Assessment Rates (Noxious Weed)
(Continuation from 12/6)
The Commissioners held an Open Record Public Hearing to consider the 2022 Grant County
Budget Adoption, Capital Facilities Plan Adoption, Making Tax levies and Setting Assessment
Rates (Noxious Weed). This hearing is being continued from December 6, 2021.
Madeline Prentice, Chief Accountant, gave an overview of the budgets: The total budget is
$197,059,012.00, using $4,,503,.200.00 from the reserve fund to balance the budget. Current
Expense budget is $52,165,414.00. The recommended removal of the 1% levies for Current
Expense and the Road Fund do not impact this. (Resolution No. 21 -124 -CC)
Damien Hooper, Director of Development Services, gave an overview of the Capital Facilities
Plan for 2022-2027. (21 -126 -CC)
Commissioner Carter gave the overview of the increase to the revenue request for the
Assessment Rates for the Noxious Weed Board: (21 -125 -CC)

Commissioner Stone discussed the 1% levy increase being proposed for Current Expense and the
Road Fund. He is not in favor of this increase since Grant County is doing well financially.
Commissioner Jones stated he is in favor of this increase. (Road Fund Zero 0 % is Resolution No.
21 -127 -CC; Current Expense Fund Zero 0% is Resolution No. 21 -128 -CC)
A motion was made by Commissioner Stone, seconded by Commissioner to Jones, to approve
the 2022 Budgets, Capital Facilities Plan, Noxious Weed Assessments, and a zero increase to the
Road Fund/Current Expense levies. Discussion ensued. The motion passed unanimously.

Commissioner Carter called an Executive Session to order at 9:07 a.m. to go until
9:37 a.m. In attendance were Commissioners Carter, Stone and Jones, Kirk Eslinger and Christa
Simmons, Human Resources, and Tom Gaines, Central Services Director. Commissioner Carter
closed the session at 9:37 a.m.
Pursuant to RCW 42.30.110(1)(8) —Job Applicant/Evaluation, Commissioner Carter called an
Executive Session to order at 9:41 a.m. to go until 9:51 a.m. In attendance were Commissioners
Carter, Stone and Jones, Kirk Eslinger, Human Resources Director and Barbara Vasquez, Clerk of

A motion was made by Commissioner Jones, seconded by Commissioner Stone, to approve items 1, 3
through 14, and 16 through 21 on the agenda as presented. Item 2 was amended, and item 15 was
denied. The motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of
$1,791,940.08).
2. Authorization of Canvassing Board Representatives - Auditor's Staff, to act under authority given
in RCW 29A.60 for Dedra Osborn, Kaylyn Orozco, and Aleanah Lopez to act as representatives
for the County; and for Maria Lugar and Karrie Stockton to handle the ballots through the mail
room process for a Special Election to be held on February 8, 2022. (Approved but amending to
add on-call personnel Alana DeGooyer, Sally Goodwin and Sherri Housknecht as mailroom
representatives).
3. Designation of County Commissioner Danny Stone to serve as the County Legislative Authority
on the Canvassing Board for the Special Election to be held on February 8, 2022. (Approved).

4. Washington State Department of Agriculture, Fairgrounds Program Capital Project Grants,
Agreement No. K3675 in the amount of $250,000.00. Grant has completion date of May 31,
2023. (Approved).
COMMISSIONERS OFFICE

6. Commissioners August 31, and September 6, 2021 Minutes for approval. (Approved).
7. Proclamation recognizing the Royal City Knights football team for their 2021 state 1A 15Y place
title. (Approved).
8. Proclamation recognizing the Almira, Coulee, Hartline High School Warriors football team for
their 2021 state 113 1St place title. (Approved).
9. Reimbursement request #14 from HopeSource on the Washington State Department of
Commerce Shelter Program Grant No. 21-4610C-104, in the amount of $21,476.00. (Approved).

11. Reimbursement #13, request #1 from City of Moses Lake on the Washington State Department

12. Resolution in the matter of establishing the effective date of salaries and benefits for non-union
and non -association personnel, for 2022. (Approved, Resolution No. 21 -129 -CC).
13. Department of Commerce Community Development Block Grant Contract No. 20-62210-005,
Closeout Report for the subrecipient OIC of Washington. Project completion date was
6/30/2021. (Approved).
14. Reimbursement #20, request #12 from City of Moses Lake on the Washington State Department
of Commerce Emergency Solutions Grant No. 20-4613C-100, in the amount of $43.,491.20.
(Approved).
15. Assumption application marijuana license from applicant Feng Ye LLC, through the Washington
State Liquor and Cannabis Board. (Denied)
16. Recommendation from the Lodging Tax Advisory Committee to rescind item #12 previously
approved from 12/7/2021 consent agenda regarding the 2022 Lodging Tax Advisory Committee
funding recommendations. (Approved).
FACILITIES AND MAINTENANCE
17. Recommendation to pay Stan's Construction for the work completed to date on project FM2111
and FM2112 in the amount of $117.,755.28 and hold $11,967.00 retainage until completion of
the projects. (Approved).

NEW HOPE
18. Washington State Department of Commerce Interagency Agreement No. F21-31103-062, with
New Hope through Office of Crime Victims Advocacy Community Services and Housing Division
for STOP Violence Against Women Formula Grant Program, grant pass through allocation to
improve the community response to violence against women. Grant has a start date of
01/01/2022 through 12/31/2022 in the amount of $33,178.00. (Approved).
PUBLIC DEFENSE
19. Professional Services Agreement for legal representation of indigent individuals in Grant County
Superior Court full time contractor, Michael Morgan for a term of January 1, 2022 through
December 31, 2023. (Approved).
PUBLIC WORKS
20. Request to purchase Herbicide through Washington State DES Contract No. 02917. Purchase will
be made from Wilbur Ellis Co. in the amount of $61,759.84 including tax. (Approved).
TECHNOLOGY SERVICES
21. Purchase order No. 390 in the amount of $37,,114.34 for Motorola Solutions annual license
renewal. (Approved).
3:05 p.m. — 3:15 p.m. Open Record Public Hearing, Hyer Farms Franchise Application.
(Continuation from 12/7/21)
The Commissioners held an Open Record Public Hearing to consider an application from Hyer
Farms for a franchise to construct, operate and maintain an irrigation pipeline under certain
County Road Rights -of -Way within the County of Grant, State of Washington, for the purpose of
carrying water. Running under and along Road W -NE and Road 2 -NE within Sections 23, 24, 25
and 36, all in Township 19 N, Range 30 E WM. This hearing was continued from December 7,
2021.
Commissioner Stone discussed his location tour with Mr. Schell.
Sam Dart, Assistant Public Works Director stated that the Engineer recommends approval.
Jim Schell stated he hoped that the franchise would be placed on the opposite side of the road.
Jim Hyer stated that Lad Irrigation surveys the land.
A motion was made by Commissioner Jones, seconded by Commissioner Stone, to close the
public comment portion of the meeting. The motion passed unanimously.

A motion was made by Commissioner Jones, seconded by Commissioner Stone to approve the
franchise as presented but recommending that the applicant survey and plant wheat for weed
control and cover up. The motion passed unanimously. (The Franchise Agreement was signed
and recorded)
MISCELLANEOUS ITEMS
Commissioner Stone was authorized to sign the Grant County Health District voucher listing in the
amount of $238,899.65.
