A resolution authorizing submission of an application to the
state of Washington for a Development Loan Fund (DLF) Project on
behalf of Royal Slope Port District/Basin Packing Company.
WHEREAS, DLF funds are available to support economic
development projects which are ready to implement and for which
jobs created or retained will be made available to lower-income
persons; and
WHEREAS, the Royal Slope Port District DLF Project
represents a substantial commitment of private resources towards
enhancing the vitality of the area and expanding the Grant County
tax base and employment opportunities; and
WHEREAS, it is necessary that certain conditions be met as
part of the application requirements; and
WHEREAS, the Grant County Commissioners will provide
citizens with reasonable notice of, and an opportunity to comment
on, any substantive change proposed from one eligible activity to
another; and
WHEREAS, the Grant County Commissioners shall agree to
comply with all applicable federal and state regulations in the
event that this application is selected for funding, including
federal and state regulations in regard to the environmental
impact of the project; and
WHEREAS, the Grant County Commissioners will provide
opportunities for citizen participation comparable to the state's
requirements, and has complied with all applicable public meeting
requirements; and
WHEREAS, the Grant County Commissioners will conduct and
administer its programs in conformance with Title VI and Title
VIII of the Civil Rights Act of 1964, and affirmatively further
fair housing; and
WHEREAS, the Grant County DLF Project will not result in the
displacement of persons, or use of Community Development Block
Grant funds for public improvements; and
Now, Therefore,
BE IT RESOLVED BY THE GRANT COUNTY COMMISSIONERS
That the Executive Director of Big Bend EDC, Rex Eads, is
hereby authorized to submit an application to the state of
Washington on behalf of Grant County in the amount of $100,000 to
assist with the Royal Slope Port District/Basin Packing Company
DLF Project; and
BE IT FURTHER RESOLVED:
That the Executive Director of Big Bend EDC, Rex Eads, is
hereby authorized to provide such additional information as may
be necessary to secure approval of this grant application; and
BE IT FURTHER RESOLVED:
That the Grant County Commissioner's Chairman, Glenn
Chamberlain is authorized to enter into an agreement with the
state of Washington for the Royal Slope Port District/Basin
Packing Company DLF Project upon review and approval of the grant
documents by the Chairman, Royal Slope Port District -Bob Paysee,
Executive Director, Big Bend EDC -Rex Eads, and County Attorney -
Paul A. Klasen, Jr. to Review Documentation.
