Services P O Box 37 Ephrata WA 98823 (509) 754-2011 Ext -3276 March 2, 2022 As we improve the fairgrounds to compete with other equestrian centers, one of our most requested additions from groups that would provide revenue to the fairgrounds by attending events is the addition of water to the individual stalls for horses in our barns. In a recent tour of the Ford Center, a premier equestrian center on the west coast, this was one of the main benefits mentioned by every attendee we interviewed. I had requested a budget of $60,000 for this project, and it was approved. This project bid is about 30% higher than expected. The low -responsive bidder is from Moses Lake, WA. JM Pacific input a bid of $80,548.41, including sales tax. Once again, by subtracting the 30% margin seen in bids around the region, the cost would have been $56,383.88. It is a significant benefit to add to the fairgrounds, and I would suggest that we do not re •ect the i bid because the total s above the budgeted amount. InsteadJ , I would like to perform a bud et g transfer from REET funds carried over from last year with the board's permission. The approved capital budget contains a BEET carryover amount of $81,220.24 (fund 126.168.00.9112.594186210). These are BEET one funds that can be used on this project. With the board's permission, I will utilize $20,548.41 from that carryover budget and the entire $60,000 from the budget line approved for this project (132.178.00.9112.594186210) and award the project to J.M.
