MONDAY, MARCH 29, 2021 The Grant County Commissioners session began at 9:30 a.m. with all Commissioners in attendance. 8:30 a.m. — 9:30 a.m. D Stone, Grant County COVID-19 Healthcare and Public Health Briefing (ZOOM Meeting) 9:00 a.m. — 9:30 a.m. R Jones, Public Works Management Team Meeting — Conference Call 9:30 a.m. —10:00 a.m. J Flynn, Administrative Services Coordinator Update 10:30 a.m. —11:00 a.m. Open Record Public Hearing, Economic Enhancement Strategic Infrastructure Program (SIP) and ERP Reserve Fund — Budget Extensions The Commissioners held an Open Record Public Hearing to consider the following budget extension requests: Economic Enhancement Strategic Infrastructure Ending Fund Balance Fund #113, Department #155 in the amount of $400,000.00 for the following Strategic Infrastructure Program projects: o SIP 2021-01: Grant County Hospital District No. 4, McKay Healthcare, Phase 1 Capital Improvement Plan - $350,000.00 grant o SIP 2021-02: Grant County Hospital District No. 1, Samaritan Healthcare, Infrastructure Support for Replacement Public Hospital - $50,000.00 grant Economic Enhancement Strategic Infrastructure Ending Fund Balance Fund #113, Department #155 in the amount of $385,000.00 for the following Strategic Infrastructure Program projects: o SIP 2020-05: Port of Quincy, Industrial Park #4 Rail Extension Conceptual Plan - $85,000.00 ($42,500 grant/ $42,500 loan) o SIP 2020-06: Port of Quincy, Intermodal Yard Container Expansion — Phase 2 - $300,000.00 grant Auditor's Office — Accounting in the amount of $1,000,000.00 from Current Expense Fund #001, Department #000 with a budget transfer to the to the ERP Reserve Fund (#312). This fund was created for the county's new ERP System. A motion was made by Commissioner Stone, seconded by Commissioner Jones to close the public comment portion of the hearing. The motion passed unanimously. Commissioner Stone moved to approve the budget extensions as presented. Commissioner Jones seconded and the motion passed unanimously. The hearing adjourned. The motion passed with 2 Commissioners in attendance. 1. 2021 Stratford Road Reconstruction Project Bid Award recommendation memo and Award Letter for Tommer Construction in the amount of $1,040,804.80. (Approved). 2. Interlocal Cooperation Agreement between Grant County and Grant County Fire District #12 regarding cooperative use of facilities, equipment, materials and personnel. (Approved). 3. Resolution No. 21 -028 -CC Declaring Surplus to be purchased via Interlocal Agreement by Ferry County Public Works. Items being purchased are Vehicles #3003 and #1310, Western Star dump trucks in the amount of $35,000 each, totaling $70,000. (Approved). 4. County Road Administration Board (CRAB) 2020 annual reports for RAP Certification of Diversion and Road Fund Expenditures for Traffic Law Enforcement; and 2020 Annual Certification. (Approved). 1:30 p.m. —1:40 p.m. Open Record Public Hearing — Vacation Applications for the Stratford Town Plat The Commissioners held an Open Record Public Hearing to consider the vacation of the Stratford Town Plat Roads. Keith Elefson, County Engineer, read into the record the following Engineer's Report: The Board of County Commissioners of Grant County Washington has received a petition to vacate portions of right-of-way being a portion of the Stratford Town Plat roads lying in Section 10, Township 22 N, Range 28 East W.M., all in Grant County, Washington, as shown on the attached Exhibit A. The Board of County Commissioners determined that consideration should be given to the petition and directed the County Road Engineer to prepare a report on the proposed vacation and abandonment for a public hearing to be held at 1:30 PM, Tuesday, the 30' Day of March, 2021. Page 4 of 7 Grant County Commissioners Minutes Week of March 29, 2021 The Notice of Hearing was published in the County Official Newspaper and the Notice of Hearing was posted at each termini in compliance with RCW 36.87.050. The proponents of the petition own the majority of the frontage along the petitioned County Surplus Right-of-way; these roads are not active on the County Road System. The affected parcels are owned by the proponent. Grant County Public Works, with consultation of the Prosecuting Attorney's office, had determined that the Stratford Town Plat roads are unbuilt rights and the dedication is to the Public not the County. No fee title is involved, nor any equitable land rights. Public Works has not made any improvements upon nor maintained any portion of the plat other than Logan Avenue, AKA Old Stratford Road, which was renamed to 1.7 NE in 2018 when Stratford Road was relocated to the west. 1 find that this section of public right-of-way is not dedicated to the County for road purposes, and is not necessary and useful to the public and the public would be benefitted by its vacation and abandonment as a reduction in liability and maintenance, with no exceptional conditions. Members of the public spoke up with concerns over the private alley, egress and ingress to properties, speaking their opposition to this vacation. A motion was made by Commissioner Stone, seconded by Commissioner Carter to close the public comment portion of the hearing. The motion passed with 2 Commissioners in attendance. Commissioner Stone moved to continue this public hearing to April 13, 2021 at 1:30 pm so that further information can be received Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. 