Pursuant to RCW 42.30.110(1)(b) Commissioner Carter called an Executive Session to order at
2:21 p.m. to go until 231 p.m. regarding real estate acquisition. In attendance were

Pursuant to RCW 42.30.110(1)(8) Commissioner Carter called an Executive Session to order at
9:01 a.m. to go until 9:30 a.m. regarding job applicant/evaluation. In attendance were

Human Resources Director. The session was then continued to 9:45 a.m. Commissioner Carter

A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve items 1
through 8, 10 and 11 as presented. Items 9 and 12 were withdrawn. The motion passed unanimously.

1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of

PUBLIC WORKS
11. Request to purchase Equipment on the 2022 Equipment Expense Program through State
Contracts Equipment includes: (Approved)
• One (1) 2022 Ford F350 cab/chassis Upfit for Engineering from Allied Body Works for
$14,438.88 including taxes from Department of Enterprise Services contract #05916.
• One (1) 2022 Ford F550 cab/chassis Upfit for District #2 from Northend Truck for
$52,341.94 including taxes from Department of Enterprise Services contract #05916.
12. Recommendation to begin ordering equipment/vehicles for 2022 due to rising costs and slow
supply streams. (Withdrawn)
3:00 p.m. — 3:05 p.m. Open Record Public Hearing, Auditor's Office and New Hope Budget
Extensions
The Commissioners held an Open Record Public Hearing to consider the following budget extension
requests:
• Affordable Housing, fund 129 - $31,.000. We anticipate receiving more revenue from
recordings than we initially budgeted.
• Homeless Housing, fund 130 - $325,000. We anticipate receiving more revenue from
recordings than we initially budgeted.
• Affordable and Supportive Housing, fund 141- $80,000. We anticipate receiving more
revenue from tax credits than we originally budgeted.
• ERP Reserve, fund 312 - $1.,000.,000.00 for the purchase of the County's new ERP system. If
this budget extension is approved, I am also requesting to transfer the $1.,000,000.00 from
Current Expense Fund 001 to the ERP Reserve Fund 312.
• ERP Reserve, fund 312 - $9.,000. The ERP Reserve Fund was established as an interest-
bearing fund, but we did not include projected interest earnings in the initial budget
extension request. This is the additional revenue that we anticipate receiving on the money
transferred to the fund to pay for the ERP system
• New Hope, fund 128 - in the amount of $32.,900.00 to receive American Rescue Plan funds
approved by the commissioners to be used for salaries, benefits, rent and professional
services.
Suzi Fode, New Hope and Madeline Prentice, Chief Accountant gave brief explanations of their
requests.
A motion was made by Commissioner Jones, seconded by Commissioner Stone, to close the public
comment portion of the hearing. The motion passed unanimously. A motion was made by
Commissioner Stone, seconded by Commissioner Jones to approve the budget extensions as
presented. The motion passed unanimously. (Resolution 21 -110 -CC)

3:10 p.m.- 3:20 p.m. Open Record Public Hearing, Capital Facilities Plan Amendment and
Budget Extension for New Jail Property
The Commissioners held an Open Record Public Hearing to consider an amendment to the
Capital Facilities Plan Appendices and a concurrent budget amendment/extension for the
acquisition of certain real property. The properties total approximately 86.90 acres and include
APNs 16-0866-002, 16-0866-003, and 16-0853-000. The subject properties are located just
outside of Ephrata at the corner of Road B.3 NW and SR 282 West. The total purchase price for
all three properties is $785,000.00 plus associated closing and filing fees (if any).
Tom Gaines, Central Services Director requested that this public hearing be continued to a
future date as there was further information to gather to complete the process. He
recommended November 10, 2021 at 11:00 a.m.
A motion was made by Commissioner Stone, seconded by Commissioner Jones, to continue the
public hearing till November 10, 2021 at 11:00 a.m. The motion passed unanimously
