BOX 37 EPHRATA, WA 98823 December 29, 2021 Grant County Commissioners PO Box 37 Ephrata, WA 98823 Dear County Commissioners, Dated this I -e) JZ 71- /1 day of 20 22 - Board of County Commissioners Grant County, Washington AaEQve DisappEove Abstain gist 9 1 Dist # I Dist# I Dist #2'_ Dist # 2. Dist # 2 Dist 43 __eO Dist # 3 Dist # 3 The 2022 budget was adopted on December 13, 2021, with a 2% COLA increase for all represented and non -represented employees. In subsequent discussions with the HR Director and a memo from you dated December 28, 202 1, you approved for a 3% COLA increase for the 2022 budget year. The additional I% COLA means that the 2022 budget will need to be amended per the attached worksheet. Additionally, the County was informed by Employment Security Department on December 1, 2021, that the Paid Family Medical Leave (PFMLA) rate and the employer/employee portion will change effective I/1/2022. The new rate is 0.6% with the employer portion decreasing from 36.67% to 26.78%, while the employee portion will increase from 63.33% to 73.22%. This change resulted in a slight increase in PFMLA calculated in the 2022 budget and that increase is also included in the attached worksheet. The I% COLA increase and the PFMLA rate change resulted in a budget increase of $257,978 for Current Expense and $23,140 in Non -Current Expense Funds( excluding Public Work funds). I am respectfully requesting a budget extension for the 2022 budget in the amount of $281,121 for the funds/accounts identified on the attached worksheet. I will work with the Public Works Finance Manager on her return to work on January 3', 2022, to get the appropriate budget extension submitted that will be needed for Public Work Departments for the COLA increase and the increase in PFMLA. Thank you for your time and consideration in this matter. Regards, Madeline J. Prentice Chief Accountant 9 Pj 3
