RE' SOLUTION REPEALING RESOLUTION RESOLUTION No. 18- 095 -CC
NO. 18 -075 -CC AND RE, PLACING WITH
THIS RESOLUTION AUTHORIZING
EXECUTION OF INTERLOCAL
COOPERATIVE AGRE EMENT BETWEEN
ADAMS, CHELAN, DOUGLAS, GRANT
AND OICANOGAN COUNTIE S TO FORM
THE ADAMS, CHELAN, DOUGLAS,
GRANT AND OKANOGAN COUNTIES
WOREF ORCE DEVELOPMENT AREA
WHEREAS, Chapter 39.34 RCW, the Interlocal Cooperation Act, permits local governmental
entities to make the most efficient use of their powers by enabling them to cooperate with other localities
on a basis of mutual advantage, for the purposes of providing services and facilities in a manner and
pursuant to forms of governmental organization that will accord best with geographic, economic,
population and other factors influencing the needs and development of local conurrunitics; and
WHEREAS, the United States Congress enacted Workforce innovation & Opportunity Act of
2014 (WlOA) replacing the Workforce Investment Act effective July 1, 2016; and
WHE REAS, the Revised Code of Washington, Chapter 39.34 et. Seq., titled "Interlocal
Cooperation Act," authorizes governmental units to make the most efficient use of their powers by
enabling them to cooperate with other localities on the basis of mutual advantage and thereby provide
workforce development and related services in a manner that will accord the best with geographic,
economic, population, and other factors influencing the needs and development of local communities; and
WHERE AS, Grant, Adams, Chelan, Douglas and Okanogan Counties, hereinafter referred to as
the Parties, received State designation as a Workforce Development Area; and
NOW, THEREFORE, BE IT RE, SOLVED, that in consideration of the mutual promises and
covenants contained within the attached Literlocal Agreement between Adams, Chelan, Douglas, Grant
and Okanogan County Re: Workforce Development Area, be executed by and between Grant County and
the counties of Adams, Chelan, Douglas, and Okanogan.
PASSED AND ADOPTED this I 1�ay of October, 2018.
