GRANT COUNTY, WASHINGTON
IN THE MATTER OF DELAY OF
COLLECTION OF NEW MOBILE RESOLUTION -NUMBER 89-96 -CC
HOME ASSESSMENT NEW MOBILE HOME ASSESSMENT
WHEREAS, the 1989 WASHINGTON STATE LEGISLATURE, in ENGROSSED
SUBSTITUTE HOUSE BILL #2136, has adopted a new program for monetary assistance
to those mobile home tenants forced to relocate from mobile home parks which
are closed or converted to another use; and
WHEREAS, said new law requires the County Treasurer to obtain the
name and address of each mobile home owner in a mobile home park in his or
her county and provide all the administrative work to collect said annual
assessment; and
WHEREAS, the new state law provides only $.55 to counties for all
of the administrative service in collecting each $11.00 assessment which is
inadequate compensation to the County for collection of this new assessment;
and.
WHEREAS, implementation of said new assessment collection admin-
isteration by the GRANT COUNTY TREASURER will cause undue hardship upon the
Grant County Treasurer as well as undue hardship upon Grant County financial
resources to support this new state assessment collection program; and
WHEREAS, R.C.W. 43.135.060 states that "the legislature shall. not
impose responsibility for new programs or increased levels of service under
existing programs on any taxing district unless the districts are reimbursed
for the costs thereof by the State";
NOW, THEREFORE, BE IT RESOLVED THAT THE GRANT COUNTY COMMISSIONERS
support the Grant County Treasurer in his decision to withhold collection of
this assessment until the State fully compensates the County for all admin-
istrative costs and/or the matter is resolved in the courts.
