HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of April 12,1993 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman, Helen Fancher. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners approved the minutes of the preceding session as written. The Commissioners received a summons and complaint from Rod Stetner, et ux et al. The matter was referred to the Prosecuting Attorney for handling. The Commissioners received a signed copy of Ferry County Resolution No. 93-03 in the matter of the appointment of Lynn Beltz to the North Central Regional Library Board. The Commissioners signed 1993 dispatch services contract between Grant County Sheriff's Department and Grant County Fire District #6, Fire District #5 and Quincy Fire Department. Chairman Fancher was authorized to sign the Liquor license Application of The Cove in Grand Coulee. The Commissioners received copies of the City of Moses Lake's ordinances providing for the annexation of property located on Kittleson and Ramm Roads requested by Sturm and Reinhard. The Commissioners notified the Ephrata Chamber of Commerce that they had permission for the use of the Courthouse lawn and parking area for the Sage and Sun Festival June 11,12, and 13. The Commissioners approved the starting salary of Deanna D. Mueller of the Grant County Fair Office at 90 percent of $1400 per month effective March 29,1993. A motion was made by Commissioner Snead, seconded by Commissioner Winzler that Resolution Number 93 -22 -CC relating to the facts requiring an appropriation and expenditure of funds for the Emergency Services Fund #102, Department #144 in the amount of $3,500 be passed. The motion carried. Public Hearing to be held May 10,1993 at 1:30 p.m. As there was no further business the session was continued until April 13,1993 at 9:00 a.m. April 13,1993 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding STP Applications, Bid Award Recommendation -Herbicides, Road Jurisdiction Change -'24' SW,Longview Elementary School Request, Road Improvement Petition -'B' NW &7 NW, Grader Area Maps, 1993 Asphalt price, 11:00-WSDOT. Chairman Fancher was authorized to sign the Project Applications with STP regarding Dodson Road and Frenchman Hills Road. The Commissioners approved the Public Works Recommendations to award 1993 Herbicide bids to Wilbur Ellis in the amount of $100,265.25 and Tri -River Chemical in the amount of $50,748. The Commissioners sent a request to WSTIB regarding a request for Road Jurisdiction Change on Rd. '24' SW. The Commissioners signed the Public Works Claims Fund #3-1 through 3-178 in the total amount of $654,253.51. The Commissioners set a Public Meeting for May 3,1993 at 1:30 p.m. regarding the Emmett Hathcox replat request. The Commissioners set a Public Meeting for May 3,1993 at 2:00 p.m. regarding the Mark Mizer zone change request. The Commissioners approved the request by the Sheriff Department to have four Sergeants positions and four Investigators positions effective April 15,1993. The Commissioners received a copy of the Notice of Appeal to Court of Appeals, Division III by the Moses Lake Citizens Concerned About the Environment, et al. The Commissioners appointed Don Rushton, Don Chumley and John Jurovich to positions on the E-9-1-1 Coordinating Committee. The Commissioners sent a letter to Grant County Planned Growth Committee members regarding a meeting scheduled for May 6,1993 at 7:00 p.m. A Public Hearing was held and a motion was made by Commissioner Snead, seconded by Commissioner Fancher that Resolution Number 93 -23 -CC authorizing an appropriation and expenditure of funds in the Current Expense Fund #001, Sheriff's Department #114 in the amount of $5,000 be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Snead, seconded by Commissioner Fancher that Resolution Number 93 -24 -CC authorizing an appropriation and expenditure of funds in the Tourism Fund #114, Department #156 in the total amount of $15,000 be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Snead, seconded by Commissioner Fancher that Resolution Number 93 -25 -CC authorizing an appropriation and expenditure of funds in the Current Expense Fund #001, Miscellaneous General Government Department #125 in the total amount of $1,900 be passed. The motion carried. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 4/12/93 in the total amount of $593,648.11. The Commissioners met with various Elected Officials and Department Heads regarding matters of mutual concern.
