HomeMy WebLinkAboutMinutes - BOCCMINUTES MONDAY, NOVEMBER 05, 2018 The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance. 8:30 a.m. — 8:40 a.m. 2019 Grant County Preliminary Budget Adoption The Commissioners held a meeting to adopt the Grant County Preliminary Budget for 2019 and setting a meeting date for consideration of the final budget. That meeting date is Monday, December 3, 2018 at 9:30 a.m. Commissioner Stevens stated that the total General Fund/Current Expense budget presented for adoption today is $43,795,676.00. The total county budget presented is $135,059,407.00. Madeline Prentice, Chief Accountant, confirmed the amounts given are what she is presenting to the Commissioners for adoption and that these numbers do not include the capital expenditures budget as requested by the departments. That amount is approximately 3.7 million. A motion was made by Commissioner Carter seconded by Commissioner Taylor, to adopt the preliminary budget as presented. The motion passed unanimously. The public comment was held open to conduct the individual office/department budget meetings. (Approved. This was later amended to have Kristina Crowder to assist the client on November 20, 2018) TUESDAY, NOVEMBER 06, 2018 The session was continued at 8:30 a.m. with Commissioners Taylor and Stevens in attendance. Commissioner Carter was at the Royal School District Suicide Prevention Event and excused. 8:30 a.m. — 8:50 a.m. Consent Agenda / ASC Update and Misc BOCC Action (Items 1 through 14) A motion was made by Commissioner Taylor, seconded by Commissioner Stevens, to approve items 1 through 14 on the agenda as presented. The motion passed with 2 Commissioners in attendance. COMMISSIONERS OFFICE 1. Commissioner's Office and Public Defense Vouchers. (Approved) 2. Possible vouchers for insurance, legal services, grant administration, etc. (Approved) 3. Recommendation from the Grant County Tourism Commission to renew the contract with Bill Burke of Burke Marketing for the marketing and promotion of tourism in 2019 year. (Approved) AUDITOR'S OFFICE —ACCOUNTING DEPARTMENT 4. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. Request for a budget extension in the amount of $5.,086.49 to cover the costs associated with the purchase of miscellaneous equipment for their K-9 program, using private donations through the Columbia Basin Foundation. (Approved, the public hearing was scheduled for December 3, 2018 at 11:30 a.m.) 6. Request for a budget extension in the amount of $9.,120.00to cover the cost associated with the purchase of miscellaneous traffic safety equipment, using reimbursement funds from the Washington Association of Sheriffs and Police Chiefs (WASPQ through their annual Traffic Safety Equipment Grant program. (Approved, the public hearing was scheduled for December 3, 2018 at 11:30 a.m.) 7. Request for a budget extension in the amount of $157,344.00 ($148,211.00 to the Sheriff's Budget and $9.,133.00 to the Jail Budget) to cover the costs associated with overtime and mileage/vehicle fees related to their work at the Gorge Amphitheater, reimbursed by Live Nation. (Approved, the public hearing was scheduled for December 3, 2018 at 11:30 a.m.) 8. Request for a budget extension in the amount of $254,,586.00 to cover the costs associated with the wages and benefits for three deputies and the costs associated with providing them with patrol vehicles and equipment specific to their assignment. $250,086.00 will be reimbursed from the Washington Traffic Safety Commission (WTSC) through a Traffic Safety Team grant, passed though from the United States Department of Transportation National Highway Traffic Safety Administration. (Approved, the public hearing was scheduled for December 3, 2018 at 11:30 a.m.) ILWITAI • 9. New Hope will be hosting a Criminal Justice Training on Resiliency Practices on November 19, 2018 at Cave B Restaurant and requests approval to pay for staffs and trainer's lunch and charge it on their county credit card. (Approved) CENTRAL SERVICES 10. Central Services request for a Change Order #2 in the approximate amount of $50,000.00 to the Del Sol custodial services contract. Changes are adding services at Juvenile Court and Youth Services along with outlying Grant Integrated Services buildings (Quincy and Grant Coulee). (Approved) 11. Central Services request to award the bid for the Auditor's Office design, manufacturing and installation of new casework to Archers Cabinets in the amount of $14,836.25. (Approved) GRANT INTEGRATED SERVICES 12. Request to remove Cheri Dowse and Gus Winters as Designated Crisis Responders for Grant County as they no longer work for GrIS. (Approved) 13.
