COVERAGE )
RESOLUTION NO. 93 -59 -CC
WHEREAS, Grant County, Washington (the "County") , is a duly organized and
existing municipal corporation, operating under and by virtue of the Constitution and
the laws of the State of Washington;
WHEREAS, as a municipal corporation and a Washington State county, the
County's law enforcement officers are required to participate in the Washington Law
Enforcement Officers' (LEOFF) retirement system, pursuant to Chapter 41.26 RCW;
WHEREAS, pursuant to RCW 41.26.030(28), the County's law enforcement
officers who first became members of LEOFF prior to October 1, 1977, are members of
"Plan I" (LEOFF I) ;
WHEREAS, pursuant to RCW 41.26.150, the County is required to pay for its
LEOFF I retirees' necessary medical services not payable from some other source as
provided for in subsection (2) of said statute;
WHEREAS, the County currently pays monthly premiums on behalf of its LEOFF
I retirees to fulfill the aforementioned statutory obligations;
WHEREAS, pursuant to RCW 41.26.150(5), the County is empowered to elect to
reimburse retired former employees for premiums the retired former employees have
paid for medical insurance that supplements medicare, including premiums the retired
employee has paid for Medicare Insurance (Part B) coverage;
WHEREAS, the County would incur less expense in reimbursing its LEOFF I
retirees for premiums paid by its LEOFF I retirees for Medicare Insurance (Part B)
coverage, than continuing payment of the premiums for the complete insurance
coverage currently provided;
WHEREAS, the provision of Medicare Insurance (Part B) coverage would
substantially decrease the County's expenditures for major-medical insurance coverage
for its LEOFF I retirees, as Medicare would then become the primary insurer, which
would in turn decrease the monthly insurance premiums the County would otherwise
pay to insure its LEOFF I retirees, to satisfy the aforementioned statutory obligations
of the County;
RES. REIMBURSING LEOFF I RETIREES
FOR MEDICARE INS. PREMIUMS - 1
WHEREAS, the County desires to make the wisest use of its financial resources
by reimbursing its LEOFF I retirees for premiums paid by its LEOFF I retirees for
Medicare Insurance (Part B) coverage; and
WHEREAS, the County elects to reimburse its LEOFF I retirees for premiums
paid by its LEOFF I retirees for Medicare Insurance (Part B) coverage.
NOW, THEREFORE, BE IT RESOLVED, that the County will hereby reimburse its
LEOFF I retirees for premiums paid by its LEOFF I retirees for Medicare Insurance
( Part B) coverage; and
BE IT FURTHER RESOLVED THAT this resolution shall be effective immediately,
and shall be applied retroactively to the County's LEOFF I retirees enrolled in the
Medicare Insurance (Part B) program as of May 28, 1993.
