The Grant County Commissioners session began at 9:30 a.m. with all Commissioners in attendance.

Extensions
The Commissioners held an Open Record Public Hearing to consider the following budget extension
requests:
Sheriff's Office Fund #001, Department #114 the amount of $22,558.21 to cover the
difference in the yearly cost between a Support Specialist position and an Emergency
Management Specialist position. They were approved in the 2021 budget for the Support
position but feel the need for an EM Specialist is greater.
Central Services Fund #001, Department #112 the amount of $78,000.00 to hire a
Maintenance III position to work at the Fairgrounds This position was approved in the 2020
budget but was not hired and not carried over into the 2021 budget.
A motion was made by Commissioner Stone, seconded by Commissioner Jones to close the public
comment portion of the hearing. The motion passed unanimously. Commissioner Jones moved to
approve the budget extensions as presented. Commissioner Stone seconded and the motion passed
unanimously. The hearing adjourned. (Resolution No. 21 -031 -CC)

1:30 p.m. — 2:30 p.m. Grant County Building Permit Process Discussion
The Commissioners held a meeting with the Health District, Public Works, and the Planning
Department to discuss the building permit process. It was discussed bringing an employee from
the Health District to Ephrata for more of a "one stop" process. The use of SmartGov between
all entities was suggested.
MISCELLANEOUS ITEMS
The Chair of the Board was authorized to sign the Janett and Associates LLC c/o Craig Janett (Janett
Water Delivery Unit 134 Short Plat) File # P 21-0110 (preliminary P 21-0026); and the Peach Fuzz LLC
(Peach Fuzz Short Plat) File # P 21-0064 (preliminary P 20-0314) Final Plat Submission and Reviews.
Commissioner Stone was authorized to sign the Grant County Health District voucher listing in the
amount of $296,663.09.

Pursuant to RCW 42.30.110(1)(i) Commissioner Carter called an Executive Session to order at 1:13 p.m.
to go until 1:33 p.m. regarding litigation. In attendance were Commissioners Carter, Stone and Jones,
Garth Dano, Prosecuting Attorney and Kevin McCrae, Chief Civil Deputy Prosecuting Attorney.
Commissioner Carter closed the session at 1:33 p.m.
1:30 p.m. — 2:30 p.m. S Castro, Public Works Update (Items 1 through 4)
A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve items 1
through 4 on the agenda as presented. The motion passed unanimously.
1. Washington State Department of Transportation Supplemental Agreement No. 1 with Nicholls
Kovich Engineering PLLC for on-call bridge engineering support in the new maximum payable
amount of $20,000.00. (Approved).

2. Request to the County Road Department for reimbursable work between Grant County and City
of Warden to provide chip seal and traffic counter for the maximum amount of $20,000.00.
(Approved).
3. Request to the County Road Department for reimbursable work between Grant County and
Franklin County to provide chip spreader and operator to chip seal approximately 45 miles for
the maximum amount of $35,000.00. (Approved).
4. Request to purchase stock items (dump truck tires) for their Central Shop from the Tire Factory
off the Omnia contract number #2019209 in the amount of $5,632.45. (Approved).
1:30 p.m. —1:40 p.m. Open Record Public Hearing, Vacation application for Stratford Town
Plat (continued from March 30, 2021)
The Commissioners held an Open Record Public Hearing to consider the vacation of the
Stratford Town Plat Roads and rights -of -ways. Commissioner Carter stated that the public
comment was closed at the previous hearing. Commissioner Stone moved to re -open the public
comment portion of this hearing, limiting it to 2 min each. Commissioner Jones seconded and
the motion passed unanimously.
Commissioner Carter asked the Road Engineer to explain what happens to the road if they are
vacated.
Keith Elefson, County Engineer, described the vacation being presented stating it would be
private road easement with public access.
Barb O'Neill, Road Information Services Tech for Public Works, discussed the alley ways being
vacated.
Members of the public spoke for and against the vacation.
Engineer's Report reads as follows:
The Board of County Commissioners of Grant County Washington has received
a petition to vacate portions of right-of-way being a portion of the Stratford
Town Plat roads lying in Section 10, Township 22 N, Range 28 East W.M.,
all in Grant County, Washington, as shown on the attached Exhibit A.
The Board of County Commissioners determined that consideration should be
given to the petition and directed the County Road Engineer to prepare a
report on the proposed vacation and abandonment for a public hearing to be
held at 1:30 PM, Tuesday, the 30th Day of March, 2021. The Notice of Hearing
was published in the County Official Newspaper and the Notice of Hearing
was posted at each termini in compliance with RCW 36.87.050.
The proponents of the petition own the majority of the frontage along the
petitioned County Surplus Right-of-way; these roads are not active on the
County Road System. The affected parcels are owned by the proponent.

