GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, AUGUST 20, 2018
The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance.
9:00 a.m. — 9:20 a.m. J Hammond, ASC Update and Misc BOCC Action (Items 1 through 8)
A motion was made by Commissioner Taylor, seconded by Commissioner Carter, to approve items 1
through 8 on the agenda as presented. The motion passed unanimously.
1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
2. BOCC action on the Strategic Infrastructure Program (SIP) Advisory Committee's
recommendations on the following SIP Projects:
• SIP Project #2018-09: City of George — Frontage Road Infrastructure Extensions for approval
of the City's request of $47,000 in SIP grant funding; and(Approved)
• SIP Project #2018-10-: Port of Quincy — Industrial Park No. 4 Tract 6 Sewer Main Extension
for approval of the Port's request of $87,500 in SIP grant funding and $87,500 SIP loan for a
total of $175,000; and (Approved)
• SIP Project #2018-11: Port of Mattawa — Sentinel Gap Industrial & Commercial Water Study
for approval of the Port's request of $39,000 in SIP grant funding; and(Approved)
• SIP Project #2018-12: Port of Moses Lake —Sewer Line Extension —The Port of Moses has
rescinded their application. (No action required)
3. Resolution No. 18 -078 -CC in re Strategic Infrastructure Program (hereafter "SIP") Advisory
Committee Recommendations for Funding (SIP Nos. 2018-09 through 2018-12 listed above).

4. Supported Living/Group Home Exhibit C, Revision #190100, on Washington State Department of
Social & Health Services (DSHS) Contract No. 1763-95888 with Grant County, by and through
Grant Integrated Services' Developmental Disabilities Department. Term is from July 1, 2018
through June 30, 2019. (Approved)
5. Memorandum of Understanding regarding Community Truancy Boards between the Quincy
School District and Grant County, by and through Grant County Juvenile Court and Youth
Services. Term is September 1, 2018 through August 31, 2019. (Approved)
6. Memorandum of Understanding regarding Community Truancy Boards between the Royal City
School District and Grant County, by and through Grant County Juvenile Court and Youth
Services. Term is September 1, 2018 through August 31, 2019. (Approved)
7. Memorandum of Understanding regarding Community Truancy Boards between the Moses Lake
School District and Grant County, by and through Grant County Juvenile Court & Youth Services.
Term is September 1, 2018 through August 31, 2019. (Approved)
8. Amendment A to Washington State Military Department Homeland Security Grant Agreement
No. E17-074 with Grant County, by and through its department of Emergency Management. This
amendment changes the end date from August 31, 2018 to May 31, 2019. (Approved)

Request to purchase 3 each -2019 Western Star 4900SF Cab and Chassis, in the amount of
$378,450.00 not including sales tax. This equipment will be purchased from Freightliner
Northwest from Spokane WA, through Grant County's 58,000 Ib. Truck Chassis 2018 contract.

A motion was made by Commissioner Carter, seconded by Commissioner Taylor, to turn over the
bids to Public Works for their review and recommendation. The motion passed unanimously.

Jeff Tincher, Public Works Director, discussed the items being surplused.
Commissioner Taylor moved to close the public comment portion of the hearing. Commissioner
Carter seconded and the motion passed unanimously. Commissioner Carter moved to approve
the surplus of items as presented. Commissioner Taylor seconded and the motion passed
unanimously. The hearing adjourned. (Resolution No. 18 -079 -CC)
2:05 p.m. — 2:10 p.m. Open Record Public Hearing, 6 -Year Transportation Program
The Commissioners held an Open Record Public Hearing in the matter of adopting a
Comprehensive Six Year Transportation Improvement Program for the years 2019-2024.
Jeff Tincher, Public Works Director, discussed the program.
Commissioner Taylor moved to close the public comment portion of the hearing. Commissioner
Carter seconded and the motion passed unanimously. Commissioner Carter moved to adopt the
Program as presented. Commissioner Taylor seconded and the motion passed unanimously.

MISCELLANEOUS ITEMS
Commissioner Richard Stevens was authorized to sign the Health District Voucher listing in the amount
of $7,254.63.
The Chair of the Board was authorized to sign the special occasion liquor license application for
HighRollers for their event at Suniakes Park Resort September 28 and 29, 2018, from the Washington
State Liquor and Cannabis Board.
The Commissioners approved the recommendation of the Public Works Director and award the
Randolph Road Grind/Inlay Project (CRP 17-02) to Central Washington Asphalt in the amount of
$768,459.00.
The Commissioners signed a 20 Year Dedicated Service Award for Charles Auger at Public Works.
Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a
listing and made available to the Board. (Approved in the amounts of $59,653.73 and $708,144.76)
