Amendment Eight Change No. 4 for the New Landfill Authorization to accept Exhibit A — Amendment Eight Change No.4 Ephrata Landfill R1/FS Engineering Services This will encompass WELL INSTALLATION, TESTING, AND SURVEY; GROUNDWATER SAMPLING AND TESTING; HYDRAULIC TESTING; MULTI -PHASE EXTRACTION PILOT TESTING; AND FEASIBLITY STUDY COMPLETION. This change No. 4 to Amendment Eight extends the schedule through February 28, 2022, extends services, and adds budget. Change No. 4 is needed to cover costs during schedule extensions because Ecology took six months longer than planned to review the draft Phase I Report and because assertive and inaccurate City Team commentary on both the Phase 1 Report and draft Phase 2 Workplan needs to be resolved. ENVIRONMENTAL SCIENCES 61109I���73�i�1�777 Grant County Amendment Eight Change No. 4 Ephrata Landfill RI/FS Engineering Services WELL INSTALLATION, TESTING, AND SURVEY; GROUNDWATER SAMPLING AND TESTING; HYDRAULIC TESTING; MULTI -PHASE EXTRACTION PILOT TESTING; AND FEASIBILITY STUDY COMPLETION Parametrix provides engineering services in support of the Ephrata Landfill Remedial Investigation and Feasibility Study (RI/FS) under the Consulting Services Agreement among Grant County, Nossaman LLP, and Parametrix (3/28/06; amended 10/11/2013, 01/19/2016, and 04/03/2018). This Change No. 4 to Amendment No. 8 adds scope and budget and extends the schedule., as summarized in the attached Scope of Work and Budget Summary (Exhibit A). Amendment Eight is extended through February 28, 2022. The Amendment Eight budget of $1,145,064, as previously amended, is increased by $80,000. The new Amendment Eight budget is $1,225,064. ENVIRONMENTAL SCIENCES Grant County Exhibit A: Amendment Eight Change No. 4 Ephrata Landfill RI/FS Engineering Services WELL INSTALLATION, TESTING, AND SURVEY; GROUNDWATER SAMPLING AND TESTING; HYDRAULIC TESTING; MULTI -PHASE EXTRACTION PILOT TESTING; AND FEASIBILITY STUDY COMPLETION This Change No. 4 to Amendment Eight extends the schedule through February 28, 2022, extends services, and adds budget. Amendment Eight took effect on August 31, 2019, to provide engineering services and support for additional remedial investigation (RI; Phase 1) and develop the workplan for additional pilot testing of remedial alternatives (Phase 2 Workplan). Scope and budget have been added and the schedule extended through three prior changes: • Change No. 1 added to the scope, added $387,970 to the budget, extended the schedule through May 281 2021, and temporarily reduced Parametrix's labor multiplier. • Change No. 2 extended services, added $75,000 to the budget, and extended the schedule through July 30, 2021, • Change No. 3 extended services, added $85,000 to the budget, and extended the schedule through December 31, 2021 including two minor schedule extensions. Change No. 4 is needed to cover costs during schedule extensions because Ecology took six months longer than planned to review the draft Phase 1 Report and because assertive and inaccurate City Team commentary on both the Phase 1 Report and draft Phase 2 Workplan needs to be resolved. Change No. 4 excludes the following services: • Dispute resolution • Feasibility study completion, including additional pilot testing Dispute resolution services, if needed, will be provided under a separate agreement. Feasibility study completion and additional pilot testing will be added to Amendment Eight as a future task. Ecology provided their comments on the Phase 1 Report on December 13, 2021, roughly six months later than expected. The comment resolution schedule will be extended due the timing of the comments and to resolve assertive and inaccurate comments from the City's consultant.
