HomeMy WebLinkAboutMinutes - BOCCMINUTES GRANT COUNTY BOARD OF COMMISSIONERS MONDAY, AUGUST 6.2018 The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance. 9:00 a.m. — 9:20 a.m. J Hammond, ASC Update and Misc BOCC Action (Items 1 through 8) A motion was made by Commissioner Carter, seconded by Commissioner Taylor, to approve items 1 through 8 on the agenda as presented. The motion passed unanimously. 1. Possible vouchers for insurance, legal services, grant administration, etc. 2. Interlocal Cooperation Agreement among Adams, Chelan, Douglas, Grant and Okanogan Counties to form the Adams, Chelan, Douglas, Grant and Okanogan Counties Workforce Development Area. The duration of this agreement shall have perpetual existence, except as terminated in Section III in the agreement or by termination of the Workforce Innovation and Opportunity Act (WIOA). (Approved) 3. Resolution No. 18 -075 -CC Authorizing Execution of Interlocal Agreement between Adams, Chelan, Douglas, Grant and Okanogan Counties to form Workforce Development Area. (Approved) 4. Memorandum of Understanding between HopeSource of Kittitas County and New Hope, for Grant County Domestic Violence Rapid Rehousing Program (GCDV RRH) MOU 2018-1, as they submit a proposal to Washington State Department of Housing and Urban Development for a Continuum of Care Program with Domestic Violence. New Hope would refer client to HopeSource, no monies will be received by New Hope. (Approved) 5. Letter of Support to HopeSource of Kittitas County for submission of proposal to Washington State Department of Housing and Urban Development for a Continuum of Care Program with Domestic Violence. (Approved) 6. Resolution No. 18 -074 -CC adopting Federal Procurement Procedures for Grant County. (Approved) 7. Interlocal Agreement between Grant Integrated Services and the Royal School District regarding Counseling Services. Term is August 27, 2018 through June 7, 2019. (Approved) 8. Resolution No. 18 -073 -CC authorizing execution of Interlocal Agreement between Grant County, By and Through Grant Integrated Services, and the Royal School District Regarding Counseling Services. Compensation Agreement and Right of Way Easement Grant with Cascade Natural Gas Corporation for the Right of Way and Easement for the Moses Lake Transmission Line Replacement project (Parcel No. 180206000, Tract #8) in the amount of $2,141.00. The parcel is located in a portion of the Northwest % of the Northwest % of S 19, T 19 N, R 29 E, WM. (Approved) 2. Request to purchase Road Salt - 385 tons of Category 8B Standard Gradation Road Salt in the amount of $48,321.00 from LTI, Inc., through Washington State Department of Enterprise Services Contract No. 02714. This product will be used for snow and ice control. (Approved) AUDITOR'S OFFICE—ACCOUNTING DEPARTMENT 4. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing and made available to the Board. (Approved in the amount of $828,780.53) AUDITOR'S OFFICE — ELECTIONS DEPARTMENT' 5. Authorization of Canvassing Board Representatives - Auditor's Staff, to act under authority given in RCW 29A.60 for Trisha Stevens, Dedra Osborn and Michele Blondin to act as representatives for the County; and for Maria Lugar and Karrie Stockton to handle the ballots through the mail room process for the General Election to be held on November 6, 2018. (Approved) 6. Designation of County Commissioner Richard Stevens to serve as the County Legislative Authority on the Canvassing Board for the General Election to be held on November 6, 2018. The Commissioners approved a request from the Interim Fairgrounds Director for a $100.00 budget for auditing food vendors.
