The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m. — 9:30 a.m. S Castro, Public Works —Short Plat Discussion (Anticipated Executive
Session)
Pursuant to RCW 42.30.110(1)(i) Commissioner Stone called an Executive Session to order at
8:31 a.m. to go until 8:51 a.m. regarding Litigation. In attendance were Commissioners Carter,
Stone and Jones, Sam Castro, Sam Dart, Public Works, Damien Hooper, Development Services,
and Kevin McCrae and Rebekah Kaylor, Prosecuting Attorney's Office. The session was then
continued to 9:12 a.m. Commissioner Stone closed the session at 9:12 a.m.

9:16 a.m. to go until 9:30 a.m. regarding Litigation. In attendance were Commissioners Carter,

Applicant/Evaluation, and RCW 42.30.140(4)(a) —Negotiations, Commissioner Stone called an
Executive Session to order at 3:02 p.m. to go until 3:25 p.m. In attendance were Commissioners
Carter, Stone and Jones, and Tom Gaines, Central Services Director. The session was continued
to 3:31 p.m. Commissioner Stone closed the session at 3:31 p.m.
MISCELLANEOUS ITEM
The Chair of the Board was authorized to sign the Barbara Hardin (B Hardin Short Plat) File # P 21-0459
(preliminary P 21-0354) Final Plat Submission and Review. (Approved)
The Commissioners approved a request from Benton and Franklin County's Superior Court Judge
Jacqueline Shea -Brown for Grant County Superior Court to conduct a hearing in a criminal matter in a
location other than the county seat, pursuant to RCW 2.08.030. This is for the State v. Nickels Trial
(Cause #10-1-00322-6) at the Grant County Fairgrounds located at 3953 Airway Drive NE, Moses Lake.

Memorandum of Agreement (Continuation of Existing Collective Bargaining Agreements into
2021) between Grant County, Grant County Public Employees Association, representing the
recognized employees of the Solid Waste and Youth Services Bargaining Units, to roll-over the
existing 2020 Collective Bargaining Agreements through 2021 with an increase of 2% to their
wage scale effective the first day of the first pay period in January 2021. (Approved)

3. Approval of Agenda A motion was made by Commissioner Carter, seconded by Commissioner
Jones, to approve the agenda as presented. The motion passed unanimously.

6. Consent Agenda (Items 1 through 13)- All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If separate discussion is desired,
that item may be removed and placed under Board Discussion/Decision. A motion was made by
Commissioner Jones, seconded by Commissioner Carter, to approve the consent agenda as
presented. The motion passed unanimously. It was noted that items 8 and 9 were signed
January 31, 2022 due to urgency.
AUDITOR'S OFFICE
1) Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and
those expense reimbursement claims certified by the auditing officer as required by RCW
42.24.090, as recorded on a listing and made available to the Board. (In the amount of

5) Reimbursement request from HopeSource on Department of Commerce Eviction Rent
Assistance Program (ERAP) 2.0 No. 21-4619C-108 in the amount of $73,.447.45.

$510.,892.38 for the purchase of property located in the Southeast quarter of Section 22,
Township 21 North, Range 26 E.W.M., Grant County, Washington (Ephrata Raceway). (For
the new jail). (AP Voucher was signed for the payment of this parcel and item 8 parcel for
the amount of $802,,837.78)

10) A19 for the Administrative Office of the Courts for reimbursements for the Prosecutors
Office in the amount of $1.,322.68 as well as the Clerk's Office in the amounts of $317.80
relating to Interagency Reimbursement Agreement IAA22169, State v Blake. (Added was
LFO refunds for December for the Clerk's Office in the amount of $2,476.48., for a new
total reimbursement amount of $4,116.96)
11) Settlement Agreement and General Release between Grant County (Fairgrounds) and Grant
County Chillin & Grillin (Rita Reyna) in the amount of $1951.20.
FACILITIES AND MAINTENANCE
12) Contract with Concrete Coatings Repair and Restoration for Project FM2203, Grant County
Historic Courthouse Stairway Repair and Sealing in the amount of $51,.815.20. Completion of
work shall occur on or before June 15, 2022.
FAIRGROUNDS
13) Request to purchase Sharp copier in the amount of $9.,093.13 from Business Interiors and
Equipment through a NASPO contract.
7. Board Discussion/Decisions Items (Items to discuss and items that were removed from Consent
Agenda. These items will be acted upon individually)
a. Pursuant to WAC Ch. 136.12, letter notifying the County Road Administration Board
(CRAB) that a vacancy occurred in the County Engineer position effective January 27,
2022. Since it is not possible to immediately appoint a new County Engineer, they are
appointing an acting County Engineer per WAC 136-12-0301 Sam Castro, to perform the
duties not requiring a professional civil engineer's license. (A motion was made by
Commissioner Jones, seconded by Commissioner Carter, to approve Resolution No.
22 -015 -CC appointing Sam Castro as acting Engineer. The motion passed
unanimously.)
8. Adjournment
3:30 p.m. — 3:35 p.m. Open Record Public Hearing, Budget Extensions for Cost of Living and
Paid Family Medical Leave Act Increases
The Commissioners held an Open Record Public Hearing to consider a budget extension request
from the Chief Accountant for the Cost -of -Living Allowance and the Paid Family Leave Act
increased expenses in 2022 that were not budgeted. The amount is $281,121.00.
Madeline Prentice, Chief Accountant, described her request.
A motion was made by Commissioner Jones, seconded by Commissioner Carter, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Jones, seconded by Commissioner Carter to approve the budget extension as
presented. The motion passed unanimously. (Resolution No. 22 -016 -CC)

3:35 p.m. -3:40 p.m. Open Record Public Hearing, Amendment to Grant County Code Ch.
9.06 and 9.07 titled "Dog Control" and "Dangerous Dogs"
The Commissioners held an Open Record Public Hearing to consider an Ordinance amending
Grant County Code Ch. 9.06 titled "Dangerous Dog" and Ch. 9.07 titled "Potentially Dangerous
Dog" to remove licensing requirements.
Josh Sainsbury, Chief Deputy, described the request saying it costs more to process the licenses
vs. how much is being charged. They do not issue very many.
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Carter, seconded by Commissioner Jones to approve amendment to the Grant
County Code as presented. The motion passed unanimously. (Ordinance No. 22 -017 -CC)
