The Grant County Commissioners session began at 9:00 a.m. with Commissioner Carter in attendance.
Commissioners Stevens and Taylor were out sick. Commissioner Taylor participated via conference as
shown below.
9:00 a.m. — 9:20 a.m. Superior Court Budget Meeting
9:30 a.m. — 9:50 a.m. J Hammond, ASC Update and Misc BOCC Action (Items 1 through 10)
A motion was made by Commissioner Carter, seconded by Commissioner Taylor (via conference call), to
approve items 1, 2, and 5 through 10 on the agenda as presented. Items 3 and 4 were tabled until
November 19, 2018. The motion passed with 2 Commissioners participating.
1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
2. Commercial Rental Agreement, 2019-2021, between Grant County and the Washington State
Council of Vietnam Veterans of America, Inc. for lease of office space at 1525 E. Wheeler Rd. in
Moses Lake, Washington. (Approved)
3. BOCC action on the Strategic Infrastructure Program (SIP) Advisory Committee's
recommendations on the following SIP Projects: (Tabled until November 19, 2018)
• SIP Proiect #2018-13 :City of Quincy -Wastewater Reuse Project for approval of $75,000
in SIP grant funding; and
• SIP Protect #2018-14: Port of Mattawa — Industrial Wastewater Treatment Facility Surge
Protection for approval of $15,645.50 in SIP grant funding; and
• SIP Protect 2018-15: Grant County Fire District #3 — New Fire Station in Trinidad/Crescent
Bar for approval of $125,000 in SIP grant funding.
4. Anticipating: BOCC Resolution re Strategic Infrastructure Program (hereafter "SIP") Advisory
Committee Recommendations for Funding (SIP Nos. 2018-13 through 2018-15). (Tabled until
November 19, 2018)
5. Reimbursement Request #16 on Washington State Department of Commerce on Consolidated
Homeless Grant (CHG) No. 17-46108-10, administered through Grant County Housing Authority,
in the amount of $29,713.36. (Approved)
6. Amendment No. 5 to State of Washington Department of Corrections Contract No. K9412,
which amends/memorializes the per diem rate offender bed/per day compensation rate of
$76.49 from January 1, 2019 through December 31, 2019 and $78.79 from January 1, 2020
through December 31, 2020. (Approved)

7. Grant County Vendor Agreement (GrIS Developmental Disabilities), with Moses Lake Community
Health for education and information services and Parent to Parent services. Term is October 11
2018 through June 30, 2019. (Approved)
8. Resolution No. 18-111-CC Authorizing Execution of Interagency Agreement (Interlocal
Agreement) between Grant County Health District, Grant Integrated Services and Moses Lake
Healthy Youth Partnership 365 regarding NCW Youth Marijuana Prevention and Education
Program. (Approved, see #9 below)
9. Interagency Agreement between Grant County Health District, Moses Lake Healthy Youth
Partnership 365 and Grant Integrated Services. The agreement provides a mechanism for the
collaborative work, completion of deliverables, and transfer of funds necessary to carry out the
priority health improvement initiatives associated with the NCW Youth Marijuana Prevention
and Education Program. Term is July 1, 2018 through June 30, 2019. (Approved)
10. Contract between Ednetics Voice (Unified Communications Service) and Grant County, Contract
No. EV-60-WAGCCH-010818-1B for new telephone purchase and maintenance. Term is 5 years.

10:30 a.m. —10:50 a.m. Open Record Public Hearing, Turnkey and Hillcrest Lighting Districts —
Amendment to Parcel Assessments
The Commissioners held an Open Record Public Hearing to consider the recommendation of the
Grant County Treasurer to decrease the Turnkey Lighting District parcel assessment rate for
2019 from $24.00 to $19.00 per parcel; and to increase the Hillcrest Lighting District parcel
assessment rate for 2019 from $16.00 to $19-00 per parcel.
Commissioner Taylor participated in the hearing via teleconference.
Darryl Pheasant, Treasurer, discussed his request.
Commissioner Taylor moved to close the public comment portion of the hearing. Commissioner
Carter seconded and the motion passed with 2 Commissioners in attendance. Commissioner
Taylor moved to approve the rate assessments as presented. Commissioner Carter seconded
and the motion passed with 2 Commissioners in attendance. The hearing adjourned. (Hillcrest
Resolution No.18-109-CC and Turnkey Resolution No.18-110-CC)
