HomeMy WebLinkAboutGrant Related - BOCC (003)q 0 S S L A K February 2 2022 Grant County Board of County Commissioners Grant County Commissioners Office PO Box 37 Ephrata, WA 98823 Dear Commissioners: The City of Moses Lake is requesting your approval to utilize HopeSource as a subcontractor to provide services ces i 10 identified in the Washington State Department of Commerce Grant #22-4610840 Subrecilpient Agreement. The City of Moses Lake has subcontracted with HopeSource for all programs, utilizing multiple funding sources (EHG, ESG-CV, Shelter Program), related to addressing the needs of people experiencing homelessness and at -risk of homelessness in our community. The City currently uses ES -CV funding for emergency shelter, hotel/motel vouchers, Rapid Re -housing and Prevention rental assistance and case management, outreach, and additional services. With HopeSource, the City already has programs, a established and operational, that would :benefit from this Consolidated Homeless Grant funding. Designated City staff meet regularly with HopeSource staff to discuss programs, as I well as follow a monitoring plan to ensure compliance, with grant guidelines and app - licable laws. Since 2020, the City has been operating its own homeless housing program 1 0 n alignment with the Grant County Plan to End Homelessness. The City of Moses Lake is dedicated to working towards the objectives identified in the Plan. With the additional funding from the Consolidated Homeless Grant for Hotel Leasing and Rapid Re -housing, the City, while ile partneri,ng with HopeSource, can continue to quickly is entify and engage people experiencing homelessness, prioritize homeless housing for people with' the highest needs, and increase the effectiveness and efficiency of Grant County's homeless crisis response and housing services available, The City wishes to continue to cooperate with regional providers for a collaborative approach to decreasing the number of people experiencing ing homelessness and at -risk of homelessness in the area. By subcontracting with HopeSource, the City can best utilize Consolidated Homeless Grant funds for Hotel Leasing and Rapid Re -housing. The City of Moses Lake looks forward to a continued partnership with Grant County and any other providers working towards the Grant County Plan to End Homelessness.
