HomeMy WebLinkAboutMinutes - BOCCMINUTES GRANT COUNTY BOARD OF COMMISSIONERS MONDAY, JUNE 18, 2018 The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance. 9:00 a.m. 9:20 a.m. J Hammond, ASC Update and Misc BOCC Action (Items 1 through 6) A motion was made by Commissioner Taylor, seconded by Commissioner Carter, to approve items 1 through 6 on the agenda as presented. The motion passed unanimously. 1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved) 2. Amendment No. 1 by and between Coordinated Care Corporation, Coordinated Care of Washington and Grant County dba Grant Integrated Services to extend agreement for ninety (90) days and shall be effective from July 1, 2018 through September 29, 2018. (Approved) 3. Reimbursement Request (A-19) for contract work performed by Grant County, by and through Grant Integrated Services' Prevention and Recovery Center (PARC), during April 2018 on Washington State Department of Social & Health Services Division of Behavioral Health and Recovery Contract No. 1763-94250 in the amount of $8,102.41. (Approved) 4. Request for release of funds on SIP 2016-09 and 2017-02, Port of Hartline, Hartline Fuel Facility Upgrade in the amount of $167,604.67 to the Port of Hartline and $4,355.00 to the Grant County Economic Development Council for its 2.5% Admin Fee. (Approved) 5. Performance Excellence NW — WSQA Intent to apply and determination of eligibility form requiring signature from BOCC Chair for Washington State Quality Award Compliance. This program is for an independent assessment of its quality management, accountability and performance system. Application requirements is based on funds received from Department of Commerce and funds received through local housing surcharges (document recording fees). (Approved) 6, Washington State Department of Commerce, Community Services and Housing Division, Office of Crime Victims Advocacy SFY2019 Crime Victim Service Center Grant No. 19-31219-057 with Grant County, by and through New Hope Domestic Violence & Sexual Assault Services. Funding is in the amount of $124,124.00 with a term of July 1, 2018 through June 30, 2019. (Approved) 10:00 a.m. —10:15 a.m. Commissioners Office Safety Meeting 10:30 a.m. —10:45 a.m. Citizen Public Comment Period (No public in attendance) 11:30 a.m. —11:50 a.m. District Court Update Page 2 of 9 Grant County Commissioners Minutes Week of June 18, 2018 1:30 p.m. — 2:20 p.m. Grant Integrated Services Update • HR update • City View Update • North Central Accountable Community of Health Update • Financials 2:30 p.m. — 3:20 p.m. Open Record Public Hearing, Adopting the 2018 Comprehensive Plan Update The Commissioners held an Open Record Public Hearing to consider the unanimous recommendation from the Grant County Planning Commission to adopt the 2018 Comprehensive Plan, Official Zoning Map, and various development regulations supportive of and necessary to implement the 2018 Comprehensive Plan. Damien Hooper, Director of Development Services stated each commissioner received a binder for this project (File #P18-0079) and this represents about a years' worth of time from the Planning Department and Planning Commission. Mr. Hooper delivered each commissioner a binder of information on this hearing. It included the following: • Summary of recommendation from the Planning Commission with 18 Findings of Fact and 5 Conclusions of Law • Staff Report which includes: o Attachment A is the 2018 Comprehensive Plan with associated appendices o Attachment B is the public comment received and counties responses o Attachment C are the agency and public mailing lists that were utilized during this process o Attachment D is the application material for the Comprehensive Plan Update and Revised Ch. 23.04, 23.12, and 24.08 of the Grant County Code; Environmental Review in which this had to comply to the environmental standards of WAC 197-11 "SEPA". They issued an addendum to their current EIS and adopted the original EIS done for the 1999 and 2006 Comprehensive Plans. Mr. Hooper stated the Planning Commission conducted Open Public Workshops from August 2017 to April 2018. There was a public comment period that took place on March 22 and April 1. The Planning Commission held a Public Hearing on May 2, 2018 at 7pm and invited members of the public to give their testimony regarding the update. No members of the public attended. The Planning Commission, at the conclusion of the hearing, forwarded to the Board of County Commissioners their unanimous recommendation to approve the 2018 Comp Plan update along with the associated development regulations and directed staff to prepare a new official zoning map (shown to the BOCC) which reflects a revised zoning map for all of the properties in Grant County that received Comprehensive Plan amendments at some point in the past but never followed through with their rezone to perfect their comp plan designation. The official map will be placed on the GIS website. Page 3 of 9 Grant County Commissioners Minutes Week of June 18, 2018 Mr. Hooper gave a quick overview of the Comprehensive Plan Update which included 4 primary items they took care of: 1. Overriding issue of Plan Certification: comp plan that came forward in the late 90's was verbose. Staff has cut the plan by half from what was adopted previously. It's very simple, easy to follow, understand, and use. 2. The Agriculture (AG) lands review: they annually received comments from the Department of Commerce that they didn't like the county taking on comp plan amendments one parcel at a time. Staff notified Commerce that they will do a comprehensive plan review of AG during their Comprehensive Plan update. This resulted in the removal of over 200,000 acres out of AG that shouldn't have been placed there in the first place and into a Rural Resources Zone which still maintains a density of 1 home per 40 acres and provides similar zoning characteristics. This process is supported by the AG lands memo in the binder they received. 3. Critical Areas regulations is another key component to the update. It was not compliant to the GMAat the time and standards have changed. They also mimic their shoreline critical area standards that was adopted 4 years ago. 4. Consistency between zoning and comprehensive plan. They've operated for years with inconsistencies and they are being fixed through this update. Damien Hooper stated that he recommends the BOCC uphold the Planning Commission recommendation of approval. Commissioner Stevens asked about minor changes that may be needed to be made in the future. Would staff have to go through this entire process again? Mr. Hooper stated that scrivener's errors will be easily corrected as he wrote into the Findings of Fact that ability for staff to correct those. Mr. Hooper stated that Ben Floyd of Anchor QEA was unable to attend the hearing today. He played a major part in this update. Commissioner Taylor moved to close the public comment portion of the hearing. Commissioner Carter seconded and the motion passed unanimously. Commissioner Carter moved to accept the unanimous recommendation of the Grant County Planning Commission and adopt the 2018 Comprehensive Plan, revised Chapters 23.04, 23.12, and 24.08 of the Grant County Code, and an Official Zoning Map; and direct Development Services staff to prepare the necessary Resolution and Ordinance for the Board of County Commissioners signature to enact the same, recognizing the 18 Findings of Fact and 5 conclusions of law also forwarded to the Board of County Commissioners by the Planning Commission. Commissioner Taylor seconded and the motion passed unanimously. The hearing adjourned.
