A RESOLUTION AWARDING A SUBGRANT RESOLUTION No. 21- 133 -CC
TO THE REGIONAL BOARD OF MAYORS,
ELECTRIC CITY, FOR REIMBURSMENT OF
YEAR-ROUND OIL RECYCLING COSTS AND
LABOR COSTS DURING HOUSEHOLD
HAZARDOUS WASTE COLLECTION EVENTS
AT THE DELANO REGIONAL TRANSFER
STATION
WHEREAS, Grant County has obtained a Local Solid Waste Financial Assistance grant
from the Washington State Department of Ecology; and
WHEREAS, Grant County desires to award a sub -grant to the Regional Board of
Mayors, Electric City, to reimburse expenditures associated with the oil recyling program and
household hazardous waste collection events at the Delano Regional Transfer Station; and
WHEREAS, funds provided to the Regional Board of Mayors, Electric City will not
exceed $3,600 for reimbursement of costs associated with the used oil recycling program and the
labor to support household hazardous waste collection events at the Delano Regional Transfer
Station; and
WHEREAS, Grant County will reimburse the Regional Board of Mayors, Electric City,
75% of costs deemed eligible under the Local Solid Waste Financial Assistance guidelines that
are incurred between July 1, 2021 and June 30, 2023, including oil recycling, employee wages,
employee benefits, and overhead; and
WHEREAS, the Regional Board of Mayors will provide a 25% cash match to the
program; and
WHEREAS, the Regional Board of Mayors shall provide supporting documentation for
reimbursement, including but not limited to invoices, timesheets, Ecology form H; and
WHEREAS, the Regional Board of Mayors, Electric City will request reimbursement
within 15 days after the end of each calendar quarter in which there was an eligible expense; and
WHEREAS, The Regional Board of Mayors shall, at all times, follow, adhere to and
abide by all Local Solid Waste Financial Assistance grant rules and guidelines set by the
Washington Sate Department of Ecology.

NOW, THEREFORE, BE IT HEREBY RESOLVED THAT the Grant County
Board of Commissioners, APPROVE, the sub -grant to the Regional Board of Mayors,
Electric City, for reimbursement of costs associated with the oil recycling program and
employee labor during Household Hazardous Waste Collection Events at the Delano
Regional Transfer Station.
