Commissioner Taylor was out and excused. 8:30 a.m. — 9:00 a.m. Elected Official Roundtable 9:00 a.m. — 9:20 a.m. J Hammond, ASC Update and Misc BOCC Action (Items I through 12) A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to approve items 1 through 12 on the agenda as presented. The motion passed with 2 Commissioners in attendance. 1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved) 2. City of George request for extension of time on Strategic Infrastructure Project (SIP) 2017-03, Industrial Park No. 5 Water System Improvements (Reallocation), from November 13, 2018 to May 13, 2019. (Approved) 3. Recommendation by the Central Services Director for BOCC approval to have Grant County Purchasing, Bidding Guidelines amended to include purchasing cooperatives such as U.S. Communities, the National Joint Powers Alliance (NJPA), National Association of State Procurement Officials, NASPO Valuepoint), King County Directors Association (KCDA), Government Services Administration (GSA) and National Cooperative Purchasing Alliance (NCPA). Previous changes were made to this document on October 27, 2015 and March 30, 2017. (Approved) 4. City of Soap Lake request for an extension of time on Strategic Infrastructure Project (SIP) 2017- 01, Paul Lauzier Community Park Renovation, from November 13, 2018 to May 13, 2019. (Approved) 5. Request for release of funds on SIP 2018-09, City of George, Frontage Road Infrastructure Extensions in the amount of $45,012.645 to the City of George and $1,125.32 to the Grant County Economic Development Council for its 2.5% Admin Fee. The SIP grant award approved was in the amount of $47,000, this project came in under budget. (Approved) 6. Reimbursement Request (A-19) for contract work performed by Grant County, by and through Grant Integrated Services, during September, 2018 on Washington State Department of Corrections (DOSA) contract in the amount of $228.75. (Approved) 7. Request for approval on revised 2019 Food Concessionaire Contract/Agreement by the Grant County Fairgrounds Director. (Approved) 8. Interlocal Agreement between Stevens County and Grant County. This agreement allows Stevens County to purchase Credible, Behavioral Health Software (Credible) using the Request for Proposal that was performed by Grant Integrated Services and approved by BOCC on November 20, 2017. (Approved) 9. Resolution No. 18 -101 -CC Authorizing Executing of Interlocal Agreement with Stevens County regarding Stevens County purchase of Credible, Behavioral Health Software (item #8 above.) Resolution No. 18 -102 -CC Authorizing Execution of Interlocal Agreement with City of Moses Lake regarding Waste Reduction and Recycling Education Grant received from the Washington State Department of Ecology. This agreement was executed at the Public Works meeting on October 2, 2018. (Approved) 11. General Depository Agreement, U.S. Department of Housing and Urban Development (HUD) Office of Public and Indian Housing, OMB No. 2577-0075, Expiration of 01/31/2021, between the Housing Authority of Grant County (HAGC) and Grant County, Washington. This authorizes Grant County to continue serving as a depository for the HAGC's HUD funds in a separate, interest bearing account, and strikes paragraph 12 of the agreement regarding funds in the accounts not exceeding the amount insured by Federal deposit insurance. (Approved) 12. Reimbursement Request #15 on Washington State Department of Commerce on Consolidated Homeless Grant, (CHG) No. 17-46108-10, administered through the Grant County Housing Authority, in the amount of $31,178.93.
