Pursuant to RCW 42.30.110(1)(g) Commissioner Stone called an Executive Session to order at 10:31
a.m. to go until 10:51 a.m. regarding Job Applicant/Evaluation. In attendance were Commissioners
Carter, Stone and Jones, Sam Castro, Public Works, and Decorah Anderson and Kirk Eslinger, Human
Resources. The session was continued to 11:06 a.m. and then to 11:16 a.m. Commissioner Stone

section. The motion passed with 2 Commissioners in attendance. (Commissioner Jones
arrived late)

5. Consent Agenda (Items 1 through 27) -All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If separate discussion is desired,
that item may be removed and placed under Board Discussion/Decision. A motion was made by
Commissioner Carter, seconded by Commissioner Jones, to approve the agenda as presented
and moving item 4 to the Board Discussion/Decision section. The motion passed
unanimously.
AUDITOR'S OFFICE
1) Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and
those expense reimbursement claims certified by the auditing officer as required by
RCW 42.24.090, as recorded on a listing and made available to the Board. (In the
amount of $50,789.55 and $589,739.52)

(FAC) as a full voting member, for a 3 -year term beginning January 25, 2022.
6) Douglas County Resolution No. CE 21-49 in the matter of the appointment of trustee of
the North Central Washington Libraries District, representing Douglas County and
appointing Nancy Spurgeon for another 7 -year term beginning January 1, 2022 —
December 311 2028.
7) Request to change County Mileage Reimbursement Rate from $0.565 to $0.585 to
match the recommendation and increase from the Office of Fiscal Managements,
effective January 1, 2022.
8) Request for temporary exception to receipt policy of the Lodging Tax Advisory
Committee (LTAC) and process Burke Marketing/Promotions invoice in the amount of
$115.,414.87 as normal.
9) Grant County Economic Development Council 2022 Municipal Services Agreement in the
amount of $60,000.00 for services from the Building Prosperity project. Term is January
11 2022 through December 31, 2022.
10) Reimbursement #23, request #14 from City of Moses Lake on the Department of
Commerce Emergency Solutions Grant (ESG) No. 20-4613C-100 in the amount of
$188,,130.74 for December 2021 expenses.
DISTRICT COURT
11) Request to purchase Laserfische Licenses from CDI in the amounts of $20,855.58 and
technical support package in the amount of $2,113.80. These were approved in the
2022 budget under capital expenses.
12) Resolution authorizing execution of interlocal agreement between Grant County and the
City of Moses Lake for the provision of court services within District Court. Contract was
signed January 4, 2022.
13) Resolution authorizing execution of interlocal agreement between Grant County and the
City of Mattawa for the provision of court services within District Court. Contract was
signed January 4, 2022.
14) Resolution authorizing execution of interlocal agreement between Grant County and the
City of Warden for the provision of court services within District Court. Contract was
signed January 4, 2022.
15) Resolution authorizing execution of interlocal agreement between Grant County and the
City of Royal City for the provision of court services within District Court. Contract was
signed January 4, 2022.
16) Resolution authorizing execution of interlocal agreement between Grant County and the
City of Ephrata for the provision of court services within District Court. Contract was
signed January 4, 2022.

FAIRGROUNDS
19) Request to purchase gravel and stall mats for Barn 44 and 45 from lowest bidder, Stans
Construction in the amount of $78,986.00 from budget fund 132.178. If approved, a
contract with Stan's Construction will be signed.
NEW HOPF
20) Budget extension request in the amount of $54,200.00 (Fund#128.170) to receive
Department of Commerce Consolidated Homeless Grant funds (CHG) per Department of
Commerce Contract No. 22-46108-10.
PUBLIC WORKS
21) Resolution No. 22 -011 -CC Notice of Hearing to consider an amendment to Chapter
11.04 of the Grant County Code titled "Speed Limits". A portion of Rd 5 NW roadlog
93010 from SR 281 to R NW has been petitioned to reduce the speed limit back to 35
MPH. (Public hearing was set for February 15, 2022 at 3:30 p.m.)
22) County Road Administration Board (CRAB) Certification of the 2022 Road Levy and
Estimated Revenue Produced per WAC 136-150-021. The total county valuation is
$15,622,693,091.00.
23) Resolution No. 22 -012 -CC Initiating County Road Project Designated as CRP NO. 22-01
to replace existing 34 ft BST surface along Road 3 -NE (U -NE to County Line) Road Log No.
9400 from milepost 10.90 to miles post 13.90.
24) Resolution No. 22 -013 -CC Governing Emergency Road Limitations on County Roads, The
Issuance of Special Motor Vehicle Permits to Use on Weight Restricted County Roads
and Fixing Penalties for Violations Thereof; pursuant to RCW 36.75.270 and 46.44.080.
25) Request to purchase 9,150 -gallon storage tank for liquid deicer through Washington
State Department of Enterprise Services contract #07514 from Ag Enterprises Supply
Inc., in the amount of $10,,297.53 excluding sales tax.
SHERIFF
26) Out of state travel request for Jose Rivera and Chris McClanahan to attend Tactical
Mission Planning and Briefing training in Coeur D' Alene, ID March 9 -10, 2022. Moses
Lake Police Department will be covering the cost of tuition, the only cost to the Sheriff's
office will be per diem and lodging.

and adopted by their Resolution No. 2021-1 on January 25, 2021.

6. Board Discussion/Decisions Items (Items to discuss and items that were removed from Consent
Agenda. These items will be acted upon individually)
• Item 4 moved from consent, Tourism appointment letter for Charles Jenkins: A motion
was made by Commissioner Jones, seconded by Commissioner Stone, to withdraw this
item so that the position can be advertised and opened to the public. The motion
passed unanimously.
• Walk-on items:
o Letter of appointment for Ronald John to the Civil Service Commission fora 6 -
year term beginning January 25, 2022 through January 24, 2028. A motion was
made by Commissioner Jones, seconded by Commissioner Stone, to approve
this appointment. The motion passed unanimously.
o Letter of appointment for Kevin Danby to the Civil Service Commission for a 6 -
year term beginning January 25, 2022 through January 24, 2028. A motion was
made by Commissioner Jones, seconded by Commissioner Stone, to approve
this appointment. The motion passed unanimously.
o Request from Central Services for emergency repairs of the trusses in the
Fairgrounds 4-H building. A motion was made by Commissioner Jones,
seconded by Commissioner Stone, to approve this emergency repair. The
motion passed unanimously.
o Thank you for your service letter to Lyle Stoltman and his service on the Solid
Waste Advisory Committee. A motion was made by Commissioner Jones,
seconded by Commissioner Stone, to approve this letter. The motion passed
unanimously.
7. Adjournment
3:30 p.m. -3:35 p.m. Open Record Public Hearing, Extension of Wind and Solar Development Project
Moratorium
The Commissioners held an Open Record Public Hearing to consider an Ordinance adopting an
extension to Ordinance No. 21 -080 -CC relating to any and all new commercial and industrial
wind or solar projects regardless of permit type for a period of 90 additional days.
Damien Hooper, Director of Development Services, stated this would make the new expiration
date be May 3, 2022. The Planning Commission requesting to hold another workshop to discuss
the issue.
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Jones, seconded by Commissioner Carter to approve the 90 -day extension of
the ordinance as presented. The motion passed unanimously. (Ordinance No. 22 -014 -CC)

Commissioners Stone and Carter approved a request from the Fairgrounds Director to provide lunch for
members of a Planning Committee working with a Consultant on Fairgrounds Development ideas. The
$15.00 per mean per diem rate must be followed.
