The Commissioners held an Open Record Public Hearing to consider an application from Bricklin
and Newman, LLP (for Martin Hanson and Elaine Hanson; and Live Nation Worldwide Inc. as
Tentant of iStar Blues LLC) to consider the vacation of a portion Old County Road 491; AKA 1 -NW
Road; approximately 1000 ft. of unbuilt right-of-way from Silica Road, west to Fitzpatrick
Springs, within Sections 30 and 31, T19N, R23E1, WM.
Jeff Tincher, Public Works Director, read into the record his engineer's report:
The Board of County Commissioners of Grant County Washington has received a petition
to vacate that portion of County Road Right -of -Way (ROW) being a portion of Right -of -
Way known as Old County Road 941, also known as 1 -NW from Silica Road West to
Fitzpatrick Springs approximately 1,000 feet in length, lying in Sections 30 & 31 of
Township 19 North, Range 23 East W.M., all in Grant County, Washington, as highlighted
on the attached Exhibit A.
The Board of County Commissioners determined that consideration should be given to the
petition and directed the County Road Engineer to prepare a report on the proposed
vacation and abandonment for a public hearing to be held at 1:45 PM, September 18,
2018. The Notice of Hearing was published in the County Official Newspaper and the
Notice of Hearing was posted at each termini in compliance with RCW 36.87.050.
This section of County Road ROW is currently unimproved and the County does not
maintain an active Road on this ROW. All affected parcels are either owned by the
proponents or have frontage on other currently maintained public roads.

public would be benefitted by its vacation and abandonment.

Commissioner Carter moved to close the public comment portion of the hearing. Commissioner
Stevens seconded and the motion passed with 2 Commissioners in attendance. Commissioner
Carter moved to approve the vacation as presented.

The Chair of the Board was authorized to sign the Eric Williamson (W-10 LLC) (W-20 Short Plat) File
#P 17-0343 (preliminary P 17-0264); and the Jesus Limon (Limon Short Plat) File #P 18-0199 (preliminary
P 18-0120) Final Plat Submission and Review.
The Commissioners wrote a letter of support to the Washington State Department of Transportation
Rail, Freight, and Ports Division, in support of the Washington Eastern Railroad's Freight Rail Assistance
Program Grant application.
