Re: Request for Sole Source Resolution.
In working with the Samaritan Hospital Group on the construction of a new Morgue, it has become apparent that the
equipment for the autopsy suite is very specific and proprietary.
In conversations with Cowlitz County, who have just completed a new morgue, they had difficulty finding a vendor
that could provide all the equipment that would work together efficiently and keep the costs reasonable. Only two
companies could provide a comprehensive suite of autopsy equipment to provide for the efficient and coordinated
operations of a Morgue.
These two companies were MOPEC Inc. based in Michigan, and Mortech Manufacturing based in California.
Cowlitz County performed a complete competitive bid, and these were the only two companies that could respond to
the bid. MOPEC was the low -responsive bidder.
I contacted Cowlitz County to perform an interlocal agreement to utilize their documents but had to move forward in
a different direction. Both companies were the only companies available to provide a comprehensive suite of
autopsy equipment required for today's forensic needs. However, recently, MOPEC Inc. acquired Mortech
Manufacturing, taking one of the two companies out of the marketplace. After speaking with Cowlitz County's
purchasing authority, I believe we would be better off making MOPEC a sole source vendor for this equipment.
We are currently working with MOPEC to design and gather the pricing for the autopsy suite needed in the new
Grant County Morgue, and this is the only company able to provide the needed equipment. With the Bords
permission and through a resolution, Central Services is requesting the Sole Source Vendor designation for MOPEC
