HomeMy WebLinkAboutMinutes - BOCCMINUTES GRANT COUNTY BOARD OF COMMISSIONERS MONDAY, OCTOBER 1, 2018 The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance. 9:00 a.m. — 9:20 a.m. J Hammond, ASC Update and Misc BOCC Action (Items I through 9) A motion was made by Commissioner Carter, seconded by Commissioner Taylor, to approve items I through 9 on the agenda as presented. The motion passed unanimously. 1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved) 2. Sales Order Agreement No. 1-6F7T8GP-CPQ-4397-RI between Cerner and Grant Integrated Services regarding a 5 year agreement for "read only" access for 5 licenses to old electronic health records. This is agreement is in the annout of $350.00 per quarter. (Approved) 3. Amendment No. 2 to the Participating Provider Agreement between Coordinated Care Corporation, Coordinated Care of Washington and Grant County dba Grant Integrated Services to extend agreement for ninety (90) days and shall be effective from September 29, 2018 through December 24, 2018. (Approved) 4. Interlocal Agreement between Grant Integrated Services and the Moses Lake School District Regarding Therapeutic Mental Health, Care Coordination and Outreach Services. Term is August 27, 2018 through June 7, 2019. (Approved) S. Resolution No. 18 -096 -CC Authorizing Execution of Interlocal Agreement between Grant County, by and through Grant Integrated Services, and the Moses Lake School District Regarding Therapeutic Mental Health, Care Coordination and Outreach Services. (see #4 above) (Approved) 6. Amended Interlocal Cooperation Agreement among Adams, Chelan, Douglas, Grant and Okanogan Counties to form the Adams, Chelan, Douglas, Grant and Okanogan Counties Workforce Development Area. The agreement shall take effect when signed by each of the Parties and shall remain in effect until terminated in accordance with Section Vill of the Agreement. This amended agreement will Null and Void same that was signed by BOCC on August 2, 2018. (Approved) 7. Anticipating: Repealing Resolution No. 18 -075 -CC that was adopted on August 6, 2018 and replace with new amended Resolution Authorizing Execution of Interlocal Agreement between Adams, Chelan, Douglas, Grant and Okanogan Counties to form Workforce Development Area. (see #7 above). (Approved) 8. Cerner Amendment No. 2 on Sales Order No. 1-41`6V613, dated April 16, 2015 and Cerner Sales Order No. 1-4LCTDM5, dated November 18, 2015, between Cerner and Grant Integrated Services regarding cancelling all prior Cerner Sales Orders under this contract effective June 30, 2018. (Approved) 9. Clear Ballot Software License and Services Agreement between Clear Ballot Group, Inc. and Grant County for new Election Software. Purchase price is$134,140. (Approved) 10:00 a.m. — 10:15 a.m. Commissioners Office Safety Meeting Page 2 of 6 Grant County Commissioners Minutes Week of October 1, 2018 10:30 a.m. — 10:45 a.m. Citizen Public Comment Period Michele Kiesz came in to discuss the Columbia Basin Project (CBP) and request a letter of support for the project and the completion of the second half. The Commissioners from Adams County have asked to represent Grant County in their upcoming meeting with Vice -President Pence on 10/2/18 in Spokane. Grant County said yes. Ms. Kiesz also mentioned that she and others will be in WA DC on 10/11/18 to discuss the CBP with Maria Cantwell and hopefully President Trump. Darryl Pheasant, Treasurer, discussed Payment In Lieu of Taxes (PILT) and giving up the Grant County portion of we could have the land back in production. The Commissioners approved and signed the Grant County Public Works Payroll Salary Fund for the September 28, 2018 payroll. Page 3 of 6 Grant County Commissioners Minutes Week of October 1, 2018 TUESDAY, OCTOBER 2,2018 The session was continued at 10:00 a.m. with all Commissioners in attendance. 10:00 a.m. — 10:10 a.m. Open Record Public Hearing, Economic Enhancement (133), Economic Enhancement Strategic Infrastructure Program (113) and Grants Administration Fund — Budget Extensions The Commissioners held an Open Record Public Hearing to consider the following budget extension requests: Grants Administration Fund (190.001) for the Washington State Department of Commerce CDBG Public Services Grant No. 18-62210-005 in the amount of $121,097.00 for pass through funding for the OIC of Washington. Economic Enhancement Strategic Infrastructure Ending Fund Balance (113.155) in the total amount of $261,660.00 for the following: a. SIP Project #2018-09: City of George — Frontage Road Infrastructure Extensions - $47,000 (Grant) b. SIP Project #2018-10: Port of Quincy — Industrial Park No. 4 Tract 6 Sewer Main Extension- $87,500 (Grant) c. SIP Project #2018-10: Port of Quincy — Industrial Park No. 4 Tract 6 Sewer Main Extension $87,500 (Loan) d. SIP Project #2018-11: Port of Mattawa — Sentinel Gap Industrial & Commercial Water Study $39,000 (Grant) e. Additional request - $660.00 From the Auditor's Office in the amount of $362,175.00 to the Economic Enhancement Fund (133.184) to pay forthe 2018 bond principals and interest. Michele Jaderlund, Auditor, discussed her request. She stated these are the bonds for the courthouse. Jill Hammond, Administrative Services Coordinator, discussed her requests. Commissioner Taylor moved to close the public comment portion of the hearing. Commissioner Carter seconded and the motion passed unanimously. Commissioner Carter moved to approve the budget extensions as presented. Commissioner Taylor seconded and the motion passed unanimously. The hearing adjourned. The motion passed unanimously. 1. Interlocal Agreement between Grant County and the City of Moses Lake to allocate Washington State Department of Ecology Grant Funds to the City from the Waste Reduction and Recycling Education for educational efforts for the City yard waste program. The amount awarded is $28,331.25. (Approved) 2. Resolution No. 18 -097 -CC in the matter of transferring jurisdiction of 24 -SW Rd (Road Log 91050 and 10590) to the City of Mattawa. (Approved) 2:30 p.m. — 2:50 p.m. Consent Agenda (items 1 through 7) A motion was made by Commissioner Carter, seconded by Commissioner Taylor, to approve items I through 7 on the agenda as presented. The motion passed unanimously. COMMISSIONERS OFFICE 1. Commissioner's Office and Public Defense Vouchers. (Approved) 2. New liquor license application for Sun Red Cider, 7514 Road U -NW, Quincy, WA 98848, from the Washington State Liquor and Cannabis Board. (Approved) 3. Recommendation from the Finance Committee to lower the registered warrant cap for Coulee Medical Center / Hospital District #6 from 4 million dollars to 1.5 million dollars. (Approved) AUDITOR'S OFFICE —ACCOUNTING DEPARTMENT 4. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amount of $427,696.15) AUDITOR'S OFFICE — ELECTIONS DEPARTMENT 5. Grant County Property Transaction forms for: one (1) ES&S Central Ballot Scanner (Asset ID# 102488F) and five (5) Auto Mark Voter Assist Terminals (Ballot Marking Device) (Asset ID#s 102484F, 102485F, 102486F, 102487F, and 102486F). These items are being surplused with the intent to sell through the Department of Enterprise Services website.