Grant County Public Works, with consultation of the Prosecuting Attorney's
office, had determined that the Stratford Town Plat roads are unbuilt rights
and the dedication is to the Public not the County. No fee title is involved, nor
any equitable land rights. Public Works has not made any improvements upon
nor maintained any portion of the plat other than Lagan Avenue, AKA Old
Stratford Road, which was renamed to 1.7 NE in 2018 when Stratford Road was
relocated to the west; and 22.7 NE which is shown as Railroad Avenue.7
1 find that this section of public right-of-way is not dedicated to the County for road
purposes, and is not necessary and useful to the public and the public would be
benefitted by its vacation and abandonment as a reduction in liability and maintenance,
with the exception of a 30 foot private road easement for a 20 foot drivable surface that
will continued to be maintained by the residents; via RCW 58.17.212.
Kevin McCrae, Civil Deputy Prosecuting Attorney stated that he has not been able to review the
vacation and believes more time is needed for review. Commissioner Carter stated that if the
hearing notice was done wrong, we would need to re -notify everyone involved. And to clarify if
it is a plat alteration or just a road vacation.
Commissioner Stone moved to continue this hearing to May 4, 2021 at 1:30 pm to allow for
notification and review. Commissioner Jones seconded and the motion passed unanimously.
2:30 p.m. — 3:00 p.m. Consent Agenda AND Misc. ASC Action Items (Items 1 through 15)
A motion was made by Commissioner Jones, seconded by Commissioner Stone, to approve items 1
through 11 and 14 and 15 on the agenda as presented. Item 12 was denied/withdrawn, and item 13
was held for further review. The motion passed unanimously.
COMMISSIONERS OFFICE
1. Commissioners Office and Public Defense Vouchers for approval. (Approved).
2. Grant County Economic Development Council 2021 Municipal Services Agreement with Grant
County, Washington. Term expires December 31, 2021 with compensation in the amount of
$40,000.00 per year for Building Prosperity and $20,000.00 per year for the administration and
coordination of the Strategic Infrastructure Program (SIP). (Approved).
3. Resolution No. 21 -032 -CC authorizing execution of Intergovernmental Cooperative Use of
Facilities and Resources Agreement with Ferry County, executed by Grant County on June
30,2020. (Approved).
4. Resolution No. 21 -033 -CC authorizing execution of Intergovernmental Cooperative Use of
Facilities and Resources Agreement with Grant County Fire Protection No. 12, executed by Grant
County on March 30, 2021. (Approved).
5. Reimbursement Request #21 for March 2021 on Washington State Department of Commerce
for the Consolidated Homeless Grant (CHG) No. 20-46108-10, administered through the Grant
County Housing Authority, in the amount of $44,542.06. (Approved).
6. Letter of support for the Port of Quincy -Transportation Infrastructure funding of the Port of
Quincy Rail Infrastructure Expansion project. (Approved).

Letter of support for the City of Rock Island's application and submittal of their Infrastructure
Priority Solicitation Form to Senator Murray's Office for SR -28 Highway Expansion. (Approved).
AUDITOR'S OFFICE
8. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amount of
$922,135.16).
DEVELOPMENT SERVICES
9. Out of state travel request for Grant County Fire Marshal Nathan Poplawski and the Chief
Deputy Fire Marshal (soon to be hired) to attend the NFPA 921 Fire Investigator and Certified
Fire Investigator training to be held July 16 — 29, 2021 in Salt Lake City, UT. (Approved).
TECHNOLOGY SERVICES
10. Purchase Order No. 356 in the amount of $9,374.00 to Lexipol for the Sheriff's Annual Law
Enforcement Policy Manual and Daily Training Bulletins. (Approved).
11. Purchase Order No. 357 in the amount of $5,911.06 to PluralSight, LLC for Annual Business
Enterprise Software Maintenance. (Approved).
GRANT INTEGRATED SERVICES
12. Held from the April 6, 2021 Consent Agenda: Request to purchase furniture for their new
Ephrata Office in the amount of $33,278.30 from The Husk Company. (Denied/Withdrawn).
13. Agreement for Partnership with the Moses Lake Community Coalition — City of Moses Lake and
Grant Integrated Services for Community Mental Health, Suicide Prevention, and Active Youth
Mentorship services. Term is January 1, 2021 through December 31, 2021 in the amount of
$10,000.00. (Held for further review).
FAIRGROUNDS
14. Held from the April 6, 2021 Consent Agenda: Request to purchase fair swine pens and show rings
from Triton Barn Systems in the amount of $25,758.09. There are funds left over from the
purchase of horse stalls and they would like to utilize those funds. (Approved).
15. Request to purchase landscaping items (primarily trees) in the amount up to $10,000.00, that
was approved in their capital budget. The Director is presenting an invoice from Emerald Desert
Nursery in the amount of $3,470.79. (Approved).

MISCELLANEOUS ITEMS
The Commissioners signed a Letter of Non -Objection to the Washington State Liquor and Cannabis
Board for the Cody DeTrolio Memorial Reverse Draw and Dinner event to be held at the Fairgrounds on
April 17, 2021.
The Commissioners signed a letter of support for transportation funding for the Port of Warden Rail and
Road Infrastructure Expansion Project, in the amount of $5 million dollars.

Commissioner Danny Stone signed a letter of support to Congressman Dan Newhouse for the
Community Project Funding request submitted by the Columbia Basin Development League for a federal
investment of $18,525,000.00 in the Odessa Ground Water Replacement Program to preserve ground
water resources.
