HomeMy WebLinkAboutMinutes - BOCCMINUTES GRANT COUNTY BOARD OF COMMISSIONERS MONDAY, OCTOBER 29.2018 The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance. 9:00 a.m. —9:20 a.m. 1 Hammond, ASC Update and Misc BOCC Action (Items 1 through 6) A motion was made by Commissioner Taylor, seconded by Commissioner Carter, to approve items 1 through 3, 5 and 6 on the agenda as presented. Item 4 did not arrive for signature. The motion passed unanimously. 1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved) 2. BOCC signature on Appointment and Oath of Office of Special Deputy Prosecuting Attorney between Garth Dano, elected Prosecuting Attorney for Grant County, and Christopher F. Ries, Attorney, of Ries Law Firm, P.S. to serve as Special Deputy Prosecuting Attorney to perform and render legal assistance and advice to Darryl Pheasant, Grant County Treasurer. (Approved) 3. Office of Crime Victims Advocacy, WA State STOP Formula Grant Renewal Application for FFY 2018 funds (grant period January 1, 2019 -December 31, 2019). This funding is for the support of communities in their efforts to develop and strengthen effective law enforcement and prosecution strategies to combat violent crimes against women and to develop and strengthen victim services in cases involving violent crimes against women. The STOP Grant recognizes that victims are best served when all systems are working together toward the common goal of support victims and holding offenders accountable. (Approved) • Grant County Funds: $17,762.00 • Adams County Funds: $15,416.00 4. Anticipating: Grant Application between Washington State Department of Commerce, Office of Crime Victims Advocacy and New Hope Domestic Violence and Sexual Assault Services, for Services for Victims and Survivors, a funding initiative to address Unmet Victim Service Needs. Term is from January 1, 2019 through June 30, 2020. (Item not ready for signature) 5. Reimbursement Request (A-19) for contract work performed by Grant Integrated Services' Prevention and Recovery Center (PARC), during July, 2018 on Washington State Department of Social & Health Services Division of Behavioral Health and Recovery Contract No. 1763-94250 in the amount of $14,334.70. (Approved) 6. BOCC signature on Appointment and Oath of Office of Special Deputy Prosecuting Attorney between, Garth Dano, elected Prosecuting Attorney for Grant County, and Anthony Menke of Menke Jackson Beyer, LLP to serve as a Special Deputy Prosecuting Attorney to perform and render legal assistance and counsel regarding labor law, employment law and personnel matters, and such other matters and proceedings as required by the Prosecuting Attorney or designee. Term is from date of final signature through December 31, 2019. Open Record Public Hearing, Vacation of an Undeveloped Parcel within the Shorecrest Estates Plat (continued from October 22, 2018) The Commissioners held an Open Record Public Hearing to consider the vacation of undeveloped real property (Parcel No. 120927000) within the Shorecrest Estates Plat, Lot 23, Block 1. This hearing is being continued from October 22, 2018. Commissioner Taylor stated they spoke with Public Works and there was a question raised at last week's hearing as to whether that road could be closed off by the county. It cannot be vacated by statute but we can barricade the road so no cars can access the area. This can be done via ecology block / fence. The County is required to have VISUAL access so people can SEE the lake. As long as there is visual access, the county can close off the road. Loren McIntyre stated that some research has been done and the right up to the property line, the area south is designated as a Federal Wetland. Damien Hooper, Director of Development Services, stated that the wetland feature that is being presented is a national wetland inventory map that DS uses as a baseline to consider whether or not a wetland delineation is required for a project. They do not necessarily mean that a wetland exists. If someone wanted to build a house they would want to do a wetland delineation to see if a wetland exists. There may be a fringe wetland but that would need to be looked at on a site specific basis if someone wanted to do something with the property. Commissioner Taylor moved to close the public comment portion of the hearing. Commissioner Carter seconded and the motion passed unanimously. (Approved) Page 4 of 6 Grant County Commissioners Minutes Week of October 29, 2018 10:00 a.m. —10:20 a.m. Open Record Public Hearing, Declare Surplus a Parcel within the Shorecrest Estates Plat The Commissioners held an Open Record Public Hearing to consider the vacation of a portion of an undeveloped real property within the Shorecrest Estates Plat, Lot 23, Block 1 (Parcel# 120927000) and located at 4002 NE Shorecrest Drive. Commissioner Carter asked if the Commissioners received the value of the property. Commissioner Stevens stated the Assessor valued the property at $118,000.00 and after discussion with the Treasurer, the County could set the sale value at 90% of this value. Commissioner Taylor moved to close the public comment portion of the hearing. Commissioner Carter seconded and the motion passed unanimously. Commissioner Carter moved to approve the surplus the property and set the minimum sale amount at $106,200.000. Commissioner Taylor seconded and the motion passed unanimously. The hearing adjourned. Designation of County Commissioner Tom Taylor to serve as the County Legislative Authority on the Canvassing Board for the General Election to be held on November 6, 2018. Request for budget extension in the amount of $52,223.00 to cover the costs associated with the transfer of the Code Enforcement position from the Planning Department to the Sheriff's Office. This will cover salaries and benefits. (Approved, the public hearing was scheduled for December 3, 2018 at 11:30 a.m.) 9.
