Pursuant to RCW 42.30.110(1)(d) Commissioner Stone called an Executive Session to order at 1:05 p.m.
to go until 1:15 p.m. regarding an Ongoing Contract. In attendance were Commissioners Stone and
Jones, Rebekah Kaylor, Chief Deputy Prosecuting Attorney, and Sam Castro and Sam Dart, Public Works.
The session was continued to 1:21 p.m. Commissioner Stone closed the session at -1:21 p.m.
Pursuant to RCW 42.30.110(1)(f) Commissioner Stone called an Executive Session to order at 1:40p .m.
to go until 1:55 p.m. regarding Personnel Disciplinary Matters. In attendance were Commissioners
Stone and Jones, Decorah Anderson, Human Resources, and Sam Castro and Sam Dart, Public Works.
Commissioner Stone closed the session at 1:55 p.m.

1. Call to order
2. Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) (None)
3. Approval of Agenda —A motion was made by Commissioner Jones, seconded by Commissioner
Stone, to approve the agenda as presented. The motion passed with 2 Commissioners in
attendance.
4. Correspondence (ie. Emails that have come in that need response, letters of support etc)
5. Commissioners Roundtable —Miscellaneous Discussion
6. Consent Agenda- (Items 1 through 26) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If separate discussion is desired,
that item may be removed and placed under Board Discussion/Decision. A motion was made by
Commissioner Jones, seconded by Commissioner Stone, to approve the consent agenda as
presented, noting that item 19 is for tuition only and item 20 as corrected. The motion passed
with 2 Commissioners in attendance.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080,
and those expense reimbursement claims certified by the auditing officer as required
by RCW 42.24.090, as recorded on a listing and made available to the Board. (In the
amounts of $615.,296.33 and $66,,867.80)

4. Appreciation letter to Alison Mitchell for her work on the Grant County Fair Advisory
Committee.
5. Proclamation for the Moses Lake High School Cheerleading Team and their 2022 State
Championship Title in the 3A/4A Traditional Coed Division.
6. Request from Grant County Hospital #1, Samaritan Healthcare to extend the project
completion date for Strategic Infrastructure Program (SIP) Project #2021-021
Infrastructure Support for Replacement of the Public Hospital to March 16, 2022.
7. Appointment letter for Charles Jenkins to the Tourism Commission for a three-year
term beginning February 22, 2022, through February 21, 2025.
8. Proclamation for the Moses Lake High School Cheerleading Team and their 2022 State

9. Out of state travel request for Tom Gaines to attend the Civic Plus Web Content
Training in Orlando, FL. From May 2, 2022, through May 5, 2022. Travel cost is
approximately $1378.98 to be funded from CSD Travel as well as a flight voucher.

10. Out of state travel request for Keith Conley to attend the Civic Plus Web Content
Training in Orlando, FL. From May 2, 2022, through May 5, 2022. Travel cost is
approximately $1,487.79 to be funded from CSD Travel as well as a flight voucher.
FACILITIES AND MAINTENANCE
11. Request to surplus Honda ATV, Asset No. 102635, estimated value of $2,,500-00 on
Public Surplus website (www.publicsurplus.com). Income of the sale will be credited to
the Facilities and Maintenance operating expenses. (The public hearing was scheduled
for March 22, 2022 at 3:20 p.m.)
12. Request to proceed with storage space remodel for the Veterans Administration
position. Work to be completed by Stan's construction in the approximate amount of
$13.,766.80 to be funded from REET 1 capital funds for Interior Improvements account.
13. Request to proceed with Health District column replacement. Work to be completed by
Stan's Construction in the approximate amount of $9,,073-08 to be funded from REET 1
capital funds for Grant County Health District.

14. Request to purchase floor scrubber from Walter E. Nelson Co. in the amount of
$16,.966.84. This is $1.,966.84 over approved capital budget of $15.,000.00., remainder
will be taken from fairgrounds equipment budget line 6400.

15. Interlocal cooperation agreement between Washington State Parks- Coulee Corridor
area and Grant County Public Works Department regarding road maintenance and
minor construction work. (Resolution No. 22 -021 -CC)
16. Interlocal Agreement between Grant County and Noxious Weed Control Board of Grant
County for spray application services. (Resolution No. 22 -022 -CC)
17. Out of state travel request for Andy Booth and Bryan Hurst to attend training in
Seaside, OR. from April 26, 2022 through April 28, 2022 to get education on
maintaining bridges. Travel cost is $604.50 per person and will be funded from Roads
101.
SHERIFF'S OFFICE
18. Out of state travel request for Matt Messer, Terrie Smith, Jason Mitchell, John
McMillan, Joe Kriete, Tom Jones, John Wallace, Gary Mansford, and Jacob Fisher to
attend the Washington State Narcotics Investigator Association Conference in Coeur
D'Alene, ID. from April 24, 2022 through April 28, 2022. Travel cost is $1.,513.00 per
individual to be paid from funding source 114.00.0000.521204300.
19. Out of state travel request for Amy Lambert, Isaiah Graham, and Chris Kottong to
attend the Washington State Narcotics Investigator Association Conference in Coeur
D'Alene, ID. From April 24, 2022 through April 28, 2022. Travel cost is $450per
individual to be paid from funding source 109.151.00.0000.521234300.

SUPERIOR COURT
21. Services Agreement with Jose Castillo dba Bi -Lingual Services for the purposes of
providing interpreter services to the Court. Term is March 1, 2022 through February 28,
2023.
TREASURER
22. Grant County 2022 Tax Statement in the amount of $3,,995.16.
TECHNOLOGY SERVICES
23. Purchase order No. 401 from Karpel Solutions for PBK Annual
subscription/maintenance in the amount of $27,907.61.

3:30 p.m.- 3:35 p.m. Open Record Public Hearing -Sheriff's Office and New Hope Budget
Extension.
The Commissioners held an Open Record Public Hearing to consider the following budget extension
requests:
• Sheriff's Office Fund# 001, Department #114 in the amount of $15,812.82 for emergency
repairs to the Thunder Jet boat.
• Sheriff's Office Fund# 109, Department #151 in the amount of $50,000.00 to receive grant
monies from a High Intensity Drug Trafficking Areas Program (HIDTA).
• New Hope/Kids Hope Fund #128, Department #170 in the amount of $54,200.00 to receive
Department of Commerce Consolidated Homeless Grant funds (CHG) per Department of
Commerce Contract No. 22-46108-10.
Suzi Fode, Director of New Hope, talked about the Homeless Grant Funds they will be receiving.
Ryan Rectenwald, Undersheriff, described the request for the jet boat repairs.
Joe Kreite, Chief Deputy, discussed the HIDTA grant monies being received.

A motion was made by Commissioner Jones, seconded by Commissioner Stone, to close thep ublic
comment portion of the hearing. The motion passed with 2 Commissioners in attendance. A motion
was made by Commissioner Jones, seconded by Commissioner Stone to approve the budget
extensions as presented. The motion passed with 2 Commissioners in attendance. (Resolution
No. 22 -023 -CC)
