RESOLUTION AUTHORIZING A SOLE RESOLUTION No. 18- l(� �p -CC
SOURCE PURCHASE FROM
CHEMIMAGE FOR A VEROVISION
MAIL SCREENER FOR THE GRANT
COUNTY SHERIFF'S OFFICE
WHEREAS, R.C.W. 39.04.280 provides for the exemption from the competitive bidding
requirements; and,
WHEREAS, competitive bidding requirements may be waived by the governing body of
the municipality for purchases that are clearly and legitimately limited to a single source supply
and purchases involving special facilities and market conditions; and,
WHEREAS, it has come to the attention of the Board of County Commissioners that a
request for sole source purchase of a VeroVision Mail Screener has been made by the Grant County
Sheriff's Office; and,
WHEREAS, ChemImage possesses the unique and singularly available capability to meet
the requirements of the Sheriff's Office.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Board of Grant County
Commissioners that the bidding requirements be, and hereby are, waived pursuant to R.C.W.
39.04.280 and that ChemImage be, and hereby is, authorized as the sole source vendor for this sole
source purchase.

and distributed exciusfvely by Chemtmage Corporation. Na division of Chemtmage, norany other
company, makes similar or competing product. This product must be purchased directly from
Chemimage at the address listed above.
The Veravislon frail Screener is the only wide -field of view, hyperspectral imaging -based device
designed specifically for detecting concealed narcotics within inmate mail. No other like products, that
would serve the same purpose or function as VeroVision Mail Screener, are available for purchase.

intellectual property rights that include:
