GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, JULY 30, 2018
The Grant County Commissioners session began at 9:00 a.m. with Commissioners Stevens and Carter in
attendance. Commissioner Taylor was out for the morning and excused.
8:00 a.m. — 9:00 a.m. T Taylor at Multi Agency Communications Center (MACC) Finance
Committee Meeting (Moses Lake Office)
9:00 a.m. — 9:20 a.m. ASC Update and Misc BOCC Action (Items 1 through 3)
A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to approve items 1
through 3 on the agenda as presented. The motion passed with 2 Commissioners in attendance.
1. Possible vouchers for insurance, legal services, grant administration, etc.
2. Supported Living/Group Home Exhibit C, Revision #190101, on Washington State Department of
Social and Health Services (DSHS) Contract No. 1763-95888 with Grant County, by and through
Grant Integrated Services' Developmental Disabilities Department. Term is from July 1, 2018
through June 30, 2019. (Approved)
3. Correction on Reimbursement Request (A-19) for contract work performed by Grant County, by
and through Grant Integrated Services, during June, 2018 on Washington State Department of
Corrections (DOSA) contract in the amount of $457.50. Clients name were incorrect when
approved on July 23, 2018. (Approved)

10:30 a.m. —10:45 a.m. Citizen Public Comment Period (No public in attendance)
11:00 a.m. —11: 10 a.m. Open Record Public Hearing, Juvenile Court and Youth Services,
Elections Department, and New Hope Budget Extensions
The Commissioners held an Open Record Public Hearing to consider the following budget extension
requests:
• Juvenile Court and Youth Services Fund #001, Department #117 in the amount of $230,694.35 to
cover miscellaneous salaries/ wages and benefits, Department of Retirement System's
corrections, additional comp payouts due to a formula error, and other expenses.
• Auditor's Office — Elections Department Fund #001, Department #108 in the amount of
$17,882.48 for prepaid ballot postage using Office of the Secretary of State Grant funds.
• New Hope Fund #128, Department #170 in the amount of $65,918.00 to receive Washington
State Department of Social and Health Services contract funds for Culturally Specific Domestic
Violence Services.

Pepper Teterud, Juvenile Court and Youth Services, discussed their request.
Suzi Fode, Director of New Hope, discussed their request.
Commissioner Stevens read into the record the request from Elections.
Commissioner Carter moved to close the public comment portion of the hearing. Commissioner
Taylor seconded and the motion passed unanimously. Commissioner Taylor moved to approve the
budget extensions as presented. Commissioner Carter seconded and the motion passed
unanimously. The hearing adjourned. (Resolution No. 18 -070 -CC)
MISCELLANEOUS ITEMS
The Commissioners wrote a letter of support for People for People endorsing their Public Transportation
Grant Projects to serve Adams, Lincoln, and Grant Counties for preservation of rural special needs
transportation, mobility management preservation, and replacement vehicles to sustain special needs
transportation.
The Commissioners approved and signed the Grant County Public Works Payroll Salary Fund for the July
20, 2018 payroll.

A motion was made by Commissioner Taylor, seconded by Commissioner Carter, to approve items 1

1. Notice of Hearing/Declaring Certain County Owned Property Surplus and Ordering the Sale Of:
Miscellaneous vehicles to be sold at public auction through the Washington State Department of
Enterprise Services website. Public hearing is scheduled for August 21, 2018 at 2:00 pm.

2. Notice of Hearing to adopt the Six Year Transportation Improvement Program. The public
hearing is scheduled for August 21, 2018 at 2:05 pm. (Approved, Resolution No. 18 -072 -CC)

3. Quit Claim Deed to the Washington State Department of Transportation for the county road
right of way known as Road 24 -SW for a roundabout project on SR 243. (Approved)

A motion was made by Commissioner Carter, seconded by Commissioner Taylor, to approve items 1
through 8 on the agenda as presented. The motion passed unanimously.

2. Commissioners July 16, 2018 Minutes for approval. (Approved)
3. Special occasion I-iquor license for Highrollers and their event held at the Sunlakes Resort on
September 14 and 15, 2018, from the Washington State Liquor and Cannabis Board. (Approved)
AUDITOR'S OFFICE — ACCOUNTING DEPARTMENT
4. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved in the amounts of
$610,189.41 and $1255,229.74)
GRANT INTEGRATED SERVICES
Request for out of state travel for Sue Sherwood to attend Credible Software billing training
August 14 and 15, 2018 in Rockville, MD. (Approved)
Request for out of state travel for Darla Boothman, Reyna Gonzales, Raquel Fike, Tristyn
Sherwood, and Theresa Lembcke to attend the 2018 Washington Finance Officers Association
annual conference from September 18-21, 2018 in Vancouver, WA. This requires travel through
Oregon. (Approved)
TREASURER'S OFFICE.
7. Request to transfer the Trial Court Improvement monies from the Law and Justice Fund per SSB
5454. The amount is $17,253.00. (Approved)
SHERIFF'S OFFICE — EMERGENCY MANAGEMENT DIVISION
8. Request to purchase two (2) Inspire 1 V2.0 First Responder Unmanned Aerial Systems Units (aka
Drones) and associated equipment in the amount not to exceed $21,000.00 using U.S.
Department of Homeland Security grant funds (EMW-2015-SS-00013) through Federal
Emergency Management Area (FEMA). (Approved)

The Chair of the Board was authorized to sign the Ethan Williamson (W20 Short Plat) File #P 18-0222
(preliminary P 18-0141); and the Michael and Sheila Allen (Allen Short Plat) File #P 18-0198 (preliminary
P 18-0103), Final Plat Submission and Review.
Commissioner Richard Stevens was authorized to sign the Health District Voucher listing in the amount
of $63,669.99.
