Capital Facilities Plan Amendment and Budget Extension for New Jail Property (Ephrata Racetrack)

The Commissioners held an Open Record Public Hearing to consider a Capital Facilities Plan Amendment
and Budget Extension for New Jail Property (Ephrata Racetrack). This original hearing was held October
19, 2021 but was continued to this date to gather further information.
Tom Gaines, Central Services Director to the Capital Facilities Plan Appendices and a concurrent budget
amendment/extension for the acquisition of certain real property. The total purchase price for all three
properties is $785,000.00 plus associated closing and filing fees (if any).
Damien Hooper, Director of Development Services stated the Capital Facilities Amendment totals
approximately 86.90 acres and include Parcel Nos. 16-0866-002.,16-0866-003., and 16-0853-000. The
subject properties are located just outside of Ephrata at the corner of Road B.3 NW and SR 282 West
(Ephrata Racetrack).
There was clarification requested on the fund being used for the budget extension. The
g funding is
coming from Fund #311 which is fed by the Proposition 1, New Jail Tax.
A motion was made by Commissioner Stone, seconded by Commissioner Jones to close the
public
comment portion of the hearing. The motion passed unanimously. A motion was made b
