HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of May 17,1993 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Helen Fancher. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners approved the minutes of the preceding session as written. The Commissioners approved the request for out of state travel for Colette James of the Grant County Mental Health and Developmental Disabilities Office. The Commissioners selected Vern Cummings for the position of Courthouse Facilities Supervisor to replace Jay Johns. Mr. Cummings will be starting May 25,1993 at 80% of the salary for the position. The Commissioners appointed Mary Harrington to a position on the Grant County Fair Board. The Commissioners approved the purchase of a FAX machine for the Assessors Office from Capital Outlay fund in the amount of $950.00. The Commissioners approved the request by the Grant County Juvenile Probation Department for the use of Criminal Justice Funds in the amount of $8,000 for rental of office space in Moses Lake and telephones, cleaning supplies and furnishings for that office. The Commissioners appointed Faith P. Anderson to a position on Grant County Fire Protection District No. 7 Board. The Commissioners received a signed contract between Grant County and Department of Community Development for the amount of $25,000 to complete E9-1-1 implementation plan and budget proposal. The Commissioners set a Public Meeting for June 14,1993 at 11:00 a.m. regarding the zone change and preliminary plat request by John Martinez. As there was no further business the session was continued until May 18,1993. May 18,1993 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Department regarding 10:00 a.m. Bid Opening (Auctioneer Services), RAP Contracts, LID Hearing. Chairman Fancher was authorized to sign the Project Agreement for Construction Proposal with State of Washington, County Road Administration Board for Bridge #358, 5-NW,B-NW Rd.,Bridge #315,Martin Road,Sagebrush Flat Road,19 NW BR 122,/R -NW BR 345,and Monument Hill -BR 338. The Commissioners held a bid opening regarding auctioneer services. A motion was made by Commissioner Snead, seconded by Commissioner Winzler that the bids be referred to the Public Works Department for their recommendations. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 5/17/93 in the total amount of $193,072.29. The Commissioners approved the salary increase of Dora Henry of the Sheriff Department to $1725 per month effective June 1,1993. The Commissioners approved the salary increase of Kirk Poldervart of the Sheriff's Department to $1910 per month effective June 1,1993. The Commissioners received a signed copy of an amendment with AT&T regarding Pay Phone Concession in the Courthouse. A Public Hearing was held regarding Critical Areas and Resource Lands. After review of the draft ordinance a motion was made by Commissioner Winzler, seconded by Commissioner Snead that the ordinance be approved after those items discussed were incorporated. The motion carried. A Public Hearing was held regarding the zone change request by Mark Mizer on 39.55 acres located in a portion of Section 28,Township 19 N., Range 24 E.W.M. for a possible tractor dealership, retail sales lot, and possible expansion of an adjacent R.V.Park. A motion was made by Commissioner Winzier, seconded by Commissioner Snead that the zone change be denied based on the fact that the land was being farmed and was good farm ground. The motion carried. A Public Hearing was held regarding a replat request by Emmett Hathcox for a re -subdivision of 3 lots in lot 8, Plat of Crook Estates located in a portion of Section 14,Township 16N., Range 26 E.W.M. A motion was made by Commissioner Winzler, seconded by Commissioner Snead that the request be denied. The motion carried, based on the fact that the Commissioners felt that the matter should have been a rezone request instead of a re -plat. A Public Hearing was held regarding a proposed Road Improvement District for Marine View and Marine View Heights area, located in portions of Sections 17 and 18, Township 17N., Range 28 E.W.M. The Commissioners took testimony from those in attendance and notified them that the testimony would be considered on May 25,1993 during the Commissioners regular meeting with the Public Works Department. As there was no further business to come before the Board the meeting was adjourned until May 24,1993.
