Commissioner Stone closed the session at 9:55 a.m. Personnel Action Request (PAR) for the salary, wage and/or position change for Desiree Ochocinski, District Court. (Approved) Recommendation Memorandum fora 2022 Wage Enhancement Payment in the amount of $3,500.00 for the employees of New Hope/Kids Hope due to one time wage enhancements from the Department of Commerce and the Department of Social and Health Services. (Approved) Request from the Prosecuting Attorney to allow fora $5,000.00 relocation allowance for relocation expenses for Jeremiah Jensen. (Approved) 10:00 a.m. —1:00 p.m. Solar Regulations Workshop The Commissioners will be meeting with the Department of Development Services to review proposed regulations relating to solar and/or wind regulation on commercial projects. This workshop is open to the public; however, public comment is not being solicited at this workshop. An open record hearing is scheduled for April 26, 2022 at 3:15 p.m. at which time any member of the public may provide direct testimony to the Board. 1:00 p.m. —1:30 p.m. S Castro, Public Works Recruitment Discussion Pursuant to RCW 42.30.110(1)(8) Commissioner Stone called an Executive Session to order at 1:01 p.m. to go until 1:25 p.m. regarding Job Applicant/Evaluation. Commissioner Stone continued the session to 1:31 p.m. In attendance were Commissioners Carter, Stone and Jones, Decorah Anderson, and Kirk Edinger with Human Resources, and Sam Castro and Sam Dart with Public Works. Consent Agenda- (Items 1 through 16) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. A motion was made by Commissioner Carter, seconded by Commissioner Jones, to approve the consent agenda as presented with the following amendments: Item 12 withdrawn, and item 13 will be held for further discussion. Proclamation declaring April as Sexual Assault Awareness Month in Grant County. 11. Request to the County Road Department for reimbursable work between Grant County and Adams County to provide asphalt plant inspection for Booker Road Overlay #2 CRP - 195. Work shall be completed no later than May 31, 2022 to July 1, 2022 with a total of 12 days of inspection with a maximum reimbursement amount of $7,000.00. 12. Port of Ephrata Use Agreement to utilize Port District No. 9 of Grant County, (Port of Ephrata) taxiway B to conduct Emergency Vehicle &Motorcycle Operator Instructor's Course. Term of agreement is April 1, 2022 through December 31, 2022 in the amount of $900.00 for two yearly uses (for each training). 7. These items will be acted upon individually) A motion was made by Commissioner Carter, seconded by Commissioner Jones, to approve the two (2) walk-on items as presented. The motion passed unanimously. o Walk-on items: Letter of support to Senator Patty Murray, Maria Cantwell, and Dan Newhouse for the Port of Moses Lake's funding requests to construct a new water main and access road to the Port's Watergate Development and to install a new sanitary sewer life state to support the Port's Southwest Hangar Development. Real Estate Tax Affidavit and General Warranty Deed for the sale of county property to the United States of America, Department of the Interior Bureau of Reclamation, Columbia Basin Project, Moses Lake, Washington land purchase agreement/contract # 16-07-16-L5621 for address of 9183 Stratford Road NE, Moses Lake (parcel No. 170928002). The total purchase price is $46.,165.00 (Public Works). 8.
