GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, JUNE 4, 2018
The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance.
9:00 a.m. — 9:20 a.m. J Hammond, ASC Update and Misc BOCC Action (Items 1 through 3)
A motion was made by Commissioner Taylor, seconded by Commissioner Carter, to approve items 1
through 3 on the agenda as presented. The motion passed unanimously.
1. Possible vouchers for insurance, legal services, grant administration, etc. (Approved)
2. Department of Commerce Development Block Grant (CDBG) Program Public Services Grant
Contract No. 18-62210-005 for public services through the Opportunities Industrialization
Center of Washington (OIC) to low -and -moderate income persons in Grant and Adams County.
Funding is in the amount of $121,097.00 with a term July 1, 2018 through June 30, 2019.

3. Washington State Department of Social and Health Services (DSHS) County Program Agreement,
DSHS Agreement No. 1863-31475 for Domestic Violence Prevention Account — Intervention
Services with Grant County, by and through its New Hope Domestic Violence and Sexual Assault
Services Department. Funding is for $131,836.00 with a term of July 1, 2018 through June 30,
2019. (Approved)

10:00 a.m. —10:15 a.m. Commissioners Office Safety Meeting
10:30 a.m. —10:45 a.m. Citizen Public Comment Period (No public in attendance)
11:30 a.m. —11:50 a.m. Open Record Public Hearing, Ordinance Repealing Ch. 25.16 of the
Grant County Code and creating a new Ch. 1.32 titled "Enforcement and
Penalties" relating to Code Enforcement
The Commissioners held an Open Record Public Hearing to consider an Ordinance repealing Ch.
25.16 of the Grant County Code and adding Ch. 1.32 titled "Enforcement and Penalties" for code
enforcement.
Tom Jones, Sheriff, requested that the hearing be continued to the following week so he can
further review the ordinance being proposed.
Commissioner Carter moved to continue this public hearing to June 11, 2018 at 3:00 p.m.
Commissioner Taylor seconded and the motion passed unanimously. The hearing adjourned to
June 11th.

2:30 p.m. — 2:45 p.m. Closed Record Public Hearing, Carlile Development Minor Rezone
The Commissioners held a Closed Record Public Hearing to consider a minor rezone request
from Carlisle Development for two parcels from Rural Residential 1 to Urban Residential 2. The
parcels have a current comprehensive plan land use designation of Residential Low Density. The
parcels are already located within the UGA for Moses Lake. The proposal site is located on Mae
Valley Rd. NE approximately 1/3 of a mile west of Moses Lake. The site is located in the SW % of
Section 19, Township 19N, Ranger 28E, W.M., Grant County, WA. Parcel nos. 14-1676-000 and
14-1682-001.
Tyler Lawrence, Senior Planner, discussed the application.
Commissioner Taylor moved to approve the recommendation of the Planning Commission and
approve the rezone as presented recognizing the 10 Findings of Fact. Commissioner Carter
seconded and the motion passed unanimously. The hearing adjourned.

2:45 p.m. — 3:00 p.m. Open Record Public Hearing, Rimrock Cove Unified Development Code
(UDC) Amendment
The Commissioners held an Open Record Public Hearing to consider an amendment to the Grant
County Code Ch. 23.12 to allow a 10 foot front setback in the community known as Rimrock
Cove. Grant County Code currently requires a 20 foot setback. The property is located in the
community known as Rimrock Cove and located on Moore Rd. NE adjacent to Blue Lake. All
within a portion of Section 29, Township 24 North, Range 27 East, W.M., Grant County, WA.
Tyler Lawrence, Senior Planner, discussed the request.
Dixon Poff, proponent, stated that the size of the lots are so small and making the setback
smaller will help them keep 6 feet between structures.
Commissioner Taylor moved to close the public comment portion of the hearing. Commissioner
Carter seconded and the motion passed unanimously. Commissioner Carter moved to approve
the recommendation of the Planning Commission and approve the Unified Development Code
amendment as presented recognizing the 6 Findings of Fact. Commissioner Taylor seconded
and the motion passed unanimously. The hearing adjourned. (Ordinance No. 18 -056 -CC)

1. Request to purchase three (3) each 2018 Ford Police Interceptor AWD Pursuit -Rated Utility/SUV
for the Sheriff's Office in the amount of $103,563.19 including $8,025.19 sales tax from
Columbia Ford through Department of Enterprise Services (DES) contract #05916. These
vehicles will be paid for using Target Zero grant funds. (Approved)
2. Request to the County Road Department for Reimbursable Work with Quincy Columbia Basin
Irrigation District (QCBID) for patching work on U.7 -SW Road up to a maximum of $2,860.00.

A motion was made by Commissioner Carter, seconded by Commissioner Taylor, to turn the bids
over to Pubic Works for their review and recommendation. The motion passed unanimously.
1:45 p.m. —1:55 p.m. Open Record Public Hearing, Ordinance modifying Ch. 11.36.020 of the
Grant County Code titled "Operation of Wheeled All -Terrain Vehicles
(WATV)" along certain Sunland and Crescent Bar Roads
The Commissioners held an Open Record Public Hearing to consider an ordinance modifying Ch.
11.36.020 (WATV) of the Grant County Code titled "Use of Wheeled All -Terrain Vehicles" for
Sunland Estates and Crescent Bar Roads.
Jeff Tincher, Public Works Director, stated that the BOCC and Public Works received numerous
letters of petition requesting WAN usage on these county roads. The current tables within the
Grant County Code for Sunland are convoluted. This amendment will clean that up. It also adds
Crescent Bar Roads from the county line to the bridge to allow WATV's.
Commissioner Carter moved to close the public comment portion of the hearing. Commissioner
Taylor seconded and the motion passed unanimously. Commissioner Carter moved to approve
the amendments as presented. Commissioner Taylor seconded and the motion passed
unanimously. The hearing adjourned. (Ordinance No. 18 -059 -CC)
