GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, MAY 7, 2018
The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m. — 9:00 a.m. Elected Official Monday Morning Meeting
9:00 a.m. — 9:20 a.m. J Hammond, ASC Update and Misc BOCC Action (Items.I through 6)
A motion was made by Commissioner Carter, seconded by Commissioner Taylor, to approve items 2
through 6 on the agenda as presented. The motion passed unanimously.
1. Possible vouchers for insurance, legal services, grant administration, etc.
2. Phoenix Protective Corporation (PPC) dba PPC Solutions; Security Service Agreement between
Grant County, on behalf of Superior Court and Grant County Juvenile Court & Youth Services for
the provision of two uniformed guards at the Law & Justice Building and two uniformed guards
at Juvenile Court and Youth Services Building (Monday and Tuesdays only). Term is May 1, 2018
through December 31, 2018. (Approved)
3. Application Form for BOCC Chair signature to accompany New Hope Domestic Violence and
Sexual Assault Services renewal application for the Crime Victims Service Center for FY19,
funding period is July 1, 2018 through June 30, 2019 in the amount of $124,124 for the provision
of advocacy and outreach services to victims of crime in Grant and Adams Counties. (Approved)
4. BOCC action on the Strategic Infrastructure Program (SIP) Advisory Committee's
recommendations on the following SIP Projects: (All approved)
• SIP Project #2018-03: Port of Royal Slope — Development Plans for Industrial Park to table
the Port's request for $100,000 in SIP grant funding; and
• SIP Project #2018-04: City of Quincy — Wastewater Reuse Project to table the City's request
for $290,000 in SIP grant funding; and
• SIP Project #2018-05: City of Electric City — Water Main Replacement for denial of the City's
request for $210,600 in SIP grant funding; and
• SIP Project #2018-06: Port of Ephrata — Purchase Overhead Cranes for Heavy Manufacturing
Facility for approval of $75,000 in SIP grant funding; and
• SIP Project #2018-07: Port of Mattawa —Sentinel Gap Industrial Park—Road and Utility
Development for approval of the Port's request for $195,000 in SIP grant funding and
$195,000 loan fora total of $390,000; and
• SIP Project #2018-08: City of Warden — Waterwaste System Lift Station for approval of the
City's request of $419,000 in SIP grant funding.
5. BOCC Resolution No. 18 -047 -CC in re Strategic Infrastructure Program (hereafter "SIP") Advisory
Committee Recommendations for Funding (SIP Nos. 2018-03 through 2018-08). (Approved as
listed above)
6. Reimbursement Request #10 on Washington State Department of Commerce Consolidated
Homeless Grant, (CHG) No. 17-46108-10, administered through the Grant County Housing
Authority, in the amount of $22,583.73. (Approved)

Mona Kaiser came in to discuss Strategic Infrastructure Program (SIP) funding received by the
City of Soap Lake (SIP #2017-01) for their Paul Lauzier Community Park Renovation.
Sylvia Hammond came in to inform the Board that she is running for State Representative
against Matt Manweller and wants to get any legislative priorities Grant County has.
Commissioner Stevens stated one of our priorities is Public Defense and the 1% budget increase
per year and new construction. Commissioner Carter would like to see the State stop unfunded
mandates. Commissioner Taylor discussed how the Washington State Association of Counties
(WSAC) is looking to become a litigant on behalf of counties. The ballot box increase is also a
legislative priority along with Public Records and Mental Health.

A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to approve item 1,

1. Recommendation to award the quote for the Hot Water Pressure Washer to United Rentals of
Moses Lake, WA in the amount of $4,675.88 not including sales tax. (Approved)
2. Authorization to Purchase: 1 each 2018 Ford Police Interceptor AWD Pursuit -Rated Utility/SUV
in the amount of $35,117.26 including $2,721.26 sales tax from Columbia Ford through DES
contract #05916. The equipment listed above is to replace vehicle #7108 totaled in an accident.
