from the transfer account 126.168 to the approved account 132.178 to complete the purchase and update of the PA system at the Fairgrounds. 5. Fairgrounds Barn Water addition (CSD 2202fg) contract with 1M Pacific Construction Inc, in the amount of 80,548.41. 6. Fairgrounds Mowing Services contract with KJs Lawn Care and Maintenance LLC, in the amount of $5,734.60/month from March 2022 through March 2024. PHRLIC WORKS 7. Adjournment 3:15 p.m. -3:20 p.m. Open Record Public Hearing, Fairgrounds and Central Services Budget Extensions The Commissioners held an Open Record Public Hearing to consider the following budget extension requests: • Fairgrounds Economic Enhancement Fund #133, Department #184 in the amount of $9,381.88 for the final payment be made to Community Attributes Inc. (CAI) for the Economic Impact Study that was completed in 2021. Funds will be paid from REET Fund# 133.184.00.9931.531105100; and also, to Fund #116, Department #159 Fairgrounds in the amount of $9,381.88 to transfer these funds. • Central Services Fund #132, Department #178 in the amount of $34,,102.03 to perform enhancements to the current MUSCO lighting project at the fairgrounds to add fiber and network cables to allow the possibility of cameras as well as a new PA system. This will be a change order to Neppel Electric. Funding will come from REET2 funds 132.178.00.9112.594736214 for this capital project. Tom Gaines, Central Services Director discussed his request. Katie Smith, Chief Financial Officer, was available to discuss the Fairgrounds request. The motion passed unanimously. A motion was made by Commissioner Jones, seconded by Commissioner Carter to approve the budget extensions as presented. Katie Smith mentioned that the budget extension for the Fairgrounds Economic Enhancement needs to be amended to the amount of $7.,381.88 as she found $2,,000.00 within this fund (133.184) to assist with the expense. The motion passed unanimously, as amended. (Resolution No. 22 -30 -CC) 3:20 p.m.- 3:25 p.m. Open Record Public Hearing, Facilities and Maintenance Surplus of Honda ATV The Commissioners held an Open Record Public Hearing to consider a request from Facilities and Maintenance to surplus their Honda AN (Asset No. 102635) and sell for public auction at www.publicsurplus.com. Tom Gaines, Central Services Director, discussed the request. A motion was made by Commissioner Carter, seconded by Commissioner Jones, to close the public comment portion of the hearing. The motion passed unanimously. A motion was made by Commissioner Jones, seconded by Commissioner Carter to approve the surplus and sale as presented. The motion passed unanimously.