2:00 p.m. — 2:30 p.m. Consent Agenda (Items 1 through 18) A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve items 1 through 9, and 11 through 18 on the agenda as presented. Item 10 is being withdrawn and item 19 is held as not notary was available. The motion passed unanimously. COMMISSIONERS OFFICE 1. Commissioners Office and Public Defense Vouchers for approval. (Approved). 2. Letter of Appointment for Tom Moncrief to the Veterans Advisory Board for a four-year term beginning March 30, 2021 through March 29, 2025. (Approved). 3. Special occasion liquor license application for Ridge Riders Inc. and their event to be held at the Ridge Riders Rodeo Grounds, 22209 Alcan Road NE, Grand Coulee on May 7th, May 8th, and May 29th, 2021. (Approved). 4. Authorization for Release of Funds, Department of Commerce, Shelter Program Grant, #21- 4610C-104, Reimbursement #5, Subrecipient HopeSource Request #5 in the amount of $11,419.87. Agreement amending Community Services and House Division, Housing Assistance Unit, Eviction Rent Assistance Program (ERAP), Subrecipient Agreement between Grant County and the Housing Authority of Grant County dated September 8, 2020. This Amendment A is to Contract No. 21-4614C-108 and extends the end date to June 30, 2021 and increasing the contract by $481,270.00 for a new total of $1,540,078.00 and allows for $5,000.00 additional administrative costs. (Approved). 6. Face Sheet to Washington State Department of Commerce, Community Services and Housing Division, Housing Assistance Unit, Treasury Rent Assistance Program Grant No. #21-4616C-108 in the amount of $8,092,066.00. This grant is intended to prevent evictions by paying past due and future rent, and past due utilities. (Approved). AUDITOR'S OFFICE 7. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amount of $394,527.37). FAIRGROUNDS 8. Request to purchase two (2) John Deere HP615E Gators with Cabs for $15,187.82 each, for a total of $32,927.19 including tax from RDO Agriculture Equipment Company. This was approved in their 2021 Capital Budget from budget line 001.141.00.9116.594736400. (Approved). 9. Request to purchase large tarps to cover older stalls in new locations in the amount of $4,501.14 from Inland Tarp and Liner. Funds would from budget line 126.168.00.9116.594736210. (Approved). 10. Held from the March 23, 2021 Consent Agenda: Request to enter into contract with Right Choice Painting and Ribellia Mobile Blasting for the blasting and painting of the water tank in the rodeo grounds. There was only one (1) bid received for the project (both companies on the same bid) for the amount of $16,616.81. The budgeted amount is $7,500.00; the director has the additional funds to use from another capital project. (This item is being withdrawn). CENTRAL SERVICES 11. Budget Extension request in the amount of $27,000.00 to purchase additional features for the CivicPlus Computer Software License (budget 3505) that will make changes to the new web page. If the budget extension is not approved, they will cost share with the Facilities and Maintenance Department. (Approved, the public hearing was set for April 27, 2021). FACILITIES AND MAINTENANCE 12. Request to purchase John Deere HPX615E UTV in the amount of $16,261.18 including tax from RDO Agriculture Equipment Company through a State Purchasing Agreement. This was approved in their Capital Outlay Budget line 001.141.00.9112.594186400. (Approved). Page 6 of 7 Grant County Commissioners Minutes Week of March 29, 2021 NEW HOPE 13. Proclamation declaring April as Sexual Assault Awareness Month in Grant County (Approved). 14. Proclamation declaring April as Child Abuse Prevention Month in Grant County. (Approved). SHERIFF'S OFFICE 15. Request to purchase a Sport Utility Vehicle for the Interagency Narcotics Enforcement Team not to exceed $39,999.99 and will replace the current Ford Explorer that has rotated into other use. Funds from seized vehicles will cover all costs. (Approved). 16. Request for Out of State Travel for Detective John Wallace and Deputy Jeffrey Wentworth to attend the 2021 NW Polygraph Examiners Conference in Missoula, MT from June 20-25, 2021. (Approved). 17. Statutory Warranty Deed for and in consideration of exchange of land pursuant to Resolution No. 20 -092 -CC of Board of County Commissioners of Grant County, Washington in hand paid, conveys, and warrants to Olga Moskalenko (Alex Bistrika, Brother) for tax parcel number(s) 171293001 and 171293003 located in Grant County, Washington.
