In attendance were Commissioners Carter, Stone and Jones, Tom Gaines, Central Services Director and Kirk Eslinger, Human Resources Director. The session was continued to 10:55 a.m. Commissioner Carter closed the session at 10:55 a.m. 11:00 a.m. —11:30 a.m. S Fode, New Hope / Kids Hope Update (Cancelled) Page 2 of 7 Grant County Commissioners Minutes Week of April 5, 2021 11:30 a.m. —12:00 p.m. Bid Award — County Paper of Record for Publishing Legal Notices On March 30, 2021, the Commissioners held a bid opening for the Paper of Record for legal notices. The following bid was received: • Columbia Basin Herald $5.50 / per column inch After review and discussion, a motion was made by Commissioner Jones, seconded by Commissioner Stone, to award the paper of record from July 1, 2021—June 30, 2022 to the Columbia Basin Herald in the amount of $5.50 per column inch. The motion passed unanimously. 12:00 p.m. —1:00 p.m. WSAC Virtual Assembly 1:00 p.m. —1:30 p.m. Open Record Public Hearing, Ordinance creating Ch. 6.46 of the Grant County Code titled "Controlled Substances" The Commissioners held an Open Record Public Hearing to consider an Ordinance rescinding Ordinance No. 21 -020 -CC and recreating Ch. 6.46 of the Grant County Code titled "Controlled Substances" banning knowing possession of unlawful controlled substances and readopting an amendment to Ch. 1.32 of the Grant County Code titled "Code Enforcement and Penalties." Unknown to the Clerk, the FTR System was NOT recording anyone in the hearing room. Only the call-in users were recorded. Kevin McCrae gave a brief overview of this proposed ordinance. He stated if this Ordinance is passed now, they have 30 days to charge as a misdemeanor. A motion was made by Commissioner Stone, seconded by Commissioner Jones to close the public comment portion of the hearing. The motion passed unanimously. Commissioner Stone moved to approve the new Ordinance as presented. Commissioner Junes seconded and the motion passed unanimously. The hearing adjourned. (Ordinance No. 21 -029 -CC) (Clerk's note: the public brought to the Commissioners attention that the hearing notice for the Ordinance signed by the commissioners did NOT have the language "a copy of the full text of the ordinance can be found by contacting our office". The motion passed unanimously. 1. Execution of contracts between Grant County and EnviroTech Services, Inc. for the 2021 Road Stabilization Project for the amount of $221,802.00. Items 17 and 21 were held for further review. The motion passed unanimously. COMMISSIONERS OFFICE 1. Commissioners Office Invoices and Public Defense Invoices for approval. (Approved). 2. Commissioners January 4 and 11, 2021 Minutes for approval. (Approved). 3. Chelan County Resolution No. 2021-26, which will amend their Resolution No. 2018-103, Five County Joint Resolution regarding the appointment of Trustee representing Chelan County to the North Central Regional Library Board of Trustees. The resolution corrects the end term date appointing Jim Mitchell to December 31, 2025. (Approved). 4. Grant County designation of the Grant County Economic Development Council (aka Grant County EDC) as its Associate Development Organization (ADO) with the Washington State Department of Commerce to coordinate economic development services for the County under contract with Commerce. Designation is effective from July 1, 2021 through June 30, 2023. (Approved). 5. Special occasion liquor license application for Desert Aire Men's Club in Mattawa, WA for their event on May 22 and 23, 2021 at the Golf Course Snack Shack, from the Washington State Liquor and Cannabis Board. (Approved). 6. Agreement for Paper of Record for Legal Notices and other Publication Services with Hagadone News Network, dba The Columbia Basin Herald at the rate of $5.50 per column inch. Term is July 1, 2021 through June 30, 2022. (Approved). 7. Letter of re -appointment for Ken Slininger to the Veterans Advisory Board for another 4 -year term beginning April 6, 2021 through April 5, 2025. (Approved). 8. Reimbursement request #6 (March expenses) from HopeSource in the amount of $220,893.31 on the Washington State Department of Commerce Shelter Program Grant No. 21-4610C-104. (Approved). 9. Request #3, reimbursement #3 on Washington State Department of Commerce Community Development Block Grant (CDBG) Program Public Services Grant (PSG) No. 20-62210-005, to the OIC of Washington, in the amount of $16,819.44. This is for February 2021 expenses. (Approved). 10. Reimbursement Request #7 on Washington State Department of Commerce Eviction Rent Assistance Program (ERAP) Grant No. 21-4614C-108, administered through the Housing Authority of Grant County, in the amount of $35,593.00. (Approved). 11. Letter of support request from the Port of Coulee City urging the Washington State Senate to fund the $846,000.00 which was included in the 2021-2023 House Capital Budget for the Coulee City Medical Clinic project. (Approved). 12. Intergovernmental Cooperative Purchasing Agreement with Pierce County for the purchasing of goods and services. (Approved). Resolution No. 21 -030 -CC authorizing execution of Intergovernmental Cooperative Purchasing Agreement with Grant County (item 12 above). (Approved). AUDITOR'S OFFICE 14. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amount of $543,257.76). GRANT INTEGRATED SERVICES 15. Schedule A for State of Washington Developmental Disabilities Residential Support Programs Cost Report, General Information and Certification Form for signature. (Approved). 16. Claim Status Pricing Addendum (Version 20210311) from Etactics, Inc. for a new feature for their clearing house for insurance claims. This adds $.10 per transaction if needed. (Approved). 17. Request to purchase furniture for their new Ephrata Office in the amount of $33,278.30 from The Husk Company. (Item held for further review). 18. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services' Prevention and Recovery Center (PARC), during February 2021, in the amount of $18,741.95 on Washington State Health Care Authority Contract No. K3919. (Approved). FACILITIES AND MAINTENANCE 19. Recommendation to award the contract to shut down/start up the county's cooling equipment for the air conditioning service to McKinstry in the amount of $8,400.00 (annually), using their Washington State Department of Enterprises Contract No. 02919. (Approved). FAIRGROUNDS 20. Request to hire Stan's Construction for new cattle chute construction in the amount of $10,682.59. There are funds left over from the purchase of horse stalls and they would like to utilize those funds. (Approved). 21. Request to purchase fair swine pens and show rings from Triton Barn Systems in the amount of $25,758.09. There are funds left over from the purchase of horse stalls and they would like to utilize those funds. (Held for further review). PROSECUTING ATTORNEY'S OFFICE 22.
