GRANT COUNTY BOAR® OF COMMISSIONERS
MONDAY, APRIL 23, 2018
The Grant County Commissioners session began at 8:30 a.m. with Commissioners Taylor and Carter in
attendance. Commissioner Stevens was out and excused.
8:30 a.m. — 9:00 a.m. Elected Official Roundtable
9:00 a.m. — 9:20 a.m. ASC Update and Misc BOCC Action (Items 1 through 5)
A motion was made by Commissioner Carter, seconded by Commissioner Taylor, to approve items 2
through 4 on the agenda as presented. Item 5 was not ready for signature. The motion passed with 2
Commissioners in attendance.
1. Possible vouchers for insurance, legal services, grant administration, etc.
2. Agreement for Paper of Record for Legal Notices and other Publication Services between Grant
County and Hagadone News Network, dba The Columbia Basin Herald. Term is July 1, 2018
through June 30, 2019. (Approved)
3. Professional Services Agreement for Horticultural Pest and Disease Board (HPDB)
Coordinator/Inspector Consultant between Grant County, by and through HPDB, and Jody Ann
Kane. Term is February 1, 2018 through December 31, 2018. (Approved)
4. 2018 Agreement Regarding Use of County Property for Public Purpose between Grant County
and Ephrata Chamber of Commerce for its Car & Toy Show and Shine event on July 21, 2018 for
utilization of a portion of the Courthouse and surrounding area, etc. (Approved)
5. Anticipating: Phoenix Protective Corporation (PPC); Security Service Agreement between Grant
County, on behalf of Superior Court and Grant County Juvenile Court & Youth Services for the
provision of two uniformed guards at the Law & Justice Building and two uniformed guards at
Juvenile Court and Youth Services Building (Monday and Tuesdays only). Term is May 1, 2018
through December 31, 2018. (Item not ready for signature)

MISCELLANEOUS ITEMS
The Commissioners wrote a letter of non -objection to the Washington State Liquor and
Cannabis Board for a special occasion liquor license application for La Union Promotions and
their Jaripeo Baile Rodeo event to be held at the Fairgrounds on April 29, 2018.

A motion was made by Commissioner Carter, seconded by Commissioner Taylor, to approve items 1
through 3 on the agenda as presented. The motion passed with 2 Commissioners in attendance.
1. Execution of Contracts: Asphalt Hauling & Dispatch Services 2016- 2018 awarded to Bulk Service
Transport, Inc. dba James J. Williams of Longview, WA to furnish asphalt hauling and dispatch
services for approximately $125,000 to $150,000 for the 2018 season. (Approved)

2. Execution of Contracts: Road Stabilization 2018 project awarded to EnviroTech Services, Inc. for
the bid amount of $113,817.36. (Approved)
3. Recommendation to award the quote for the Scrap Metal Crushing contract to Tommer
Equipment dba Moses Lake Iron and Metal in the amount of $93.00 per ton for material at the
Ephrata Landfill. (Approved)

A motion was made by Commissioner Carter, seconded by Commissioner Taylor, to approve items 1

2. Commissioners April 9, 2018 Minutes for approval. (Approved)
3. New liquor license applications for: Woodinville Whiskey Company, 8472 Road S -NW, Quincy,
WA 98848; and Lozano Racing Stables, 12614 Road 1.5 -NW, Quincy, WA 98848, from the
Washington State Liquor and Cannabis Board. (Approved)
AUDITOR'S OFFICE—ACCOUNTING DEPARTMENT
4. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing and made available to the Board. (Approved)
MISCELLANEOUS ITEMS
The Commissioners signed a 30 Year Dedicated Service Award for Michael Horst, Public Works.
Designation of County Commissioner Tom Taylor to serve as the County Legislative Authority on the
Canvassing Board for the Special Election to be held on April 24, 2018. (Commissioner Stevens was
previously designated)

Items discussed were: Approval of minutes from 3/28/18 meeting; investment activity -
purchases and maturities; registered warrant balances review; revenues comparisons for prior
month and year ago; new business and old business.
2:30 p.m. — 3:30 p.m. Assessor's Office Grievance Meeting
Pursuant to RCW 42.30.110(1)(f) Commissioner Taylor called an Executive Session to order at
2:30 p.m. to go until 3:00 p.m. to receive and evaluate complaints or charges brought against
and employee. In attendance were Commissioners Taylor and Carter, Kirk Eslinger and Matt
Morrison of Human Resources, Karen Maedke and Rick Cole , Union Representatives, Pat
Emmal, Union Attorney, and Melissa McKnight and Melissa Olivas from the Assessor's Office.
The session was then continued to 3:15 p.m. Commissioner Taylor closed the session at 3:15
p.m.

MISCELLANEOUS ITEMS
The Commissioners wrote a letter of support to the Recreation and Conservation Office for the City of
Soap Lake's request for grant funding for the renovation of their Smokiam Parks new full-size basketball
court and skateboard area.
Commissioners Taylor and Carter authorized the Clerk of the Board to stamp their signature of approval
to the Health District Voucher listing in the amount of $2,966.05.
